Mayor Laufenburger called the work session to order at 5:00 p.m.

RECOMMENDATION OF ADOPTION OF PARKS AND RECREATION SYSTEM
PLAN.
Todd Hoffman provided background information on the work that’s been done to date with the
Parks and Recreation System Plan before introducing Gabrielle Grinde with Hoisington-Koegler
who provided highlights of the agenda, process from June, 2016 through August, 2017, and the
system plan overview. Mayor Laufenburger asked for clarification of the cost estimates.
Gabrielle Grinde discussed the different chapters including the introduction section, park
inventory, comp plan chapter for Parks & Recreation, and recreation trends. Councilwoman
Tjornhom asked what trends have fallen off the list. Gabrielle Grinde continued with discussion
of the existing conditions chapter. Mayor Laufenburger asked about emerging trends.
Councilwoman Tjornhom asked about timing for future development. Gabrielle Grinde
continued with discussion of the vision chapter, system plan’s goals and policies. Councilwoman
Tjornhom asked for clarification of the term partnership. Mayor Laufenburger asked for
clarification on the need for a study for a signature Recreation Center. Gabrielle Grinde
continued with discussion of the final chapter which is the implementation chapter. Mayor
Laufenburger asked what staff was looking for from the council. Todd Gerhardt explained staff
is looking for feedback on anything that needs to be added or deleted from the plan. Councilman
McDonald asked for a priority list of short term projects that need to be completed and
associated costs. Todd Hoffman explained those would be seen in the Park and Recreation 5 year
CIP. Mayor Laufenburger asked for clarification of short term versus long term. Councilwoman
Ryan explained the planning process followed by the System Plan Advisory Committee. It was

the consensus of council members to not approve the System Plan on the consent agenda tonight
and asked that the item be brought back Oct 9th under New Business. Mayor Laufenburger

asked staff if they need this item approved on Oct 9 as opposed to adoption with the
Comprehensive Plan that’s forwarded to the Metropolitan Council. Councilwoman Ryan thanked
Todd Hoffman and members of the advisory committee for the hard work they put into this
effort.
DEPARTMENT HEAD PRESENTATION OF PRELIMINARY DETAILED 2018
BUDGET.
Greg Sticha presented information and changes to the following funds: Park and Recreation
Commission, Park and Rec Administration, Recreation Center, Lake Ann Park Operations, Park
Maintenance, Senior Center, Recreation Programs, Self Supporting Programs, Recreation Sports.
He explained the City Council will have to certify the preliminary levy at the second City
Council meeting in September.
KEY FINANCIAL STRATEGY: PAVEMENT MANAGEMENT.
Greg Sticha reviewed the use of franchise fees versus using levy dollars for the pavement
management program and asked for feedback from council if they would like staff to continue
studying this item and educating the public. He presented a potential schedule for the
establishment of a franchise fee for the city street improvement program now through December
or January where council would consider this item. Councilwoman Ryan asked if staff has
explored other means to increase the street fund. After discussion it was the consensus of
council members table this item to another work session to explore other options.
Mayor Laufenburger adjourned the work session at 7:00 p.m.
