"The Chanhassen Planning Commission recommends that the City Council adopt the attached
ordinance amending Chapter 20 of the Chanhassen City Code, concerning the identification
of arterial and collector streets."
ISSUE
Changes in funding sources, jurisdiction, and other factors require that we add several streets to
our list of identified collector streets, and have also resulted in several of the roads identified by
Section 20-5 "Identification of arterial and collector streets" being renamed.
BACKGROUND
On January 9, 2017 staff presented an issue paper to the City Council informing them that
Section 20-5 "Identification of arterial and collector streets" was out of date. The City Council
directed staff to draft an ordinance updating the list of streets.
Section 20-5 "Identification of arterial and collector streets" has not been updated since
December 10, 2012. Since that time sections of Trunk Highway 101 have been turned over to
Carver County and the City has received outside funding which requires that Yosemite and
Stoughton Avenue be identified as collector streets. The City's list of arterial and collector
streets should be updated to reflect these changes and also to clarify that Trunk Highway 7 and
U.S. Highway 212 are principle arterial roadways.
As staff examined the existing list we discovered that a section of County Road 15 (Audubon
Road south of Lyman Boulevard) had been mistakenly labeled County Road 17, that several
listed road segments could benefit from notes clarifying their location or extent, and that there
were several inconsistencies in format.

Additionally, staff realized that the Community Commercial District is not listed as one of the
City's established districts in Section 20-201. Staff feels it would be appropriate to update the
"Establishment of districts" list along with the list of arterial and collector streets.
Recommendation:
Staff recommends that the City Code be amended as follows:
Sec. 20-201. - Establishment of districts.
The city is divided into the following zoning districts:
Agricultural districts:
"A-2" Agricultural estate district.
Residential districts:
"RR" Rural residential district.
"RSF" Single-family residential district.
"R-4" Mixed low density residential district.
"R-8" Mixed medium density residential district.
"R-12" High density residential district.
