WORK SESSION
JANUARY 23, 2017
Mayor Laufenburger called the work session to order at 5:05 p.m.

DISCUSS APPLICATION FOR FUNDING FROM THE CARVER COUNTY
COMMUNMITY DEVELOPMENT AGENCY COMMUNITY GROWTH
PARTNERSHIP PROGRAM FOR THE FRONTIER REDEVELOPMEMT SITE.
Kate Aanenson discussed a grant application with Carver County Community Development
Agency to assist with the redevelopment of the Frontier site, noting the City Council needs to
approve a resolution which will be considered under the consent agenda. Council members
asked for clarification on the approval process with Carver County, the number of times a year a
grant application can be applied for yearly, and the considerations used by the county in
considering the application. Councilwoman Ryan expressed her hesitation because of the size of
United Properties and the possibility of a smaller business needing future grant dollars. She
explained she would not be comfortable in supporting this resolution. The consensus of the
remainder of the City Council was support of the resolution.
FINALIZE 2017 KEY FINANCIAL STRATEGIES.
Todd Gerhardt reviewed the results of the council’s ranking of their 2017 goals. Goals moving
forward would include an update of the pavement management program, permeable paver
research, signal lighting and timing, replacement of Ladder 11, Parks and Recreation System
Plan, downtown focus on market conditions and downtown vision update, budget outlook, and
the Carver County wheelage and sales tax. Goals that did not meet the ranking criteria were
commission term limits, Mediacom cable services review, consider reducing the number of
publications for The Connection, and discussion on whether the City should honor Prince. After
discussion the rankings were changed to include discussion of forming a committee for the

City’s 50 anniversary as a goal. Todd Gerhardt stated the 2017 goals will be presented on the
consent agenda at the next City Council meeting for approval.

REVIEW 2016 COMMUNITY SURVEY RESULTS.
Todd Gerhardt provided background information prior to Chelsea Petersen reviewing highlights
from the results of the community survey that was conducted by National Citizen Survey. In
conclusion Chanhassen ranks as a great place to live and ranks much higher than the national
averages. Mayor Laufenburger asked how Chanhassen compares to other cities, i.e. Prior Lake
to see how their numbers compare. Councilwoman Ryan asked about consideration of single
track bicycling.
Mayor Laufenburger adjourned the work session meeting at 6:30 p.m.
