CC WS 2017 11 27 CHANHASSEN CITY COUNCIL WORK SESSION NOVEMBER 27, 2017 Mayor Laufenburger called the work session to order at 5:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilwoman Tjornhom, Councilman McDonald, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Kate Aanenson, Paul Oehme, Todd Hoffman and Greg Sticha PUBLIC PRESENT: Vicki Ernst 840 Cree Drive Lita & Randy Cantin 6694 Nez Perce Drive Bryan Harjes Hoisington-Koegler Group Inc. Eric Blomgren 18482 Maple Leaf Drive KEY FINANCIAL STRATEGY: PAVEMENT MANAGEMENT. Todd Gerhardt provided background information on what’s been discussed at previous meetings. Greg Sticha discussed what surrounding communities are using as funding sources to fund future road projects. Mayor Laufenburger explained that what is being asked of council is a change to the current policy and asked for council feedback. Council members voiced support for changing the policy to address the increase in street repairs for streets that were built in the 80’s and 90’s. Paul Oehme discussed options to use as funding sources recommending the use of franchise fees including school districts and non profits and keeping the levy amount the same moving forward. After discussion it was the consensus of council members to implement franchise fees, abandon the assessment practice and continue the collection of the current levy amount. Councilwoman Ryan voiced continued concern with those residents that will be assessed prior to this change. Mayor Laufenburger asked if there was any other means to collect fees before discussing his concern that franchise fees does not take into account a resident’s capacity to pay so he would be in favor of increasing the levy amount and lowering the amount of the franchise fee for residents in particular. He also explained he is not comfortable with those residents who have had recent road assessments. Greg Sticha explained that the feedback needed from council is their feeling on eliminating the assessment practice. Todd Gerhardt recommended keeping the levy at the current level. Councilman McDonald stated he was in favor of abandoning assessments but asked for clarification on how the split between franchise fees and the levy work. Councilwoman Tjornhom stated she was in favor of abandoning assessments. Councilman Campion stated he was in favor of abandoning assessments. Councilwoman Ryan stated she was conflicted on the policy of abandoning assessments and the need for more discussion between staff and council. Mayor Laufenburger suggested making the City Council Work Session – November 27, 2017 assumption of abandoning assessments, franchise fee relief to property owners who have received assessments over the last 3 years, and keep the levy at it’s current amount. DOWNTOWN VISION PLAN UPDATE. Todd Gerhardt provided background information on work that’s been done to date. Kate Aanenson introduced Bryan Harjes with Hoisington-Koegler Group who reviewed the presentation agenda including summary of input from the open house that was held on November 8, 2017. Key takeaways from residents was a desire to focus on quality, support for more entertainment options in downtown, brew pubs, concern over height and scale of buildings, a desire for more locally based tenants versus national chain tenants, and traffic and pedestrian safety. He continued with discussion of resident comments regarding the guiding components of the existing vision statement, evaluation of existing guiding principles, graphics of pedestrian circulation that was shown at the open house, urban design analysis, and near term and long term possibilities for development. He reviewed implementation for enhanced pedestrian connections, connection between private and public realm, sub-districts implementation, design guidelines, and outreach for ongoing recruitment of entertainment, mixed use, and project opportunities in the downtown area. Next steps would be to formalize the final draft of the Downtown Vision Plan, and the upcoming schedule. Councilwoman Ryan stated it was a great report and sensed frustration from residents in their comments about what’s been approved prior to approval of this downtown vision plan and the importance of keeping reception of comments open. Councilman Campion thought the report was good but also would like to keep the public comment portion open. Councilwoman Tjornhom didn’t think the plan tells the council anything they didn’t already know such as family friendly, entertainment, and how downtown will be affected by development of Avienda. Councilman Campion asked when moving forward to look at the possibility of creating height limitations for development in downtown. Councilwoman Ryan expressed the need of how to address development proposals that come in. Mayor Laufenburger asked for priority list of what council should be considering in the downtown area th and noted that he did not believe this item would be ready for approval on December 11. Councilman Campion asked staff to encourage more community input. The work session was recessed at 7:05 p.m. It was reconvened at 8:15 p.m. SMALL CELL WIRELESS FACILITY ORDINANCE. Paul Oehme presented the staff report update on this item. Mayor Laufenburger asked if staff has received input from legal counsel, and clarified what direction staff was looking for before asking about the timeline for approval. Councilwoman Ryan asked about where these small cell wireless facilities can be located. Mayor Laufenburger asked for clarification on the size and height requirements. Councilman Campion asked how this proposed ordinance differs from surrounding communities. Paul Oehme continued with discussion of the next steps for staff review. In talking with Minnesota Valley Electrical and Xcel Energy he explained they are not interested in having small cell wireless equipment installed on their power poles. Staff stated 2 City Council Work Session – November 27, 2017 th this item would be brought back at the December 11 City Council meeting for approval. Mayor Laufenburger asked about adequate staffing if this ordinance is approved, and revenue impacts th before directing staff to prepare this ordinance to be brought back at the December 11 City Council meeting. Mayor Laufenburger adjourned the work session at 8:30 p.m. The City Council went into executive session following adjournment to compile data for the City Manager’s Performance Evaluation.
