SUMMARY MINUTES
APRIL 10, 2017
Mayor Laufenburger called the meeting to order at 7:05 p.m. The meeting was opened
with the Pledge to the Flag.

CONSENT AGENDA:
Joe Shneider asked that item D(2) be pulled from the consent agenda for discussion.
Councilman McDonald moved, Councilwoman Ryan seconded to approve the following
consent agenda items pursuant to the City Manager’s recommendations:
1. Approve City Council Minutes dated March 27, 2017
2. Pulled for Discussion
3. Approve Arbor Day Poster Contest Winners
4. Approve Fireworks Display at Lake Minnewashta on July 4, 2017

5. Approve Acquisition of Permanent and Temporary Trail Easements from David and
Mary Blanski, Foxwood Highway 101 Trail Extension
6. Award of Quote, Concrete Work Associated with the 2017 Park Shelter Project

All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS.
Heidi Hoks presented the annual report on the Carver County
library system, and Kathy Bognanni addressed specifically the Chanhassen Library.
Councilman Campion asked for the locations of the 3D printers. Councilwoman Ryan thanked
library staff for helping her find a book to read to her daughter’s fifth grade class. Councilman
McDonald noted that senior citizens also enjoy using the library facilities. Councilwoman
Tjornhom noted that Heidi Hoks and Kathy Bognanni were gems in the community for their
work and passion of the library.
CONSENT AGENDA: (2). APPROVE SPECIALIZED SERVICES AGREEMENT WITH
CARVER COUNTY FOR WATERCRAFT INSPECTORS.
This item was pulled off the consent agenda by Joe Shneider for additional discussion. Todd
Hoffman presented the recommendation by staff to approve the specialized services agreement
with Carver County for watercraft inspectors. Joe Shneider, 1035 Holly Lane and President of
the Christmas Lake Homeowners Association presented information regarding the request for
$5,000 from the City of Chanhassen to assist in watercraft inspections for 2017 on Christmas
Lake. Mayor Laufenburger asked for clarification of what the watercraft inspections do since
zebra mussels have been found in Christmas Lake. After discussion by council members the
following motion and amendment were made.
Councilwoman Ryan moved, Councilman Campion seconded that the City Council
approves an amendment to the motion made by Councilman McDonald and seconded by
Councilwoman Tjornhom to add $5,000 for the purpose of conducting watercraft
inspection services at the Christmas Lake boat launch. Councilwoman Ryan and
Councilman Campion voted in favor. Mayor Laufenburger, Councilman McDonald and
Councilwoman Tjornhom voted against the amendment. The amendment failed with a
vote of 2 to 3.
Councilman McDonald moved, Councilwoman Tjornhom seconded that the Chanhassen
City Council approves the 2017 specialized services agreement with Carver County for
watercraft inspections at Lake Ann, Lake Susan and Lotus Lake in an amount not to
exceed $55,498.90 for a maximum total number of watercraft inspection hours not to
exceed 3,695 hours. All voted in favor except Councilwoman Ryan and Councilman
Campion who opposed and the motion carried with a vote of 3 to 2.

PUBLIC HEARING: LAKE SUSAN HILLS REHABILITATION PROJECT 17-01:
ACCEPT BIDS AND AWARD CONTRACT; ASSESSMENT HEARING.
Paul Oehme presented the staff report on this item. Councilman McDonald asked for
clarification on the location of the Trappers Pass bid alternate. Mayor Laufenburger asked for
historical information on bid alternates, and how input from neighbors affected the specifications
for the project before opening the public hearing. No one spoke and the public assessment
hearing for the Lake Susan Hills Rehabilitation Project 17-01 was closed.
Resolution #2017-22: Councilwoman Ryan moved, Councilman McDonald seconded that
the City Council adopts the attached resolution accepting the bids and awards the contract
for the 2017 Street Rehabilitation (Lake Susan Hills Area) Project No. 17-01 to Northwest
Asphalt, Inc. in the amount of $1,048,660.92. All voted in favor and the motion carried
unanimously with a vote of 5 to 0.
Resolution #2017-23: Councilwoman Ryan moved, Councilman McDonald seconded that
the City Council adopts the assessment roll and resolution for the 2017 Street
Rehabilitation (Lake Susan Hills Area) Project No. 17-01. All voted in favor and the
motion carried unanimously with a vote of 5 to 0.
PUBLIC HEARING: PARK ROAD/PARK PLACE STREET REHABILITATION
PROJECT 16-04: APPROVE PLANS AND SPECIFICATIONS, AUTHORIZE
ADVERTISEMENT FOR BIDS.
Paul Oehme presented the staff report on this item. Councilwoman Ryan asked for clarification
on how the interest rate is calculated, why Park Drive was not included with this project, and if
the City owned properties are being assessed. Mayor Laufenburger asked about replacement of
the culvert and how it is being funded before opening the public hearing. No one spoke and the
public hearing was closed.
Resolution #2017-24: Councilwoman Tjornhom moved, Councilman McDonald seconded
that the City Council adopts a resolution approving the plans and specifications and
authorizes the advertisement for bids for the Park Road/Park Place Street Improvement
Project 16-04. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
COUNCIL PRESENTATIONS.
Councilwoman Ryan thanked Todd Hoffman and the Park
and Rec advisory committee for facilitating an open house to discuss the Park and Rec System
Master Plan. Councilman McDonald thanked the Lions Club for their participation in the
pancake breakfast that was held at the fire station.

None.
Councilwoman Tjornhom moved, Councilman Campion seconded that the City Council
adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of
5 to 0. The City Council meeting was adjourned at 8:50 p.m.
