The scope of this work generally includes:

The City received three quotes for this work as follows.
• Braun Intertec $103,459.00
• American Engineering and Testing $65,887.50
• WSB and Associates $79,162.60
City staff reviewed the quotes and recommends using WSB and Associates for the work. Each
geotechnical firm reviewed the plans and specification for the plant and estimated the amount of
testing required. The work for this contract will mainly be for per each test taken. American
Engineering and Testing had the lowest amount of tests and did not have much engineering
management in their proposal. Staff feels WSB and Associates has the right amount of testing
included in the proposal and their cost per test was generally the most cost competitive. WSB and
Associates completed the soil investigation work for the predesign of the Plant. Their work was
acceptable. Using WSB and Associates for the special inspection and testing services for
construction of the Plant will give the City continuity of the design and eliminate potential conflicts
from design to construction.
As with all engineering contracts, the contract will be time and materials not to exceed. The
consultant must submit periodic invoices that staff will review before processing. The consultant
will be required to submit timesheets verifying the hours worked on the project and expense sheets.
Staff will review the invoices and expense sheets for accuracy and conformance to the contract.

WHEREAS,quotes were received for special inspections and materials testing for the West
Water Treatment Plant Project No. 15-03. The following was received:

NOW THEREFORE,BE IT RESOLVED by the Chanhassen City Council:
1. The mayor and clerk are hereby authorized and directed to enter into a contract with WSB and
Associates in the name of the City of Chanhassen for special inspections and testing services
for the West Water Treatment Plant Project No. 15-03.
