Resolution Authorizing Continued Involvement in Southwest Metro
Drug Task Force in 1999
This memo is to request the council pass the attached resolution, which is required for
the grant request submitted by the Southwest Metro Drug Task Force.
BACKGROUND
The City ofChanhassen is a charter member of the Southwest Metro Drug Task Force
which was formed as a multi-agency drug enforcement effort in 1987. Communities
involved are: Carver County, Scott County, McCloud County, Excelsior, Greenwooa.
Tonka Bay, Shorewood, Chaska, Chanhassen, Shakopee, Mound, St. Bonifacious,
Minnetrista, Maple Plain and Independence. Our contribution has not increased over
this time!
ANAL YSIS
The purpose of the Southwest Metro Drug Task Force is to respond to what could be
termed "mid-level" distributors of illegal drugs. It has been shown that it is this level
of distributors that most often are actually providing illegal drugs in our communities.
The larger scale distributors generally attract the attention of federal and state
narcotics enforcement organizations, while the mid-level dealers do not.
The Southwest Metro Drug Task Force is comprised of four law enforcement officers:
one supervisor and three agents. All of these officers are provided by law
enforcement agencies that are members of the task force. These agents are assigned to
the drug task force on a temporary basis, eventualIy returning to their home agency
after several years.
Our involvement as a charter member of this organization has been nothing but
positive. Significant enforcement activity has occurred in Chanhassen. and I believe
the apparent decrease in illegal drug activity in our community is directly attributable
to the efforts of the drug task force. The day to day operation of the organization is
presently being supervised by Sgt. Steve Grand of the Mound Police Department. and
the executive board is made up of the chief law enforcement officer from each
member organization.

Actually, Chanhassen gets more than its share of service from the task force, because
we have never had to impress (or been able to) assign an officer to serve as an agent.
Consequently, we have never had to hire a replacement officer, or deal with the
associated administrative needs of doing so. This multi-agency approach is exactly
what the governor has asked municipalities to consider doing: ie, joining together to
accomplish a common goal. Our $10,000.00 contribution is obviously far less than it
would cost us to even have one agent (which would be impractical) assigned to pursue
this effort.
I will schedule a presentation by the task force at the August Public Safety
Commission Meeting, which I invite you to attend.
RECOMMENDATION
It is the recommendation of staff, and has been of the Public Safety Commission
throughout our involvement, that the city council authorize continued involvement as
a member of the Southwest Metro Drug Task Force in 1999, by passing the attached
resolution and anticipating the $10,000.00 funding requirement for the 1999 budget.
