Pleasant View Road Maintenance Overlay Project No. 98-5
As you may be aware, Midwest Asphalt, Inc. is in the process of constructing a
bituminous overlay on Pleasant View Road from Powers Boulevard to Trunk:
Highway 101. This work is anticipated to be completed on Friday, July 24, 1998.
Upon completion of the bituminous overlay, it is anticipated that traffic speeds
initially may increase on Pleasant View Road as generally occurs with projects of
this type. Therefore, I respectfully request that the Public Safety Department
provide increased speed limit enforcement the week of July 27 in order to curb
violation of the speed limit on this roadway.
Your assistance in this matter is appreciated.

Dear Vemelle:
This letter is a follow up to our walk-through today to go over the erosion control and drainage issues
that need to be corrected on Villages on the Ponds. As discussed during our meeting, immediate
attention to these matters has been long overdue. We understand there was an attempt to correct
some of the issues approximately a week ago, however, due to miscommunications along the line, all
of the items were not addressed or addressed correctly. Pursuant to our walk-through today it is
understood that you will be contacting your client (Ausmar) for authorization to proceed with
correcting the items listed on the revised punch list dated July 21, 1998 and will let City Engineer
Anita Benson know by 2:00 p.m. on July 22.1998. Should the work not be authorized tomorrow. the
City will proceed in retaining an engineering firm to prepare plans and specifications to complete the
necessary items on the punch list. All engineering fees and construction costs associated with
preparing. administrating and completing the plans and specifications and punch list items will be
drawn down from the letter of credit.
On another note. we will be deleting the utility acceptance from the City Council's July 27, 1998
agenda and reschedule it for the August 10. 1998 agenda along with a check for the oversizing of the
watermain in Villages on the Ponds assuming these punch list items have been resolved. If they are
not. the City will not consider acceptance of utility improvements or payment of the utility oversizing
costs.

Re: Failing sewage treatment system at 3530 Highway 7
Dear Mr. Obee:
The purpose of this letter is to explain possible options for sewage disposal at the
above referenced property. Possible solutions involve input from multiple
departments within the City so this letter is a joint effort of the Inspections
Division and the Engineering Department. The Inspections Division regulates
individual sewage treatment systems (ISTS) and the Engineering Department
regulates connection to and design of the city sanitary sewer connections.
Option 1 - Replace existing ISTS. As stated in my June 11, 1998 letter, your
current ISTS is failing because it is a cesspool which is not permitted. You may
have a design submitted to the Inspections Division by a licensed designer for a
replacement ISTS. The design will be reviewed and, if it meets applicable codes,
approved. Upon approval, you may have a licensed installer obtain a permit for
the installation of the new system. The installation will be inspected by Inspection
Division ISTS inspectors. The approximate cost of a new ISTS may range from
$7,000-$12,000.
Option 2 - Connection to City Sanitary Sewer. Formally petition the City to
have municipal service extended to the property. This is accomplished through a
written petition circulated among the benefited properties. The petition must have
at least two or more benefiting properties and should be a majority of the area to
be benefited. The petition should be addressed to the Mayor and City Council and
mailed or delivered to the City Engineer (Anita Benson). Upon receipt of the
petition, staff will consider the request and place it on the next available City
Council agenda for discussion. The City Council will then decide whether or not
to order a feasibility study to determine the scope of work, associated costs of the
project, and preliminary assessment roll. Typically, the applicant is required to
provide the City with a cash escrow for preparation of the feasibility study. The
amount depends on the size of the project. We would estimate roughly $2,000.00
which is refunded back to you upon the City authorizing the project. The
feasibility study is reviewed by the City Council at a public hearing along with
public input. The City Council then decides whether or not to proceed with the
project. The process requires approximately six months from the day the City
receives the petition to actual construction assuming the City has the financial
ability to fund the project. The City has a 5- Year Capital Improvement Program

that requires most of the funds. The City is limited in its bonding capabilities.
Most of the private developments are constructed and financed by the developer.
If the City constructs the infrastructure to serve your parcel, all the costs would be
assessed to the benefiting parcels over a 7-8 year period at an interest rate of
7-8% depending on bond sales.
The home may not be occupied until an approved ISTS is installed, an approved
alternative ISTS is installed, or the home is connected to city sanitary sewer.

Dear Mr. Harr and Mr. Kirchman:
On behalf of the City of Shoreview, I want to thank you and your staff at the City of
Chanhassen for providing building inspection assistance following the May 15th tornado
that caused severe damage throughout Shoreview. It was truly gratifying to see other
cities so willing to assist us with our recovery efforts.
I would like to specifically recognize Steve Torrell and Jerry Mohn for their willingness
to assist us in the inspect~on of homes that were heavily damaged by the storm. Time and
time again I heard first-hand from our residents how impressed and reassured they were
to see building inspectors immediately out in the field offering advice and support. The
professionalism and commitment demonstrated by your staff persons was exemplary.
Your people provided great advice on how to record damage and respond to citizen
needs. Your willingness to assist us is even more significant when considering this
occurred during the period of high building inspection needs in your own community.
Our community's ability to quickly recover from this natural disaster has been due, in
large part, to your city's help. Please let your staff know that the help that your city
provided \-vas greatly appreciated by the City Council, our staff, ~d th~ residents of the
community. While the landscape of Shoreview has changed forever as a result of this
storm, we have grown stronger as a community through the heartfelt generosity and

Irrigation system: Skraba Irrigatio~ may use gasket joints instead of glue at his cost. (If he thinks this
will avoid future maintenance on his part he ca:": make this change, but the City of Chanhassen will
not pay for the change).

I have been delinquent in thanking you for coordinating the installation of the
Phase II playground equipment at Prairie Knoll Park. I understand there were
fewer volunteers which made for a longer day, but you still got the job done! I
would like to acknowledge your efforts in our upcoming city newsletter. After
seeing you this morning, I understand that a picture taken on the installation day is
not available. I will however still visit the site to snap a picture or two. I'll stop

Springfield Development - Project No. 97-14
Recently, staff has received questions regarding the connection of Kiowa Trail to
Springfield Drive. Condition No. 30 as outlined in the attached Chanhassen City
Council meeting minutes from December 13, 1993 for the preliminary plat of the
development states the criteria to be met for making the connection of Kiowa Trail
to Springfield Drive in the future. This condition was carried through and
approved with the final plat for the development. Currently, breakaway barricades
have been installed separating Kiowa Trail and Springfield Drive with a sign
mounted on the barricade specifying that the road will be extended in the future.
These barricades and signage will remain in place until the Kiowa Trail connection
with Springfield Drive is made in the future.
