BACKGROUND
Carver County initiated the Highway 41/61 Corridor Study to plan for future improvements. The
purpose of this study is to identify and prioritize future transportation system improvements on
County State Aid Highway (CSAH) 61 (Flying Cloud Drive) and Highway 41. The study area
includes CSAH 61 from just west of TH 212 in Carver to Bluff Creek Drive in Chanhassen. Staff
from the Cities of Carver, Chaska and Chanhassen participate in the study's Technical Advisory
Committee that has met regularly over the past two years.
Need for Study
The impetus for this study of future needs on CSAH 61 was the turnback of this road to Carver
County from MnDOT in 2008. The jurisdictional change allows Carver County to use MnDOT
turnback funds to improve the roadway over time to address existing deficiencies and ensure it
functions adequately into the future.
The eastern most section of the CSAH 61 study area from CSAH 10 (Engler Boulevard) to Bluff
Creek Drive is located in Chanhassen. Today, this section of CSAH 61 is generally a high speed,
two-lane rural roadway lined with guardrail. There are multiple horizontal curves with speed
warning signs and limited sight distance. The back-to-back horizontal curves have a history of run
off the road type crashes, including a severe injuries and a fatal crash in 2014. Traffic volumes on
CSAH 61 average between 7,000 and 9,000 vehicles per day.
The City of Chanhassen's land use plan identifies future development/redevelopment of lands
surrounding this section of CSAH 61 when utility extension occurs. Overall development in Chaska,
Chanhassen and this portion of the southwest metro is expected to double traffic volumes on CSAH
61 by 2040. The increase in traffic volumes is expected to degrade safety if the existing alignment
and roadway curvature were maintained.

DISCUSSION
The CSAH 61 Improvements Study identified a range of improvement alternatives both on the
existing alignment and on a new alignment. The project team has reduced the number of alternative
options for consideration. The benefits and trade-offs of each are quantified in the matrix attached.
Bolton & Menk and Carver County representatives will provide an overview of this information and
are looking for the City Council's input on the options under consideration. The presenters will
provide ideas for implementation sequencing realizing that the timing of road reconstruction and
development with utility extensions may not align. Meetings with property owners in this area are
planned for early October to share the improvement options and solicit their input as well.
