CC WS 2017 12 04 CHANHASSEN CITY COUNCIL WORK SESSION DECEMBER 4, 2017 The City Council held executive session from 5:00 p.m. to 5:30 p.m. to discuss the City Manager’s Performance Review. Mayor Laufenburger called the work session to order at 5:40 p.m. COUNCIL MEMBERS PRESENT: Mayor Laufenburger, Councilwoman Tjornhom, Councilman McDonald, Councilwoman Ryan, and Councilman Campion STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, and Greg Sticha FOLLOW UP ON UTILITY RATE STUDY DISCUSSION. Greg Sticha reviewed additional information and options for water rates that were requested by council th members at the November 13 work session. Councilman Campion asked for clarification of the options on the average user. Greg Sticha reviewed the bill comparison chart for very low user to high user in residential. What can be done to educate people with high user residential was discussed under Option 3. Councilwoman Tjornhom asked why commercial wasn’t shown in the bill comparison. Greg Sticha explained how commercial water rates differ from residential. Councilman McDonald and Councilwoman Tjornhom favored option 3. Councilwoman Ryan explained she was stuck between option 2 and 3 because she did not feel a higher user should be penalized. Councilman Campion was fine with option 3. After consideration it was the consensus of council members to direct staff to use option 3 for water rates. Greg Sticha continued with review of proposed sewer rates for 2018. After discussion it was the consensus of council to increase the minimum to $30. Greg Sticha discussed proposed 2018 storm water rates. Councilman Campion asked for additional information on commercial storm water rates in 2019. REVIEW 2018 BUDGET AND 2018-2022 CAPITAL IMPROVEMENT PROGRAM. Greg Sticha reviewed the power point presentation that will be presented at the Truth in Taxation meeting. Councilwoman Ryan suggested including School District 276 in the actual property tax statement graphic for next year. Mayor Laufenburger asked that Shakopee and Prior Lake be looked at for services provided in comparison to Chanhassen regarding KFS per capita spending next year. Greg Sticha continued with discussion of the 2018 General Fund Budget. Councilwoman Ryan asked for clarification regarding the increase in the street maintenance line item, printing and publishing for the Planning Commission, and if the health care contract was locked in for 2 years. Mayor Laufenburger asked for clarification of the licensing and permit revenues. Councilman Campion asked about the average employee salary increase. Todd Gerhardt suggested staff review the policing contract in the presentation. Councilwoman Ryan asked for the locations of the enhanced pedestrian crossing projects in the CIP, partnerships and clarification of the Arbor Glen/Highway 101 trail connection.
