TO: Mayor & City Council Don Ashworth, City Manager FROM: Scott Harr, Public Safety Director DATE: November 13, 1998 SUBJECT: Rescue Truck Replacement Attached please find a letter dated October 20, 1998 from the 218 (truck number) truck replacement committee making their recommendation for the unit they would like to purchase. We have $100,000.00 available, and the bids came in at: Amtech Toyne Custom North Central Ambulance $125,882.00 $101,749.00 $126,005.00 $104,575.00 The individuals comprising the truck committee have spent an incredible amount of time working with the companies to get the figures down to an acceptable level Although the recommended bid is slightly over the $100,000.00 by $4,575.00, I strongly endorse their recommendation. They have spoken with the City Attorney's office and have been told it is acceptable to go with this bid. Recommendation: It is the recommendation of staff that the council approve the purchase ofthe rescue truck from North Central Ambulance and that the Public Safety Director be authorized to proceed with this purchase this year. Phone 474-7094 October 20, 1998 Scott Harr Director of Public Safety 690 Oty Center Drive Chanhassen MN 55317 Dear Mr. Harr, The 218 Truck Replacement Committee has reviewed the bids received for the specified truck and would like to offer the following information regarding the need for a replacement truck, a recommendation for awarding the bid and discussion of issues related to that recommendation. The light duty rescue truck is used on all medical and personal injury accident calls. Medical and personal injury accident calls account for the majority of the calls responded to by the department and total of about 560 runs per year. Condition of the Current Light Duty Rescue Truck . 1984 Chevrolet with about 23,000 miles recorded on the odometer. . The odometer mileage does not reflect the wear associated with engine run-time accumulated while in use at emergency scenes. Based on the number and duration of calls, we estimate that there are 4,200 hours on the engine and transmission This calculated engine run-time is approximately equivalent to 189,000 road miles. . According to the city maintenance shop, the transmission is in need of rebuilding. . Significant corrosion of the body and chassis has occurred. . Cabinet doors and hardware have worn to extent that they need replacement. . Because of the space occupied by the pump and water-tank, the storage space is inadequate and inconvenient. Advantages Gained by the Specified Light Duty Rescue Truck . The current role of the apparatus differs from the original design which included brush fire capabilities now covered by other apparatus. A truck without the pump and water storage tank will offer additional storage space for rescue equipment and weight savings. . The extended cab offers additional room for personnel and cab-mounted equipment. . The truck offers modem occupant safety features. . The truck offers improved emergency scene lighting. Review of the Bids Received and Recommendation for Award The two bids from Custom and Amtech were significantly higher than the other bidders and were eliminated from consideration on the basis on their higherer cost. Although the North Central Ambulance bid is about $2,800.00 higher than the lowest bid, the truck committee strongly feels that the additional cost is small considering the additional features offered by North Central Ambulance. Those features include a superior electric generator, a better scene lighting package, shorter lead time, convenient location (they are within a thirty minute drive) and better compliance with department specifications. It should also be noted that Toyne, the lowest bidder, has provided poor customer service on other trucks supplied to the department: Additionally, Toyne has taken exception to interior cabinet coating specifications on the current bid, which is estimated to represent a $2,500 cost difference. After the evaluation of bids, the truck committee recommends that the bid be awarded to North Central Ambulance.
