SUMMARY MINUTES
OCTOBER 23, 2017
Mayor Laufenburger called the meeting to order at 7:05 pm. The meeting was opened with
the Pledge to the Flag.

Councilman McDonald, Councilwoman Ryan, and Councilman Campion

PUBLIC ANNOUNCEMENTS:
PRESENTATION OF CERTIFICATE OF APPRECIATION TO PLANNING
COMMISSIONER MARYAM YUSUF.
Mayor Laufenburger presented Maryam Yusuf with a Certificate of Appreciation after reading a
list of her accomplishments while serving on the Planning Commission from April 1, 2013 to
August 25, 2017.
INVITATION TO HALLOWEEN PARTY, OCTOBER 28. Mayor Laufenburger invited

children 13 years and younger, and their families, to attend the 33 Annual Halloween Party on
Saturday, October 28, 2017 at the Chanhassen Recreation Center.
PROCLAMATION DECLARING OCTOBER 24 WORLD POLIO DAY. Mayor
Laufenburger read a proclamation declaring October 24, 2017 as World Polio Day before asking
Janet Stanzak, President of the Chanhassen Rotary Club to speak.
City Council Summary – October 23, 2017
CONSENT AGENDA: Councilman McDonald moved, Councilwoman Tjornhom
seconded to approve the following consent agenda items pursuant to the City Manager’s
recommendations:
1. Approve City Council Minutes dated October 9, 2017
2. Receive Planning Commission Minutes dated October 3, 2017
3. Receive Park and Recreation Commission Minutes dated September 26, 2017
4. Approve Termination of Joint Agreement with the City of Shorewood for the Operation
and Maintenance of Cathcart Park.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS. Rick Ford with School District 112 discussed the District 112
Foundation Charitable Giving Campaign. Nicole Nejezchleba, 2851 North Manor Road
discussed the removal of trees during road construction between their house and Highway 7. She
asked that they be replaced for safety reasons. Scott Jesse, 8198 Stone Creek Drive explained
that he is the Scoutmaster of Troop 330 and Trevor Klinsing and Nathan Jesse introduced
themselves and discussed working on their citizenship merit badge. Frank Ernst, 840 Cree Drive
discussed the October 9, 2017 council meeting where he spoke about rule number 5 under visitor
presentations that states comments of a personal nature directed at an individual either by name
or inference will not be allowed. He noted that during the 9-11-17 meeting a citizen was
specifically called out and referred to by name. He continued with his request from the

September 25 meeting that a council member resign and renewed his request from the October
th
9 meeting that an item establishing rules of proper conduct, similar to those mandated to
visitors, be put on a future agenda.
FIRE DEPARTMENT/LAW ENFORCEMENT UPDATE.
Chief Don Johnson provided statistics from the month of September for staffing, calls for
service, training, fulfilling requests from Chanhassen High School, Chapel Hill and St. Hubert’s,
choosing a vendor for Ladder 11, and open house activities during the month of September.
Sergeant Jason Breunig presented the law enforcement summary for the month of September and
provided Halloween safety reminders. Mayor Laufenburger asked about the curfew hours.
UPDATE ON WEST WATER TREATMENT PLANT.
Paul Oehme presented the construction update on the west water treatment plant.
Councilwoman Ryan asked about the road closure of Lake Harrison Road and the cause of
flooding on Lake Lucy Lane.

PUBLIC HEARING: CERTIFICATION OF DELINQUENT SEWER AND WATER
ACCOUNTS TO THE COUNTY AUDITOR.
Greg Sticha presented the staff report on this item. Mayor Laufenburger opened the public
hearing. No one spoke and the public hearing was closed.
Resolution #2017-66: Councilwoman Ryan moved, Councilman Campion seconded that
the City Council adopts Resolution 2017-66 Certifying Delinquent Utility Accounts to the
County Auditor. All voted in favor and the motion carried unanimously with a vote of 5 to
0.
COUNCIL PRESENTATIONS. None.
ADMINISTRATIVE PRESENTATIONS. Kate Aanenson notified council members that she
and Councilman McDonald will be attending the Airport Zoning Board meeting on Thursday,

and that Friday, October 27 is Recycling Day.
CORRESPONDENCE DISCUSSION. None.
Mayor Laufenburger noted that CenterPoint Energy has applied to the Public Utility Commission
for an interim rate increase.
Councilwoman Ryan moved, Councilman Campion seconded to adjourn the meeting. All
voted in favor and the motion carried unanimously with a vote of 5 to 0. The City Council
meeting was adjourned at 8:05 p.m.
