DISCUSSION A 12" diameter trunk watermain and 12" diameter raw watermain are proposed to be constructed in conjunction with the Highcrest Meadows First, Second & Third Additions. The watermain improvements were included in the Highcrest Meadows development contracts and site approval conditions approved by Council. The trunk watermain will be part of the looped watermain system to provide residents with adequate potable water supply and fire suppression. The watermain extension was recommended in the 1998 and 2003 Water Master Plan and was budgeted in 2005 in the 2005-2009 CIP, Project No. W-006. The cost of materials for the trunk watermain oversizing within the Highcrest Meadows development is $50,975.63 and is based on the bid unit price. No engineering costs will be charged to the City for this work. The trunk watermain reimbursement is the cost difference between a 12" diameter trunk watermain and an equivalent 8" diameter lateral watermain; the minimum diameter of watermain pipe needed to serve the development. City Council is considering a west water treatment plant that is scheduled for construction in 2009. The treatment plant will need to have the raw watermain extended from the wells to the future treatment plant. The proposed raw watermain, or well collection pipe, will convey untreated water from Well No. 8 to the future west water treatment facility. The collection pipe will be extended through the Highcrest Meadows development and will connect to a future raw watermain proposed to be constructed through the Lake Harrison development. Todd Gerhardt August 8, 2005 Page 2 expensive; therefore, a portion of the raw watermain should be constructed with the Highcrest Meadows development. A portion of the raw watermain will be directional-bored to minimize tree loss along the northeast property line. The cost to construct the raw watermain is $110,702.00, which includes $3,000.00 in engineering costs. Staff recommends reimbursing for engineering costs associated with the raw watermain since this is a system-wide improvement. The costs were budgeted in the 2005 CIP, Project No. W-006. The total cost for the water system improvements is $161,677.63 and is within the $220,000 budget. This cost for the improvement will be 100% funded out of the Water Utility Fund.
