SUMMARY MINUTES
NOVEMBER 27, 2017
Mayor Laufenburger called the meeting to order at 7:10 p.m. The meeting was opened
with the Pledge to the Flag.
COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilwoman Tjornhom,
Councilman McDonald, Councilwoman Ryan, and Councilman Campion

CONSENT AGENDA: Councilman McDonald moved, Councilwoman Tjornhom
seconded to approve the following consent agenda items pursuant to the City Manager’s
recommendations:
1. Approve City Council Minutes dated November 13, 2017
2. Resolution #2017-71: Approve Purchase of Fire Department Replacement Ladder Truck
No. 11.
3. Approval of Upholding Monetary Limits on Tort Liability as Established by Minnesota
Statute 466.06.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS. None.
FIRE DEPARTMENT/LAW ENFORCEMENT UPDATE.
City Council Summary – November 27, 2017
Chief Don Johnson thanked council members and Mr. Gerhardt for approving the replacement of
the ladder truck and thanked Assistant Chief John Murphy and his crew for the year of planning
for that replacement. Chief Johnson warned people and their pets to stay off the ice after a dog
rescue on Saturday, the danger of recreational fires, calls for service in October, training, and
education. Lt. Eric Kittelson discussed statistics for the month of October on calls for service,
training, community relations update, and winter parking regulations. Mayor Laufenburger
asked Lieutenant Kittelson to speak to what the sheriff’s department does to address pedestrian
safety in downtown.
ADOPT PARKS AND RECREATION SYSTEM PLAN.
Todd Hoffman presented the staff report on this item. Councilwoman Tjornhom expressed
concern with some of the initiatives in the plan and who’s responsible to pay for those. As a
member of the Park and Recreation System Plan Advisory Committee, Councilwoman Ryan
discussed the work that occurred and urged the council to approve the plan. Councilman
McDonald expressed his hesitation with the plan because of the costs outlined in the Plan.
Councilwoman Ryan moved, Councilman Campion seconded that the Chanhassen City
Council adopts the Park and Recreation System Plan dated October, 2017. All voted in
favor, except Councilwoman Tjornhom who opposed, and the motion carried with a vote of
4 to 1.
COUNCIL PRESENTATIONS. None.
ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt provided an update on the meeting
with Brennon Furness, Senior Policy Advisor to Governor Mark Dayton and Lieutenant
Governor Tina Smith regarding the reconstruction of State Highway 101 from Pioneer Trail to
Flying Cloud Drive before wishing Mayor Laufenburger happy birthday.
CORRESPONDENCE DISCUSSION. None.
Councilwoman Tjornhom moved, Councilman McDonald seconded to adjourn the
meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0. The
City Council meeting was adjourned at 8:10 p.m.
