REGULAR MEETING
SUMMARY MINUTES
OCTOBER 9, 2017
Mayor Laufenburger called the meeting to order at 7:10 p.m. The meeting was opened
with the Pledge to the Flag.
COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilwoman Tjornhom and
Councilwoman Ryan
COUNCIL MEMBERS ABSENT: Councilman McDonald and Councilman Campion
STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Kate Aanenson, Paul Oehme, Todd
Hoffman and Roger Knutson

With no modifications from council members, Mayor Laufenburger approved the agenda as
printed.
PUBLIC ANNOUNCEMENTS: ANNOUNCING CHANHASSEN AS A WINNER FOR
THE 2017 VOICE OF THE PEOPLE AWARD FOR EXCELLENCE IN MOBILITY.
Mayor Laufenburger read a portion of a press release dated October 2, 2017 announcing that the
City of Chanhassen had won the 2017 Voice of the People Award for Excellence in Mobility.
CONSENT AGENDA: Councilwoman Ryan moved, Councilwoman Tjornhom seconded
to approve the following consent agenda items pursuant to the City Manager’s
recommendations:
1. Approve City Council Minutes dated September 25, 2017
2. 2040 Comprehensive Plan: Authorize Distribution for Jurisdictional Review.
All voted in favor and the motion carried unanimously with a vote of 3 to 0.

VISITOR PRESENTATIONS.
Mayor Laufenburger read the guidelines for visitor presentations as printed at the bottom of the
City Council agenda. Frank Ernst, 840 Cree Drive discussed the guidelines for visitor
presentations, particularly the part stating please be aware that disrespectful comments or
comments of a personal nature directed at an individual either by name or inference will not be
allowed and discussed public comments made at the previous two council meetings. He
requested that an ethics standard be developed for council members to follow in the future.
MINNWASHTA MANOR STREET IMPROVEMENT PROJECT NO. 16-01: PUBLIC
HEARING ON SUPPLEMENTING THE ASSESSMENT ROLL.
Paul Oehme presented the staff report on this item. Councilwoman Ryan asked for an update

from the neighborhood meeting that was held on October 5. Mayor Laufenburger opened the
public hearing. Nicole Nejezchleba, 2851 North Manor Road thanked city staff and council
members for listening to their complaints and stated the neighborhood supported scenario 3
which postpones assessments until next year when the entire project is completed. Mary
Hughes, 2741 Sandpiper Trail explained that there are some properties where the landscaping
has not yet been completed. Mayor Laufenburger closed the public hearing. After clarification
on how the contractor is paid and assessments the following motion was made.
Resolution #2017-65: Councilwoman Tjornhom moved, Councilwoman Ryan seconded
that the Chanhassen City Council adopts the resolution amending the assessment roll for
the Minnewashta Manor Street and Utility Improvement Project No. 16-01. All voted in
favor and the motion carried unanimously with a vote of 3 to 0.
COUNCIL PRESENTATIONS. Mayor Laufenburger asked the City Attorney for clarification
on the allegations raised during visitor presentations by Frank Ernst.
ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt discussed meeting with the
President of the Autoplex about managing upcoming events, the City Administrators meeting
that will be hosted by Chanhassen, and the Community Leaders Meeting 112 being held in
Carver that Kate Aanenson will be attending.
CORRESPONDENCE DISCUSSION. None.
Councilwoman Ryan asked if the City has a Code of Conduct or Ethics or if they follow the
League of Minnesota Cities guidelines and how citizens can find that information.
Councilwoman Ryan moved, Councilwoman Tjornhom seconded to adjourn the meeting.
All voted in favor and the motion carried unanimously with a vote of 3 to 0. The City
Council meeting was adjourned at 7:55 p.m.
