PROPOSED MOTION
"The City Council accepts the addendum to the feasibility study for the Park Road/Park Place
Street Rehabilitation Project No. 16-04 and calls for the public hearing on April 10, 2017.
City Council approval requires a simple majority vote of the City Council present."
BACKGROUND
On November 23, 2015,the City Council approved the consultant contract with WSB &Associates
and authorized preparation of the feasibility study.
On March 10, 2016, an open house was held to discuss the proposed project; there were no visitors
at the open house.
At the March 14, 2016 meeting, the City Council accepted the feasibility study and called the public
hearing.
On April 11, 2016 the City Council held the public hearing and authorized the preparation of plans
and specifications.
The 2016 Minnesota State Legislative Session ended without approval of the bonding bill,therefore
City Project No. 16-04 was put on hold.
On February 13, 2017, the City Council authorized the preparation of an addendum to the feasibility
study to update the estimated project costs and funding.

DISCUSSION
The current Capital Improvement Program includes the rehabilitation of Park Road and Park Place in
2017.
These streets were selected using the City's Pavement Management Program and site investigations.
This project includes approximately 0.8 miles of streets. Park Road was constructed in 1982 and
Park Place was constructed in 1987. The 2015 surveyed pavement condition scores for Park Road
range between 47 and 51. A PCI of 100 represents a new street.

In 2005, Park Place was sealcoated which appears to have covered up more severe pavement
distresses. Due to the age and history of Park Place, it is recommended to include this street in the
2016 project. Park Road is a 41-foot wide urban street within an 80-foot wide right of way. Park
Place is 33 feet wide urban street within a 60-foot wide right of way.
The majority of the water main in this area is 10" diameter ductile iron pipe. There are no known
water main breaks within the project area. Valve and hydrant repairs will be completed by the
Utilities staff. Anode bags are proposed to be installed with this project to prolong the life of the
water main.

The sanitary sewer has been televised. Proposed repairs to this system include addressing noted
areas of inflow/infiltration and spot repairs to replace/repair damaged pipe. New casting and self-

The public storm sewer within the project area is shown in Figure 4. Interior repairs to the catch
basins and manholes will be completed with this project.

A culvert known as Bridge. No. R0612 was built in 1950 and lies under the east end of Park Road.
The culvert is currently in disrepair and is rated as structurally deficient and should be replaced with
this project. Since the bridge is structurally deficient, it qualifies for state bridge bonding funds.
The City's consultant will perform the necessary analyses to determine the size of the culvert and
wetland impacts and will propose mitigation strategies that comply with regulatory agencies such as
the Department of Natural Resources and the Riley-Purgatory-Bluff Creek Watershed District.
PROJECT FUNDING
Budgets for the proposed work have been included in the 2017 CIP and identifies Municipal State
Aid (MSA) funding for this project. The budget was increased from 2016 to accommodate the
culvert replacement with Municipal State Aid Funding in the event that bridge bonding funds are not
available.

Considering the time that has elapsed since the preparation of the feasibility report and the alternate
funding for the culvert replacement, an addendum to the feasibility study was prepared to reflect the
revised funding and current estimated project costs.

The estimated costs include 5% contingency and 10% indirect costs.
Assessments will be based off the City's assessment practice of assessing 40% of the street
improvements to the benefiting properties. The assessments would be proposed for eight (8) years at
a preliminary interest rate of 5.75%. For this project, staff proposes that the assessments be based on
the properties' benefitting area instead of front footage since the City's Public Works Facility
benefits from the project yet has very little frontage to Park Place. The estimated assessments are as

The area for Parcels 10 and 11 were included in the assessable cost per acre calculation, however, it
is proposed that the assessable area for these parcels be "zero" as the City has been utilizing these
properties for recreational purposes since 1996.
Parcel 15 was deleted from the preliminary assessment roll as it contains a stormwater pond and is
therefore undevelopable.
The estimated assessments are approximately 17%higher than the 2016 estimate due to the increase
in construction costs primarily due to using a different oil mix for the project, which was
recommended by MNDOT to improve the durability and longevity of roads in cold climates.

Justification
The City uses a Pavement Management System to monitor the condition of the City streets. While proper preventative maintenance extends the
life of the street and is cost effective,a street will eventually deteriorate to a point that further maintenance is no longer cost effective.
Rehabilitation projects extend the life of the street. In cases when utilities or poor sub grade needs to be replaced or where streets have
deteriorated to a point where rehabilitation will no longer be practical,reconstruction of the street is necessary. A feasibility study is written to
consider the merits of the project and scope of work. 10

A RESOLUTION ACCEPTING AN ADDENDUM TO THE FEASIBILITY STUDY
AND CALLING THE PUBLIC HEARING FOR THE
PARK ROAD/PARK PLACE STREET REHABILITATION PROJECT NO. 16-04
WHEREAS,the feasibility study for the Park Road/Park Place Street Rehabilitation
Project No. 16-04 was accepted by the City Council on March 14, 2016; and
WHEREAS,the project was delayed and Park Road and Park Place are now proposed to
be rehabilitated in 2017; and
WHEREAS, on February 27, 2017, the City Council authorized preparation of an
addendum to the feasibility study.
NOW,THEREFORE,BE IT RESOLVED that the Chanhassen City Council hereby:
1. Consider the improvement of such project in accordance with the report and addendum and
the assessment of abutting properties for a portion of the cost of the improvement pursuant to
Minnesota Statutes, Chapter 429 at an estimated total cost of the street improvements of
$1,139,855.20.
2. Public hearing for the proposed improvements within the Park Road/Park Place Street
Rehabilitation Project No. 16-04 shall be held on April 10, 2017 in the Council Chambers of City
Hall at 7:00 PM.
3. The clerk shall give mailed and published notice of the hearing and improvement as
required by law.
