CHANHASSEN CITY COUNCIL
WORK SESSION
AUGUST 14, 2017
Todd Gerhardt called the work session to order at 5:35 p.m. explaining that Mayor
Laufenburger would be late to the meeting and suggested amending the agenda to discuss
Lyman Boulevard first.
COUNCIL MEMBERS PRESENT: Councilwoman Tjornhom, Councilman McDonald,
Councilwoman Ryan, and Councilman Campion. Mayor Laufenburger arrived during the budget
and levy discussion.
STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Kate Aanenson, Paul Oehme, Todd
Hoffman and Greg Sticha

DISCUSS LYMAN BOULEVARD IMPROVEMENTS-GALPIN BOULEVARD TO TH

Paul Oehme provided background information on Lyman Boulevard’s need for improvement and
the County’s proposed improvements. Councilman McDonald asked about the use of
roundabouts on Lyman Boulevard and the cost difference between a signalized intersection
versus a roundabout. Paul Oehme continued the presentation by discussing funding sources, and
construction schedule. Todd Gerhardt discussed funding negotiations with Carver County for
different projects. Councilwoman Ryan asked about other possible funding options.
Councilman Campion asked for clarification of what defines poor soils. Councilwoman Ryan
asked for clarification on what’s being requested of the City and asked for an update on Galpin
Boulevard north of Highway 5. Councilman McDonald asked about the possibility of stalling
this project. Councilwoman Tjornhom asked what Chanhassen projects have been approved by
the Carver County Commissioners, noting it comes down to one project for Chanhassen and
questioned the city’s representation from the commissioners. Council members discussed
stalling approval of the Lyman Boulevard project as leverage to get other projects done. Todd
Gerhardt discussed the prioritized list of funded road projects prepared by Carver County for the
next 20 years.
PRELIMINARY BUDGET AND LEVY DISCUSSION.
Greg Sticha provided background information, assumptions used, new growth numbers, wage
allocation changes, and items that have been removed from the proposed 2018 budget.
Councilwoman Ryan asked about the effect on removal of an additional MIS position. Mayor
Laufenburger discussed the possibility of using a less expensive route to printing the park and
trail maps for 2018 and making them available to those who want them at City Hall and the
City Council Work Session – August 14, 2017
library as opposed to mailing them to all residents. Greg Sticha continued with review of the
three proposed levy scenarios and the tax impact on the average home, explaining that when staff
gives their detailed presentations it will be based on Scenario #1. Mayor Laufenburger asked for
an update on building permit revenues. Councilman Campion expressed his concerns with the
small cost differences between the 3 scenarios. Todd Gerhardt explained that the scenarios are
for the operating budget as opposed to the capital replacement fund. Greg Sticha asked council
members to submit possible service reductions to staff prior to the detailed presentations.
Mayor Laufenburger adjourned the work session at 6:55 p.m.
