CC WS 2017 10 09 CHANHASSEN CITY COUNCIL WORK SESSION OCTOBER 9, 2017 Mayor Laufenburger called the work session to order at 5:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilwoman Tjornhom, Councilwoman Ryan COUNCIL MEMBERS ABSENT: Councilman McDonald and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Kate Aanenson, Paul Oehme, Todd Hoffman, Greg Sticha, and Chief Don Johnson PUBLIC PRESENT: Todd Neils 990 Saddlebrook Curve REVIEW DRAFT OF 2040 COMPREHENSIVE PLAN. Kate Aanenson provided background information on meetings that have been held to date and how staff will proceed moving forward after City Council authorizes distribution. Mayor Laufenburger asked how staff responds to Comprehensive Plans from other jurisdictions and clarification of the timeline for review and approval. Kate Aanenson continued with review of changes to population numbers, land use, and housing. Councilwoman Ryan asked for clarifications of items in the housing chapter. Kate Aanenson continued with discussion of the natural resources chapter, parks and trails, transportation, sewer, surface water and water supply. Mayor Laufenburger suggested places where wording should be changed to use the word “consider”. Todd Gerhardt suggested adding a strategic plan for how to handle I/I issues. Kate Aanenson explained the review process for the City’s Surface Water Management Plan. Mayor Laufenburger expressed concern with future availability of water. Todd Gerhardt discussed how different regions of the metro area treat water in their aquifers. KEY FINANCIAL STRATEGY: REPLACE LADDER 11. Chief Don Johnson presented background information on creating a Major Apparatus Replacement Schedule which includes replacement of 30 year old Ladder 11. Mayor Laufenburger asked Greg Sticha to explain how the City will fund this purchase. Chief Don Johnson asked council if they want the detailed truck specification and final costs on the consent agenda or as a discussion item. Mayor Laufenburger asked staff to do their due diligence and bring the item back on the consent agenda. City Council Work Session – October 9, 2017 REVIEW CAPITAL IMPROVEMENT PROGRAM. Greg Sticha reviewed information regarding the 2018-2022 Capital Improvement Program explaining funding sources and allocation for those items. He first reviewed the Capital Replacement Equipment Fund, and Park Dedication Fund. Todd Hoffman spoke specifically that the Park and Recreation Commission requested that funding from CAA/Dugout Club for the Lake Susan Park baseball field lighting be moved from 2019 to 2018. Councilwoman Ryan discussed her concerns with lighting Lake Susan Park because it’s only one field versus more lighting possibly at Bandimere Park and impact from funding the trail project in 2017. Mayor Laufenburger shared comments from Councilman Campion who favored keeping Lake Susan ballfield lighting in 2019. Mayor Laufenburger stated he would favor waiting for comments from a full council on this item. Todd Gerhardt discussed comments he received from Councilman McDonald on his appreciation to the CAA/Dugout Club for their donation to this project. Greg Sticha continued with discussion of road construction projects associated with Highway 101, Lyman Boulevard, Galpin Boulevard, and Market Boulevard. Councilwoman Ryan asked for clarification of the enhanced pedestrian crossings. Greg Sticha continued with discussion of items planned for 2018 totaling over $250,000. KEY FINANCIAL STRATEGY: PAVEMENT MANAGEMENT PROGRAM. Greg Sticha and Paul Oehme reviewed information that was requested by council members at previous work sessions regarding pavement conditions in surrounding communities, results if the City eliminates it’s assessment practice, options if franchise fees are assumed full collection in 2019 rather than 2020, and the impact on all of the franchise fee options to non-profit properties. Staff asked for direction from council on beginning the option of using franchise fees and a timeline for implementation beginning in early 2019. Councilwoman Ryan stated her biggest concern was with the people who have been recently assessed and how those people would be handled with implementing franchise fees and eliminating assessments. Mayor Laufenburger stated the same concerns with how to handle people who have been recently assessed. Councilwoman Tjornhom stated she believed the use of franchise fees would have less impact on residents but expressed concern with how people recently assessed would be handled. Mayor Laufenburger read statements from Councilman McDonald and Councilman Campion that stated both were leaning towards the use of franchise fees. Todd Gerhardt asked if other communities are using both franchise fees and assessments. Councilwoman Ryan stated to be clear she did not feel going forward the City cannot do both franchise fees and assessments. Mayor Laufenburger stated the consensus of council was to begin the education process associated with the implementation of franchise fees. Todd Gerhardt explained staff will bring back additional information at a future work session.
