ISSUE
Staff is requesting council feedback and direction on six issues potentially requiring amendments
to the City Code. After modifying these items and making changes to these items to bring them
in line with the council's feedback,these items will be scheduled for a public hearing with the
Planning Commission.
SUMMARY OF ISSUES
Hardcover on Flag Lots:
The City Code allows the creation of flag-neck lots through a subdivision variance, and the City
has numerous non-conforming flag-neck lots in older subdivisions. The City Code does not
specify how to calculate hardcover for these lots. Staff believes it would be consistent with other
similar situations in the City Code to limit the maximum hardcover in the neck area and excluded
both the neck's lot area and hardcover from the parcel's hardcover calculations. Staff is
requesting feedback and direction on how best to address hardcover on these properties.
Multiple Building Conditional Use Permits:
The City Code allows for property owners to place multiple principle buildings on a single lot
though a Conditional Use Permit(CUP). Staff is concerned that these CUPs could be used to
circumvent the normal subdivision process or create unforeseen burdens on municipal
infrastructure. Staff examined various projects where multiple principal buildings were built on a
single lot, and could not find any that would not have been possible without this CUP. Staff is
requesting feedback and direction on whether to remove this CUP.
Reclassification of Streets:
The Zoning Code's list of arterial and collector streets was last updated in 2012 and is now out of
date. Staff is requesting that the City Council direct staff to draft an ordinance to update this list.

Special Events Code:
The size,nature, and demand for special and temporary events in Chanhassen has changed. The
existing ordinance struggles to accommodate races and events which have the potential to have a
community wide impact. Staff recommends amending the code to create different categories of
events, establish revised criteria for approval/denial, allow staff to place conditions to mitigate
the intensity and impact of proposed events, and adopt a fee schedule which accurately reflects
the cost to the city for processing these permits. Staff would like direction and feedback on the
proposed changes, especially those dealing with how community events should be classified and
treated.
Temporary Events Clean Up:
In 2010 the City Council amended the city's temporary event ordinance moving it from Section
20-312 to Section 20-964. Some provisions in the City Code still reference Section 20-312.
Additionally, while staff was tracking down references to Section 20-312, staff discovered that
two zoning districts, Industrial Office Park(IOP) and Community Commercial (CC), should list
temporary events as permitted accessory uses but do not. Staff is requesting that City Council
direct staff to draft an ordinance correcting these oversights.
Stables:
Stables are becoming increasingly incompatible with the City's Single Family Residential
Districts (RSF). Staff proposes that stables be removed from the list of permitted interim uses in
the RSF district. Staff is also proposing that standards for stables allowed in other districts be
clarified, and that definitions of key terms be added to the City Code. Staff is seeking feedback
and direction on these issues.
RECOMMENDATION
Staff had provided more in-depth discussions and recommendations on these six issues in the
attached reports. Staff is requesting feedback and direction from the City Council on how to best
address these issues. Once this feedback has been received, staff will modify the items and
schedule a public hearing with the Planning Commission.
