Goal Coordinate and tailor the delivery of police services in a manner that is aligned with city and county core values, goals, and strategies. Method • Continue 2016 Work Plan goals as they become customary and accepted methods of delivery of police services to the City of Chanhassen. • Complete a comprehensive overview of the School Resource Officer and Misdemeanor Investigator positions to evaluate the effectiveness of each program and implement identified improvements. • We will continue and increase special pedestrian and cycling traffic details to educate and promote safety and quality of life for the residents of Chanhassen. • Maintain neighborhood vitality by deterring theft and quality of life crimes through proactive preventative patrol and community engagement. Patrols will consist of routine and variable patrols as determined by Crime Mapping Dashboard data. • Conduct weights and scales enforcement to maintain and preserve city infrastructure. This will be accomplished through traffic details completed by uniquely trained staff with specialized equipment. • Evaluate and redesign the law enforcement component of the city website to increase transparency and more closely blend contracted services with city goals, missions and announcements to be in line with other divisions of services provided directly by the city. EK/804 01-12-17 A /IIA DEPUTY PATROL SERVICES coratP, DIVISION SR•c04 • Memo TO: Todd Gerhardt, City Manager FROM: Eric Kittelson, Lieutenant Carver County Sheriffs Office DATE: February 8, 2017 RE: NIBRS Crime Statistics Minnesota law enforcement agencies have traditionally reported certain crime data to the Bureau of Criminal Apprehension (BCA) using Minnesota's Criminal Justice Reporting System (CJRS). CJRS is over forty-years old and is built on obsolete technology that is difficult to integrate with other systems and cannot be altered to meet changing state and federal reporting requirements. The BCA has developed a new statewide crime reporting system to replace CJRS. The Carver County Sheriff's Office (CCSO) is the first agency in the State of Minnesota to begin utilizing National Incident Based Reporting System (NIBRS) in a pilot project. The Federal Bureau of Investigation (FBI) has mandated that all states become NIBRS compliant by 2019. The CCSO transitioned to NIBRS June 1, 2016. The change from CJRS to NIBRS means that Minnesota law enforcement agencies will transition from submitting summary crime statistics in a hierarchical manner to incident based reporting. In other words, using NIBRS, agencies will provide data on each single crime occurrence, rather than just the most serious crime in an incident. Offense data will be collected up to ten times per incident, property data will be collected unlimited times per incident, and offender data will be collected up to ninety-nine times per incident. What this means to you is that what showed up as one crime with CJRS may show up as multiple crimes with NIBRS. This will make it difficult to draw comparison from 2015 to 2016 and beyond. Additional ways in which summary and incident-based reporting differs: • NIBRS collects data on 52 crimes in 24 categories; summary reporting collects data on ten (Part 1) crimes • NIBRS collects data on attempted crimes; summary reporting does not • NIBRS collects information about crimes committed using a computer; summary reporting does not • Summary reporting counts crimes against persons and property; NIBRS adds a third category of Crimes Against Society This change in reporting will have an impact on agencies abilities to compare crime statistics from NIBRS reporting years to CJRS reporting years. As more data utilizing NIBRS data collection points are gathered, over time we will increase our ability to plan crime prevention programs and deploy resources where they will have the most impact on public safety like never before.
