PROPOSED MOTION
"The City Council approves a consultant contract in the amount of$87,396.00 with WSB &
Associates and authorizes the preparation of a feasibility study for the Lake Drive East Street
Rehabilitation Project No. 18-02.
City Council approval requires a simple majority vote of the City Council present."
DISCUSSION
The Capital Improvement Program has planned for the rehabilitation of Lake Drive East in the
summer of 2018. Staff used the City's Pavement Management Program and site investigations to
determine the project extents, as illustrated in Figure 1. The project includes approximately 0.7
miles of urbanized streets.

Lake Drive East is a Municipal State Aid Route constructed in 1991, overlaid in 2002 and sealcoated
in 1995 and 2005. The 2015 surveyed pavement conditions were 66.8 and 67.3 on the west and east
sides of Dakota Avenue, respectively as shown in Figure 1. A PCI of 100 represents a new street.
According to 2015 traffic counts Lake Drive East carries approximately 3,600 vehicles per day.
The proposed project includes intersection improvements at the Dakota Avenue/Lake Drive East
intersection. The intersection has a stop condition for both directions of the Lake Drive East traffic.
Residents in the neighborhood to the south are concerned with eastbound Lake Drive East traffic
failing to yield to northbound Dakota Avenue traffic. There is also concern for pedestrian and bicyclist
safety at this intersection. The engineering consultant will collect and analyze traffic volume, turning
movement and accident data to provide recommended intersection improvement alternatives.
Dakota Avenue is also a Municipal State Aid Route constructed in 1986 and sealcoated in 2005. As
shown in Figure 1, the 2015 surveyed pavement condition was 74.4, which is higher than expected
due to the extensive patching along the street corridor. A 190-foot long, raised concrete median
separates north- and southbound Dakota Avenue. The northbound portion consists of two through
lanes, one left turn lane, and one right turn lane. The southbound portion consists of two lanes that
transition to a right turn and a through/left turn lane at the Lake Drive East intersection. According
to 2015 traffic counts, Dakota Avenue carries approximately 4,500 vehicles per day. Staff
recommends including Dakota Avenue in the project due to the underlying pavement condition, the
traffic volume, and the anticipated intersection improvements at Lake Drive East.
Twelve-inch ductile iron water main is within Lake Drive East and 8" cast iron water main is within
Dakota Avenue. There are no documented water main breaks within the project area. Some valves
and hydrants are anticipated to be repaired/replaced with this project.

Municipal sanitary sewer within the project area is 8" PVC pipe and 12" RCP. It is anticipated that
some sanitary sewer mains will need to be repaired or replaced. The City will have the sewer lines
televised to determine the scope of work.

Minor repairs to the storm sewer system is anticipated. The project shall include the installation of
drain tile to alleviate groundwater from weeping on to the street. The location and extent of drain tile
installation will be determined during the design process.

ENGINEERING SERVICES
The City requires consultant engineering services for the project including preparation of the
feasibility report,preliminary and final design, construction administrative and observation services,
and preparation of as-built drawings. Staff sent a request for proposals to three engineering
companies: HTPO, Kimley-Horn &Associates and WSB &Associates. All consultants submitted
proposals, as summarized below:

The proposed WSB team worked on the Park Road/Park Place (2017) rehabilitation project and has
extensive street and utility reconstruction project experience including the following projects in
Chanhassen: Orchard Lane(2018), Minnewashta Manor(2017), Minnewashta Heights (2012), Red
Cedar Point (2011), and the Erie Avenue Area (2010). Their work in Chanhassen and other
communities has been satisfactory. The consultant contract will be a time and materials based work
not-to-exceed amount. Depending on the outcome of the Dakota-Lake Drive intersection analysis
additional design services may be required.
As with all engineering contracts, the consultant must submit periodic invoices that staff will review
before processing. The consultant will be required to submit timesheets verifying the hours worked
on the project and expense sheets. Staff will review the invoices and expense sheets for accuracy
and conformance to the contract.
FUNDING
Budgets for the proposed work have been included in the 2017 CIP. The budgets will need to be
reviewed and updated based upon current construction cost estimates and after the feasibility report
is drafted. Funding for the project is proposed to come from mainly Municipal State Aid and has
been budgeted for in the 2017 Capital Improvement Plan as follows:

Justification
The City uses a Pavement Management System to monitor the condition of the City streets. While proper preventative maintenance extends the
life of the street and is cost effective,a street will eventually deteriorate to a point that further maintenance is no longer cost effective.
Rehabilitation projects extend the life of the street. In cases when utilities or poor sub grade needs to be replaced or where streets have
deteriorated to a point where rehabilitation will no longer be practical,reconstruction of the street is necessary. A feasibility study is written to
consider the merits of the project and scope of work.
