Chanhassen is a Community for Life-Providing for Today and Planning for Tomorrow Paul Oehme 2017 Street Rehabilitation Project:Public Hearing; Order Plans&Specifications November 28,2016 Page 2 The proposed improvements generally consist of reclaiming the pavement surface and the aggregate base underneath the pavement. Atypical areas with insufficient base underneath the pavement will be reconstructed. Minor drainage improvements and some draintile installation are also included within the project area. For the municipal water system, gate valve and hardware replacements are proposed along with minimal hydrant replacement. Sanitary sewer work proposed includes spot repairs of damaged manhole structures and inflow/infiltration remediation within the manholes. City staff hosted an open house for the neighborhood on October 18 from 4:30 p.m. to 6:00 p.m. Residents discussed the proposed project and told staff about their property and experiences in the project area. Residents reiterated concerns about the current condition of the street and subsurface drainage in the project area and inquired into the assessment process. Resident correspondence is included as an attachment to this memo. A feasibility report was prepared by the Engineering Department staff. It is estimated the City will save between$85,000 and $100,000 with feasibility report preparation, design and construction observation not being outsourced. A copy of the feasibility report is available in the Engineering Department. Below is a summary of the feasibility findings: The approximate 1.9 miles of streets in the project area were constructed between 1989 and 1993. Sealcoats were performed in 1993, 1997 and 2005. A non-structural overlay was done on the northern leg of Lake Susan Hills Drive, Egret Court, Heron Drive and Ibis Court in 2002. All streets within the project are urban residential streets with concrete curb and gutter. Lake Susan Hills Drive, Flamingo Drive and Heron Drive have a 5-foot concrete sidewalk on one side. Pavement condition scores generated by the City's pavement management software were considered when determining street segments within the proposed rehabilitation area. Street segments are surveyed every three years and a score or Overall Condition Index(OCI)is assigned to the street segment. An OCI of 100 represents a new road. The streets within the Lake Susan Hills neighborhood were last surveyed in 2015, and the OCI ranged from 30.3 to 65.6. The proposed standard improvements include reclaiming the full depth of bituminous plus 4.5"- 6.5" of the aggregate base of the street. The top four inches of reclaimed material will be removed and two, 2-inch lifts of asphalt are proposed to be installed. Select sidewalk panels that are damaged or may create a tripping hazard are proposed to be replaced during this project,but would be paid for as part of the annual sidewalk maintenance rather than from the budget for this project. Hardware replacement is proposed on gate valves and will include the installation of zinc anode bags to forestall corrosion. Minimal hydrant replacement is proposed for this project. Sanitary sewer manholes with degraded concrete rings are proposed to have the rings replaced with this project. Infiltration barriers and sealed manhole covers are proposed for all sanitary structures to prevent future infiltration. The City's Public Works department will repair the infiltration between manhole joints in-house rather than be included with the proposed project. g:\eng\public\_2017 projects\17-01 street rehab\communication\161128_cc_ph order plans&specs.docx Paul Oehme 2017 Street Rehabilitation Project: Public Hearing; Order Plans&Specifications November 28,2016 Page 3 A quantity of draintile is proposed for this project for installation at the back of curb, as there is a record of resident concerns about subsurface drainage in the project area. Approximately 80 feet of drainage structure replacement is proposed to address problems observed in several drainage structures during inspection. Due to the shallow grade of the northern portion of Flamingo Drive, the project is proposed to include analysis of warrants for additional catch basins to pick up stormwater flow on the street. Because there are no additional impervious surfaces that will be added to the 2017 project area,this project would not trigger any of the Federal, State or Local surface water regulations. The proposed project includes minor water main and sanitary sewer repairs but would not require a permit from the MN Department of Health or the MN Pollution Control Agency, respectively. Because Lake Susan Hills Drive has two intersections with Powers Boulevard (CSAH 17), a work in right-of-way permit will be required from Carver County. PROJECT FUNDING Special assessments to the benefitting properties are proposed to pay for a portion of the proposed 2017 Street Improvement Project No. 17-01 per the City's Assessment Policy. The remaining project costs are proposed to be paid from City funds. All utility improvements are proposed to be paid for by the associated utility fund. In cases when utilities or poor sub grade needs to be replaced or where streets have deteriorated to a point where rehabilitation will no longer be practical,reconstruction of the street is necessary. A feasibility study is written to consider the merits of the project and scope of work. Properties with a driveway access on the project roads use the roads to get to and from their property on a daily basis, which is why they are assessed 40%of the street project cost. Per the City's Assessment Practice policy,when the City rehabilitates the street with your neighbor's driveway access, he or she would be assessed for 40%of their street costs at that time. Not to mention a 2% above prime interest rate. I do not have any sanitary system, or storm sewer issues. This will create a mess trying to access my only exit route from our cul de sac. My suggestion would have been to use the monies you could have brought into Chanhassen by rezoning Paisley Park and not having Chanhassen look "not MN nice" to the world . He will not be able to attend the open house, but wanted an opportunity to discuss a few items with staff: 1. Several lots'drainage flows to his backyard. Some time ago he installed a draintile system to collect the water pooling in his yard and route it to the curb line. It also collects his gutters and sump pump. 2. His and several neighbors' sump pumps run year-round. He said they neighborhood theory is that there is a spring under their properties as this is a significant amount of groundwater. 3. Is the City considering adding a CB to Ibis Court?Or could a CB be added in his backyard-or is it best to leave in the draintile since it is working well? [I told him that we are planning to replace C&G along the bubble of the CDS to have a positive grade to prevent water from pooling in the gutter and on the roadway.] 4. I'm glad this corresponds to areas where you've seen settlements and icy buildup. Just to clarify--the sidewalk isn't actually marked at this time. Just the curb is marked in these 2 areas but it does correspond to where the sidewalks have issues. Am guessing if there are curb issues, the sidewalk issue is directly related to likely the sidewalk needs to be marked. 2) Thank you for letting me know the location of your sump pump. I've added it to our project notes. Additional notes...the sump is on the west side of the driveway(right side when facing the house). At the sidewalk some of it drains to the street, and some seems to run across the sidewalk to that low spot in the sidewalk(#1 above) 3) The City does cover damage to sprinkler systems that occur due to our street projects. Since both curb and sidewalk by your house are marked for potential repair, it is likely that your sprinkler system may be impacted. I will note that you have a new sprinkler system. Sent:Wednesday, October 26, 2016 10:03 AM To:Smith,Stephanie Subject: Lake Susan Hills Road work 2 Hi Stephanie, I recently attended the informational open house regarding the 2017 project 17-01 for Lake Susan Hills. I just wanted to followup on a few things. (1) I had mentioned that both our sidewalk IIIIPFlamingo Drive) and our neighborsnave dips in them where water collects and over the winter creates very icy areas. Both of us try to salt/ice these areas but at times they are still very slippery and given we have a lot of walkers/dog walkers in our area, it is a concern. We did notice that the curb areas in front of the homes are marked. In front of our house, the low sidewalk is in the same area where the curb has been marked (white paint spots). At our neighbors, their sidewalk dip is just to the west of the white marks. Would these dips be repaired as part of the project as it looks like they potentially they may be connected to the curb/drain damage that has already been marked. (2) I don't think we marked our sump pump on the map. Our sump pump discharges out the west side of the house but we run it over to the driveway(otherwise the area between our house and the neighbors gets flooded....one year we had ducks swimming in it! I'm not kidding!). So it runs from our driveway into the road into the storm drain. We've noticed a lot of other neighbors needing to do the same. (3)We did mark that we do have a sprinkler system. One question I have, if they do need to dig up the system, who does the repairs? We've just installed the system this past year with high quality sprinkler heads so we wouldn't want to see those replaced with anything other than the identical tubing and heads. Is there any guarantee on that work when it's done? Or do we have an option to contact our company that installed the system to have it repaired and the city pays them (again, only if the system is damaged due to the project work). The assessment meeting isn't until March of 2017. If the project is approved, how soon will we have a date when you are starting? The proposed project will start in June 2017. The exact date is up to the contractor, so we won't know until a pre-construction meeting that would likely take place in April or May. 2. Approximately when will the project end?Substantial completion (utilities and roadwork)would be September 1, 2017. However, minor restoration work (some sod, landscaping) would likely be completed in Fall/Winter 2017. 3. We have been working with a landscape architect and contractor and are getting close to finalizing a plan for our front yard that we were planning on having started next spring. We have already paid for our drawing and are going to have to put down a deposit for the project shortly. Are we even going to be able to proceed with this now? It is estimated to be at least a one-week project. Without knowing more of the specifics, I cannot say. It's likely that your crews would be able to get in and out while your roadway is under construction as many residents still have their lawn care services during a street project, but their staging may be affected (ie. Not able to place soil or plantings in the street, not able to park large equipment on the street at certain times). It may be wise to schedule your landscaping 1 project for 2018 after the project is completed so that your new plantings won't be impacted and you can enjoy them without the construction going on around you. Please give me a call if you would like to discuss. 4. Will we be disrupted from direct access to our homes with our vehicles? Will we ever have to park elsewhere (where?)overnight or for an extended period of time?We will require our contractor to maintain access to homes. There may be a time when work is taking place directly in front of your home, but we will do our best to notify you ahead of time and minimize this as much as possible. 5. Will the work be done in stages (i.e, starting in an area and finishing X amount of blocks,or will the entire LSHD area be torn up at once and slowly replaced one end to the other)? Since this project is still in the preliminary phase,we have not yet examined the staging. Due to the size of the project, 1.9 miles, it is likely to be constructed in stages. If the project is approved by Council, we will have another neighborhood meeting in March where we will know more of the construction details. 6. How large is this Lake Susan project? Is it the entire loop on the west side of Powers? It is approximately 1.9 miles in length. Will our mailboxes or mail service be affected? Mail service will be maintained during the project. It is unlikely to affect mailboxes, unless your box is near one of the areas where we are doing utility work. In that case, your mailbox would be temporarily relocated elsewhere on your property and reinstalled later. 8. We have a sprinkler system. How will it be affected? Is the city responsible for all repairs, and is this part of the assessment cost? If you can, please mark your sprinkler heads prior to the beginning of construction. We are replacing some damaged curb on the project, which may impact sprinkler heads. If your sprinklers are damaged during construction, the City would cover the damages. Repairs are included in the street costs, 40%of which are assessed to 3 the benefitting properties. However your individual assessment would not increase if we need to repair your sprinkler heads. 9. We have not had any sewer issues since we moved in in 2000.Thank you for letting us know. 10. As far as the sewer or water line fixes and replacements,will our yard be torn up to do any work? If so, how much of the yard? We are not proposing water service repair or replacement as part of this project. Since you have not had sewer issues since 2000, we wouldn't be doing work on your sanitary service either. 11. Do bad areas of the city sidewalk get replaced during this project?We will inspect the sidewalk for trip hazards and other damage. We are proposing replacement or repair of the damaged or heaving panels. This will not be included in the assessed project budget, but will be funded by Chanhassen's annual sidewalk maintenance budget. 12. Will the end of our asphalt driveway be affected?As I said, we are proposing to replace damaged curb and gutter on the project. If the curb and gutter in front of your driveway needs to be replaced, it would affect your driveway. If the project is approved, we will have more information on exactly which curb sections will be replaced at the neighborhood meeting in March. 13. We have a storm sewer system in our backyard. Will this be part of the project? An inspection of the storm sewer manhole in the southwest corner of your backyard showed that it may need to be replaced as part of this project. That area would likely be impacted by the utility work. I can't be at the meeting but I do have input regarding this project. The drainage between my property andialliPelican is currently not hooked up to a storm sewer. Both properties have very poor drainage in the back yards. I believe sometime in the past the city added drain tile to improve the drainage however it was never hooked into anything.-has been using a pump and hose to improve the drainage but this is a make shift fix. The water drains down the street in front of my house and then crosses Pelican Ct and continues on down Lake Susan Hills until it reaches the storm sewer on the east side of the street. I continually have standing water at the end of my driveway and in front of my mail box and would like this to be addressed and fixed. I do have a sprinkler system that would likely need to be moved for any improvements on Lake Susan Hills and Pelican Ct. My sump pump discharge is well into my yard and likely not an issue for this project. If you need further clarification please feel free to contact me. I can see that you are aware of the drainage challenges in your neighborhood. Installing draintile behind all curb and gutter is outside the scope for a rehabilitation project like this one. In rehabilitation projects, we keep most of the curb and gutter in place,so draintile installation would cause impacts into the yards of residents that would not otherwise be disturbed. We install draintile project-wide when we do reconstruction projects because we are rebuilding the entire street and curb, so draintile construction does not add impacts.Yard impacts make draintile installation during a rehabilitation project less cost-effective. Furthermore,the City doesn't require sump pump connections, so the benefit of the draintile installation would be limited to how many homeowners choose to pay for their own connections. For these reasons(cost effectiveness,yard impacts and lack of resident connection requirements)we do not plan to include draintile for all areas of this project.We will take your input into consideration when determining where draintile will be installed. Is the City allowing homeowners where draintile will be placed to connect their sump pump discharges to the draintile behind the curb? If that type of connection is allowed in the areas you discussed below,that would a benefit of draintile being placed behind the curb, even in higher elevation areas. It seems even in the higher areas and possibly due to higher groundwater tables in our area,our sumps run quite a bit,even in the middle of winter. I am aware of some drainage issues in the homes below us along Flamingo Drive. Some of the drainage in the higher elevation areas are discharged to backyard drainage and utility easements that eventually get to some of the lower areas. Thus, if there was a draintile stub provided in the higher elevation areas that allowed the current homeowner or a future homeowner to connect their sump pump discharge to the draintile stub,that could help reduce some of the drainage that continues to the backyards of the lower home areas. We have had downstream neighbors dealing with sump discharges for a number of years, so when an opportunity to get draintile in for possible connections, I wanted to jump on the discussion. If the connection to the behind the curb draintile is allowed, having some discussion of it with the neighborhood and cost implications would be nice. It may be that people are not willing to pay the price associated with the costs, so that is understandable too. Keep up the good work and thanks for this consideration.
