CC SUM 2017 06 26 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES JUNE 26, 2017 Mayor Laufenburger introduced Jacob Buboltz, Mayor for the Day, who called the meeting to order at 7:05 p.m. The meeting was opened with the Pledge to the Flag. He then presented the essay contest winners for Chanhassen’s 50 anniversary to runner-up’s Danica Grafelman and Hannah Quiner, and winners Ava Joos and Luke Hilgendorf. CONSENT AGENDA: Councilman Campion asked for clarification on why item D(5) was deleted. Councilwoman Ryan asked to remove items D(4) and D(7) for separate discussion. Councilman McDonald asked to remove item D(9) for separate discussion. Councilman McDonald moved, Councilwoman Ryan seconded to approve the following consent agenda items pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated June 12, 2017 2. Receive Planning Commission Minutes dated June 6, 2017 3. Receive Park and Recreation Commission Minutes dated May 23, 2017 City Council Summary – June 26, 2017 4. Pulled by Councilwoman Ryan for Discussion. 5. Item Deleted. 6. Approve Massage License for Ascension Wellness Massage, Inc. 7. Pulled by Councilwoman Ryan for Discussion. 8. Item Deleted. 9. Pulled by Councilman McDonald for Discussion. 10. Approval of 120 Day Extension of Lease Agreement with Roadrunner Truck Repair, Inc. for the old Public Works Building, 1591 Park Road. All voted in favor and the motion carried unanimously with a vote of 5 to 0. CONSENT AGENDA: 4. APPROVE MANCHESTER PARK MASTER PLAN. Todd Hoffman presented the staff report update on this item. Councilwoman Ryan asked for clarification on screening of the portable restroom and removal of mature trees. After discussion the following motion was made. Councilman McDonald moved, Councilwoman Tjornhom seconded that the City Council approves the proposed master plan for a new neighborhood park to be located adjacent to the City’s west water treatment plant facility and approve the name Manchester Park, reflecting the park’s location on Manchester Drive. All voted in favor and the motion carried unanimously with a vote of 5 to 0. CONSENT AGENDA: 7. APPROVE RESOLUTION FOR AN LCDA GRANT APPLICATION FOR VENUE/ALDI. Kate Aanenson presented the staff report on this item. Mayor Laufenburger asked for clarification that the granting of this resolution will not have a tax impact on Chanhassen citizens, and the council’s role in approving a resolution of support for this grant application. Councilwoman Ryan expressed concern with the amount of grant money going towards this project and moving forward prior to completing the downtown visioning process. Councilman Campion asked if this funding is necessary now to make this project economically viable and if this project is awarded the $715,000, does that preclude getting money in the future for other developments. After discussion the following motion was made. Resolution #2017-39: Councilman McDonald moved, Councilwoman Tjornhom seconded that the City Council adopts the attached resolution identifying the need for Livable 2 City Council Summary – June 26, 2017 Communities Demonstration account funding and authorizing an application for grant funds. Mayor Laufenburger, Councilman McDonald and Councilwoman Tjornhom voted in favor. Councilwoman Ryan and Councilman Campion voted in opposition. The motion carried with a vote of 3 to 2. VISITOR PRESENTATIONS. TOUR DE TONKA 2017 – TIM LITFIN, MINNETONKA COMMUNITY EDUCATION. Tim Litfin with Minnetonka Community Education outlined the events scheduled for the 2017 Tour de Tonka while showing a video of last year’s event. CONSENT AGENDA: 9. APPROVE RESOLUTION ACCEPTING DONATION FROM THE CHANHASSEN ESTATES RESIDENTS ASSOCIATION (CERA) TO ASSIST WITH THE PURCHASE OF A REPLACEMENT THERMAL IMAGING CAMERA FOR THE FIRE DEPARTMENT. Chief Don Johnson presented the staff report on this item. Councilman McDonald publicly thanked the Chanhassen Estates Residents Association (CERA) for their generous donation. Resolution #2017-40: Councilman McDonald moved, Councilman Campion seconded that the City Council approves a resolution accepting a donation from the Chanhassen Estates Residents Association (CERA) in the amount of $672.50 to assist with the purchase of a replacement Thermal Imaging Camera for the fire department. All voted in favor and the motion carried unanimously with a vote of 5 to 0. FIRE DEPARTMENT/LAW ENFORCEMENT UPDATE. Sergeant George Pufahl provided the monthly update on calls for service numbers, Towards Zero Deaths mobilization results, community relations, staff training and a pedestrian safety detail. Chief Don Johnson presented the monthly numbers for staffing, calls for service, training, the Wisconsin Fire Chiefs Association conference in Green Bay that he attended, Memorial Day ceremonies, staffing a medical standby crew for the Lions Walk at the Arboretum, assisted with the Rotary Club Gala, and discussed upcoming events. Mayor Laufenburger asked if the fire department deploys a chaplain to carry out compassionate care during tragedies. PUBLIC HEARING: APPROVE REQUEST FOR ON-SALE WINE AND BEER LICENSE, HALLA GREENS, 495 PIONEER TRAIL. Chelsea Petersen presented the staff report on this item. David Kirkbride, the General Manager for Halla Greens Golf Course stated he was present to answer any questions. Mayor Laufenburger opened the public hearing. No one spoke and the public hearing was closed. 3 City Council Summary – June 26, 2017 Councilwoman Ryan moved, Councilman Campion seconded that the City Council approves the request for an on-sale beer and wine license from Halla Greens LLC doing business as Halla Greens Golf Course. All voted in favor and the motion carried unanimously with a vote of 5 to 0. PUBLIC HEARING: PARK ROAD/PARK PLACE STREET REHABILITATION PROJECT 16-04: ACCEPT BIDS AND AWARD CONTRACT; ASSESSMENT HEARING; AND APPROVE RESOLUTION REQUESTING ADVANCEMENT OF STATE AID FUNDS. Paul Oehme presented the staff report on this item. Mayor Laufenburger asked about the length of time to complete the box culvert project before opening the assessment hearing. No one spoke and the hearing was closed. Councilwoman Tjornhom moved, Councilman McDonald seconded that the City Council adopts attached Resolution #2017-41: accepting the bids and awards the contract for Park Road/Park Place Street Rehabilitation Project No. 16-04 to Valley Paving in the amount of $856,210.45; and the City Council adopts the assessment roll and Resolution #2017-42: for the Park Road/Park Place Street Rehabilitation Project No. 16-04; and the City Council adopts Resolution #2017-43: requesting advancement of State Aid Funds. All voted in favor and the motion carried unanimously with a vote of 5 to 0. COUNCIL PRESENTATIONS. Mayor Laufenburger thanked Lee Kaufman for his years of service as Postmaster at the Chanhassen Post Office. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt provided a construction update on th the west water treatment plant, street projects, and noted that Thursday, June 29 at 7:30 p.m. is the Red Birds City of Chanhassen Employee Appreciation Night. Councilwoman Tjornhom moved, Councilwoman Ryan seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
