RESOLUTION IN SUPPORT OF CARVER COUNTY'S APPLICATION FOR
MINNESOTA HIGHWAY FREIGHT PROGRAM FUNDING FOR HIGHWAY 41 AND
LYMAN BOULEVARD
WHEREAS,the Minnesota Department of Transportation Office of Freight and
Commercial Vehicle Operations is soliciting funding applications for the Minnesota Highway
Freight Program(MHFP) which provides federal funding for projects that deliver a clear benefit
to highway-based freight transportation;
WHEREAS, the Minnesota Department of Transportation(MnDOT) is accepting
candidate projects for the Fiscal Years (FY) 2019, 2020, 2021, and 2022 Minnesota Highway
Freight Program with applications due on August 31, 2017;
WHEREAS, the MHFP may provide federal funds for up to 80 percent of the eligible
project cost, and applicants are required to identify other public and/or private funding sources
that will contribute to the cost of the proposed project;
WHEREAS, to be eligible for funding, a proposed project must be on a public road,
improve the safety, mobility, or efficiency of freight transportation, or improve road access to
freight facilities;
WHEREAS, Carver County is seeking Minnesota Highway Freight Program funds to
complete improvements on TH 41 (Hazeltine Blvd. /Chestnut St.) and CSAH 18 (Lyman Blvd.)
from CSAH 15 (Galpin Blvd.)to a quarter mile west of TH 41;
WHEREAS, the County,the City of Chaska and the City of Chanhassen are seeking
support and partnerships with the business communities along TH 41 and CSAH 18 to support
an application for this funding;
WHEREAS, The subject improvements have been developed to preliminary design
plans and identified as a priority project for Carver County, the City of Chaska, and the City of
Chanhassen, with the express purpose of supporting and improving the safety, mobility, access,
and efficiency of highway-based freight transportation for the adjacent and surrounding
businesses and for improved connections to Tier 1, Tier 2, and Tier 3 corridors as defined in the
Metropolitan Council's Truck Highway Corridor Study;
WHEREAS, the County,the City of Chaska and the City of Chanhassen will share in the
local cost share responsibility of the applicable projects in accordance with the adopted County
Cost Participation Policy and County Transportation Tax Implementation Plan;

WHEREAS, these road improvements will finish the phased planned improvements on
CSAH 18 from TH 101 to TH 41 that will bring the entire corridor to current design and safety
standards, add needed capacity to improve traffic congestion bottlenecks, and provide substantial
benefits to highway-based freight transportation;
NOW THEREFORE BE IT RESOLVED, that the City of Chanhassen supports and
approves Carver County's application and local match commitment for the Minnesota Highway
Freight Program funding for the Fiscal Years (FY) 2019, 2020, 2021, and 2022 in order to
complete improvements on TH 41 (Hazeltine Blvd. /Chestnut St.) and CSAH 18 (Lyman Blvd.)
from CSAH 15 (Galpin Blvd.)to a quarter mile west of TH 41 in the City of Chanhassen and the
City of Chaska, and hereby authorizes and directs the Carver County Engineer to submit the
application.
