CITY OF C HANHASSE N Chanhassen is a Community for Life-Providing for Today and Planning for Tomorrow 71v7 MEMORANDUM TO: Todd Gerhardt, City Manager FROM: Paul Oehme, Dir. of Public Works/City Engineer` DATE: August 14, 2017 d� SUBJ: Discuss Lyman Boulevard Improvements - Galpin Boulevard to TH 41 Project No 12-02 BACKGROUND On June 13, 2011 and on June 26, 2016, the City Council approved resolutions supporting Carver County federal funding applications for reconstruction and widening of Lyman Boulevard from TH 41 to Galpin Boulevard. Both grant applications were not successful. This is the last phase of Lyman Boulevard needing improvements. This section of Lyman Boulevard is a rural section road that is in poor condition. A significant portion of the road sits over poor soils which causes the road to shift. The section of Lyman Boulevard in Chanhassen does not have many crashes. Lyman Boulevard would remain a 2-lane roadway until Peavey Road would transition to a 4-lane divided roadway to TH 41. The City does not have any sewer and water utility services that need to be extended or replaced in this area. Improvements generally include: 1. Reconstructing the roadway to an urban section and add concrete curb and gutter. 2. Remove the poor soils and reconstruct the road to a 10-ton design. 3. Construct roundabouts at Norex Drive, Peavey Road and TH 41. 4. Construct a pedestrian trail on the north side. 5. Stormwater treatment improvements. Funding for the project was agreed upon by Chanhassen, Chaska and Carver County in the 2008 Master Agreement. Chanhassen would not participate in any cost associated with the TH 41 improvements or improvements to Lyman Boulevard west of TH 41. The total project estimated cost is $13,434,000. The City's share, based on the cost participation specified in the Lyman Boulevard Master Agreement, is $3,120,000. The 2017 CIP has programmed$1,500,000 of Municipal State Aid in 2019. This was assuming the County would receive a grant. The City does not have another viable funding source of funding other than municipal state aid to help pay for the project. The City would need to advance additional funds which may require a City project to be delayed for a few years. Carver County is planning to apply for additional grant funds later this year that may bring down the City's share of the project cost. Construction would be substantially completed in 2020.
