City Council approval requires a simple majority vote of the City Council present. Staff is requesting that the City Council approve a resolution of support for a grant application for improvements to Crimson Bay Road. The grant application is for construction of a road connection from the cul-de-sac on Crimson Bay Road to W. 78`h Street and construction of a right-in/right-out at Crimson Bay Road and TH 5. The improvements are proposed to enhance operations and increase safety at both the intersections of Crimson Bay Road and TH 5 and W. 78'h Street and TH 41. That access is a full intersection with TH 5 and the entrance to the Minnesota Landscape Arboretum. Residents have expressed concerns to City staff regarding difficultly turning left onto eastbound TH 5 with increasing traffic volumes, particularly during peak hours. This proposed project would create a connection from their neighborhood to TH 41 via W. 78`h Street. The Crimson Bay Road residents would then be able to utilize the stop light at TH 41 and TH 5 to turn left onto TH 5. The existing intersection of Crimson Bay Road and TH 5 would become a right-inhight-out intersection thereby reducing the number of conflict points and increasing safety per MnDOT requirement at that access. This change is consistent with the TH 5 corridor study completed in 2008. Westwood Church has also contacted City staff with concerns about the traffic created by their Sunday services. Westwood Church currently has only two ways to leave the site and both = stop controlled, full intersections with TH 7; TH 7 and Tanadoona Drive and TH 5 and and W. 781' Street. The church has requested a connection to Crimson Bay Road so their congregants could utilize a right-in/right-out intersection to get directly onto westbound TH 5. Westwood Church anticipates approximately 125-220 vehicles per service may utilize this connection. This would relieve the congestion that is occurring at the TH 41 intersections. Presently, Westwood Church contracts with local police agencies to direct traffic during Sunday services due to the high volumes of traffic at the TH 41 intersection. The 2030 Comprehensive Plan identifies both the intersection at Crimson Bay Road and TH 5, and the absence of a connection from Crimson Bay Road to W. 78`h Street as existing system deficiencies. The proposed project aligns with the 2030 Comprehensive Plan's recommendations to correct the deficiencies. The grant application is through MnDOT's Metro Municipal Agreement program. The Municipal Agreement Program provides funding for construction projects that are developed and administered by local agencies and provide a benefit to both the local community and the trunk highway system. The funds are intended to pay for a portion of the construction costs of the project. Right-of-way, utility relocation, and design costs are not eligible for funding. If the City's application is successful, the grant will provide additional funding for construction of the street connection for Crimson Bay Road to W. 78`h Street and the intersection improvements at TH 5 and Crimson Bay Road. Staff identified the Municipal Agreement Program as a possible source of funding. The estimated project cost is $280,000.00. Staff is proposing to request $236,000.00 from the grant program. The City would be responsible for the remaining $44,000.00 cost of the project. Funding for the City's portion of the project would come from assessments of benefitting properties and the Revolving Assessment Fund. This project would be combined with a reconstruction project for the existing Crimson Bay Road to achieve a cost savings for the scale of the project. Successful grant applications will be posted in October, 2017. If successful, funds for the project would become available July 1, 2018 and construction would begin in the summer of 2018.
