"Approve Resolution Supporting State Bond Request for Reconstruction of Trunk Highway
101 from Pioneer Trail to Flying Cloud Drive, City Project No. 14-08."
Approval requires a simple majority vote of the City Council.
BACKGROUND
In 2015 preliminary design and environmental documentation was completed for Highway 101
between Pioneer Trail and Flying Cloud Drive. This corridor was also officially mapped to help
preserve the right-of-way necessary for the future reconstruction improvements.
DISCUSSION
TH 101 is a roadway of regional significance with direct connections to the TH 101 Minnesota
River Crossing, and Scott County. TH 101 north of Pioneer Trail is complete as a four-lane
roadway. TH 101 is classified as a minor arterial; however, existing safety, capacity, and
continuity issues keep it from fulfilling its role in the regional roadway network.
A combination of existing demands, local development, and regional growth contribute to a
long-term travel demand that cannot be safely and efficiently served by the existing roadway.
The TH 212 through Chanhassen, the completion of the four-lane expansion of TH 101 from
Lyman Boulevard to Pioneer Trail in 2008, and the four-lane Minnesota River Crossing in 2014
are important steps in addressing the future traffic demands. Growth in Scott County also is
anticipated which will add demand on the TH 101 River Crossing to and from the City of
Shakopee.

The character and condition of the existing roadway does not safely and efficiently serve existing
and future needs. The existing roadway has segments with very narrow shoulders and steep
ditch slopes and embankments. Many off-road hazards are protected by guardrails adjacent to
the travel lane. Warning signs inform drivers of sharp curves with 15-30 miles per hour(mph)
advisory speeds. Blind intersections and substandard stopping sight distances are prevalent.
Crash analysis identified crash and severity rates more than twice the average for two-lane rural
highways. The predominant crash type has been"run-off-the road," a symptom of the poor sight
conditions, tight curves, and undulating terrain through the project area. The roadway section
down the bluff has to be closed frequently during the winter.
TH 101 is on the State of Minnesota turnback list. TH 101 does not meet the criteria for a state
highway in the metro area anymore but functions more like a county road. In the future when
TH 101 is improved, the roadway ownership, operation and maintenance will be Carver
County's. The county has agreed to take ownership of the road but the road will need to be
reconstructed to current county road design standards. Turnback projects are typically funded by
the state's turnback fund. TH 101 is programmed for funding in 2023,but receiving additional
state funds would move the reconstruction date up. In order to advance the project, additional
funding other than state turnback funds are needed.
State Funding Request
Staff is requesting a $9.0 million state bond request for the 2018 legislative session. Capital
budget requests for bonding are submitted through the Capital Budget System managed by the
Minnesota Management and Budget office. The capital budget process begins in odd-numbered
years with the collection of requests from state agencies and local units of government and
concludes with submission of the governor's capital budget to the legislature in January.
The process of developing a comprehensive state capital budget involves the participation of
numerous parties and stakeholders over several months. Minnesota Management&Budget
issues instructions for capital budget requests in the spring of the year preceding its submission
to the legislature. Preliminary submissions of state agency capital budget requests are due in the
early summer,with final submissions due in the fall.

RESOLUTION SUPPORTING STATE BOND REQUEST FOR TRUNK HIGHWAY 101

WHEREAS, Highway 101 from Flying Cloud Drive to Pioneer Trail has safety issues,
geometric problems and capacity constraints that need to be addressed; and
WHEREAS, Highway 101 is a critical north-south transportation link for the region; and
WHEREAS, the Highway 101 improvements would also include a grade-separated
crossing for the Minnesota River Bluff Regional Trail and a multipurpose trail along Highway
101; and
WHEREAS, Carver County, the City of Chanhassen and the Minnesota Department of
Transportation completed reconstruction of the Highway 101 bridge over the Minnesota River
and Flying Cloud Drive from east of the roundabout to west of Bluff Creek Drive; and
WHEREAS, Highway 101 preliminary design and Environmental Study has been
completed; and
WHEREAS, Highway 101 has been officially mapped by the City of Chanhassen.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Chanhassen, Minnesota, as follows:
A. State bonding funds are necessary for advancement of this project which will provide
needed safety improvements.
B. The City of Chanhassen supports the state bonding fund request for making
improvements to Highway 101.
