PROPOSED MOTION
"The City Council awards a construction contract for the 2016 Sanitary Sewer(I/I) Project
No. 16-02 to Visu-Sewer, Inc. in the amount of$261,471.25."
City Council approval requires a simple majority vote of the City Council present.
DISCUSSION
The Metropolitan Council monitors the flow of sanitary sewer from each city to determine the
amount of Infiltration and Inflow(I/I) to their treatment plant. If a city exceeds the allowance set
by the Metropolitan Council, the City is surcharged a fee based on the amount of flow above the
allowed amount.
The City of Chanhassen has chosen to participate in the Metropolitan Council's Ongoing I/I
Reduction Program. The program's aim is to encourage communities to rehabilitate their
sanitary sewer systems and reduce I/I on a local level. Through this program, the City may forgo
the surcharge fee so long as they are investing the funds in I/I prevention in the sanitary sewer
system.
The 2016 Sanitary Sewer (I/I) Project will help prevent I/I from entering the sanitary sewer
system. The project consists of lining the aging vitrified clay pipe, grouting leaking pipe joints
and manhole sections, and spot repairing damaged pipe cured-in-place pipe systems.
The areas being addressed are areas that are part of a street project to be completed in 2017 as
well as the Lift Station#2 sewershed area. Staff feels that this area is a large contributor of I/I to
the sanitary sewer system.

This project was originally let in October 2016,however the bids received were higher than
anticipated. On November 14, 2016, the City Council voted to reject the bids and allow staff to
adjust the scope of the project and re-advertise it for bids. The scope change included eliminating
work in the Park Road area. Park Road will be included in a future I/I project.
On January 13, 2017, one bid was received and opened as shown below:

There were three bidders on the Planholders List but only one decided to bid on the project. The
lone bidder for this project was Visu-Sewer, Inc. This contractor has completed work in
Chanhassen in the past and their work was acceptable.
The work will be completed by September 14, 2017.
Funding for the project is proposed from the Sanitary Sewer Utility Fund. The adjacent property
owners are not proposed to be assessed for the project.

This annual project includes televising,repairs and rehabilitation of existing sanitary sewer. The program also detects and eliminates points of
entry of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration
Report and aspects of the program are included in the annual street project. The projects were reviewed by Metropolitan Council and approved in
lieu of surcharge fees.
Justification
City staff has identified numerous older sewer lines that are in need of repair. The City of Chanhassen pays the Metropolitan Council for sewage
treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its
way into the system either through breaks,displaced joints,manhole covers,or private connections to the system increase the amount charged to
the City for sewage disposal and increasing the load on the City's lift stations.

Budget Impact/Other
The efforts may decrease operational costs,MCES fees and emergency call outs. It is also the City's intent to use connection charges to help fund
for those costs. It is the City's belief that as new customers come on line those connection fees should help fund future infiltration problems.

PROJECT NO. 16-02
WHEREAS,pursuant to a request for bids for the 2016 Sanitary Sewer Televising(I/I)Project,
one bid was received and opened. The bid is as follows:

Engineer's Estimate $273,753.00
AND WHEREAS,Visu-Sewer,Inc. is the lowest responsible bidder with a total bid amount of
$261,471.25.
NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. The mayor and clerk are hereby authorized and directed to enter into a contract with Visu-
Sewer, Inc. in the name of the City of Chanhassen for the 2016 Sanitary Sewer Televising(I/I)
Project No. 16-02 according to the plans and specifications therefore approved by the City
Council and on file in the office of the city clerk.
Passed and adopted by the Chanhassen City Council this 23rd day of January, 2017.
