Approval requires a simple majority vote of the city council. This office has received a request for an on-sale beer and wine license from Halla Greens, LLC, dba Halla Greens Golf Course located at 495 Pioneer Trail. Halla Greens Golf Course is a nine- hole executive golf course with a driving range. This property is zoned Agricultural (A-2) and a beer and wine license is allowed in this district. Halla Greens Golf Course currently holds an on-sale 3.2 beer license. When a license holder has an on-sale 3.2 beer license and a wine license, they are also allowed to sell strong beer. State law allows the issuance of a wine license to restaurants having facilities for seating at least 25 guests at one time and the golf course meets this requirement. There is seating for 32 in the restaurant, 6 at the counter, 16 on the porch, and another 32-40 on the patio. Alcohol would be served in the club house and may be consumed inside the building in the restaurant/counter area, a porch, a patio area on the south side of the club house, and on the golf course and driving range. Additionally, Halla Greens Golf Course holds a Small Establishment Food License issued by the Minnesota Department of Health, which qualifies them as a restaurant for the purposes of obtaining a wine license. Law Enforcement conducted a background investigation on the owner, Donald E. Halla, including a criminal history, driving records, outstanding warrants, and references. No negative comments were found. As a part of the 2016 liquor license renewal process, a background investigation was conducted on the Operating Manager, Mr. David Kirkbride. No alcohol-related violations at the golf course have been reported since that time. A public hearing notice was published in the Chanhassen Villager and sent to all property owners within 500 feet of the site. As of the date of this writing, staff has not received any comments from the public. RECOMMENDATION Staff recommends that the City Council approve the request for an on-sale beer and wine license from Halla Greens, LLC, dba Halla Greens Golf Course. ATTACHMENTS 1.
