Furthermore, that staff is directed to prepare correspondence from the Mayor and City Council thanking the Reflections at Lake Riley Neighbors for this generous donation." Approval requires a two-thirds vote of the City Council. BACKGROUND Riley Ridge Park is a Chanhassen city park located south of Highway 212, east of Highway 101, and west of Lake Riley on Lyman Boulevard. It is adjacent to the Reflections at Lake Riley housing development that was constructed within the last 5 years. The park includes a half-court basketball court with a rigid mounted hoop set at 10'. Riley Ridge is the closest city park for approximately 200 homes in the Reflections at Lake Riley,North Bay, and Lakeside developments as well as surrounding residential streets. In addition, it is the only city park in Chanhassen south of Highway 212 and east of Highway 101 with a basketball hoop (Bandimere Heights Park does not currently have a basketball hoop). PROPOSAL The proposal is to replace the existing rigid, mounted hoop with an adjustable model in order to facilitate use of the court for basketball players of all ages. Two models have been identified by the neighbors that meet these criteria: — Douglas Pro 656 Adjustable Basketball System (http://www.douglas-sports.com/basketball/details.asp?prodld=6965 6) — Pro Dunk Diamond Basketball System (https://www.produnkhoops.com/basketball_goals/adjustable_in_ground/pro_dunk_di am ond.php) These systems are designed for aggressive play and abuse. The Douglas Pro 656 literature states "Designed to last with consistent rebound and aggressive slam-dunk play."The Pro Dunk System has a"Lifetime Dunking Warranty"that covers "all basketball play including dunking and hanging bumper to bumper for as long as you own the basketball system." COST OF PROJECT Neighbors raised $2,200 from approximately 20 families that live near Riley Ridge Park toward the funding of this project. This amount will cover the full cost of the hoop. The neighborhood is requesting that the city remove the existing hoop and install the new basketball hoop. They have offered volunteers to assist with these tasks if desired. Todd Hoffman Riley Ridge Adjustable Hoop March 13,2017 Page 3 NEIGHBORHOOD RATIONALE An adjustable basketball hoop in Riley Ridge Park would be a very welcome improvement for the community. The neighborhoods surrounding the park are filled with children, as can be clearly observed by watching the school buses make their rounds each day or seeing the Riley Ridge playground full of children in the late afternoons. As an example, a review of a directory for the Reflections at Lake Riley neighborhood indicates that 68 of the 83 children(82%) listed are 12 years of age or younger,meaning that their school basketball programs all use hoop heights of less than 10' (according to the American Sports Education Program). An adjustable hoop benefits all of these children (and those in the surrounding neighborhoods) without hurting anyone. Older children and adults who would prefer to use the hoop at 10' can still play their games as usual, and would be able to do so on a full size glass backboard. We also understand that the Parks and Recreation Commission would like to pilot the use of adjustable hoops to determine if they can withstand the abuse of a city park location, and an initial test site at Round Hose Park(using the Douglas Pro 656 described above)has been initiated. We believe it is a positive for the Parks and Recreation Commission to have a couple of test sites in different neighborhoods, and perhaps evaluate a different model to see if there are differences in performance. Our proposal has the added benefit that neighbors have signed up to cover the cost of purchasing and installing the hoop, significantly reducing the cost to the City of Chanhassen to have a second test site. In addition, we believe there are a number of factors that minimize the risk of abuse to an adjustable hoop, especially at the Riley Ridge Park location: - The hoop models chosen are top-of-the line systems designed for dunking and aggressive play. For example, Pro Dunk Hoops offers a"Lifetime Dunking Warranty." - The basketball court at Riley Ridge Park is in a very conspicuous location, clearly viewable from Lyman Boulevard and adjacent to the main entrance/exit to the Reflections neighborhood. In addition, the Reflections neighborhood is a tight knit community with an active neighborhood association and social media site. These factors should significantly limit the risk of intentional abuse. - At least 20 neighbors have financial skin in the game as incentive to ensure the hoop is treated well by their families, friends, and neighbors using it. - Both hoop models cited include the ability to padlock the hoop to prevent adjusting the height. This provides options to avoid damage, such as locking the hoop out all winter or putting a combination lock on the hoop. Finally, and maybe most telling, the fact that we have been able to raise$2,200 in a matter of a couple weeks from 20 different families in the neighborhood is a clear indication of the level of interest and excitement for this project. We would appreciate your help and support in adding a very welcome feature to our local Chanhassen city park! Following the presentation from the neighbors and discussion, Commissioner Hougham moved and Commissioner Boettcher seconded to recommend that the Chanhassen City Council accepts the donation of$2,200 from the Reflections at Lake Riley Neighborhood for the purchase of an adjustable basketball hoop for Riley Ridge Park.
