On September 11, 2017, the Chanhassen City Council reviewed the final draft of the city's Parks
and Recreation System Plan. Following the presentation, the City Council discussed the plan and
determined that they would like additional time to review the full extent of the document.
DISCUSSION
On August 22, 2017, the Chanhassen Park and Recreation Commission unanimously approved a
recommendation that the Chanhassen City Council adopt the city's Parks and Recreation System
Plan.
➢ Chanhassen residents provided input,both in numbers and enthusiasm, at levels well
above what is traditionally anticipated for the development of a Parks and Recreation
System Plan.
➢ The plan addresses parks, play structures, athletic facilities, natural areas, recreation
programming, the Chanhassen Recreation Center, trail and park operations, and long-
term maintenance.
➢ We analyzed existing facilities, developed a vision for the future, and are making
recommendations for future funding, facility development and park equipment
replacement.
➢ This plan is an important planning tool for the future of the city as we seek to fulfill local
parks and recreation needs.
➢ Hoisington Koegler Group Inc., an experienced landscape architecture,planning, and
design firm, has guided citizens, elected and appointed officials, and city staff through the
planning process.

COMPONENTS OF THE PLAN
Introduction
Parks and recreation are sources of civic identity and pride and are essential to the physical,
economic, environmental and social health of our city and residents. Quality parks, along with
schools and access to transportation, are typically the top three criteria people consider when
choosing a place to live.
Trends
Chanhassen will remain flexible allowing adaptation to meet new demands. A hockey rink was
turned into a skate park. Two sunken tennis courts were transformed into six pickle ball courts. A
pipeline right-of-way was utilized for the city's disc golf course. Adult softball fields have been
remodeled into youth little league fields. Our Senior Center has responded to an aging population
and now offers nearly 100 programs for older adults annually.
Existing Conditions
The Chanhassen Park and Recreation Department manages almost 1,000 acres of parkland,
almost 80 miles of trails, and two indoor community facilities: the Chanhassen Recreation Center
and the Senior Center. The city's Parks and Recreation System is the result of over 50 years of
planning along with city and citizen commitment.
Vision
Citizens were asked about what guiding principles should steer our future parks and recreation
vision. The top four guiding principles identified were stewardship, connectivity, engagement
and adaptable.
System Plan
Chanhassen's system plan was drafted based on the findings of the needs assessment,peer
community and national standards analysis, community input,review of the previous
comprehensive plan,Advisory Committee discussions, and meetings with city staff
> Goals—Broad statements that describe the desired long term outcomes for the systems
guiding principles to be achieved.
> Policies—Statements that will guide city decision-making to achieve the goals.
> Initiatives—Describe the specific actions or steps that need to be taken to complete short
or long term park, facility, trail,preserve, and programming or operations project.

Implementation
The Chanhassen Parks and Recreation System Plan will guide decision-making by City Council,
Park and Recreation Commission, city staff,partners, and the public over the next 20 years. It is
a planning or guiding document and does not authorize any individual project or expenditure.
➢ Priorities—Identifies short and long term project priorities.
➢ Parks Replacement Schedule—The city has planned and installed park and recreation
equipment for over 50 years. None of the current infrastructure is included in any of the
city's current capital replacement schedules. This plan identifies a park replacement
schedule for the years 2017 to 2040, totaling 7.2 million or$267,000 per year. Staff is
recommending that this allocation be built up over time utilizing excess levy and future
proceeds made available upon retirement of the library bonds.
