PROPOSED MOTION
"The City Council approves Resolutions for Corridors of Commerce Grant Applications for
TH 101 Improvements from Pioneer Trail to Flying Cloud Drive and TH 5 Expansion project
from TH 41 to Rolling Acres Road."
City Council approval requires a simple majority vote of the City Council present.
Transportation contributes to a growing economy by supporting commerce. Transportation
investments directly and indirectly foster economic growth through the provision of construction
jobs and a commerce -friendly network of corridors to ship goods and provide mobility to citizens.
The 2017 Minnesota Legislature is authorizing up to $400 million in new bonds and cash for the
construction, reconstruction and improvement of trunk highways for projects not already in the State
Transportation Improvement Program. This was to further two major goals:
✓ Provide additional highway capacity on segments where there are currently bottlenecks in the
system.
✓ Improve the movement of freight and reduce barriers to commerce.
The project criteria categories the grant application will need to meet to be funded are as follows:

Corridors of Commerce Grant Applications

Most of the funds are anticipated to go towards projects on the principle arterial system such as the
494, 694, 94 and 35 corridors. However, some funds will be programmed for the trunk highway
system.
Projects Proposed to be Submitted for Grant Fundine
City staff is requesting to submit a grant application for TH 101 from Pioneer Trail to Flying Cloud
Drive. This project is currently not funded by MnDOT and meets many of the criteria outlined for
project funding.
Carver County is planning to submit many grant applications for Corridors of Commerce funding
this solicitation cycle. Carver County is requesting a support resolution from the City of Chanhassen
for the expansion of TH 5 to four lanes from TH 41 to Rolling Acres Road. In 2008, a scoping study
was completed for this corridor that identified the need to expanding TH 5 to four lanes along with
local access improvements. This project is currently not programmed for funding by MnDOT.
Schedule
MnDOT has not published the final schedule but a tentative schedule is as follows:

RESOLUTION IN SUPPORT OF FUNDING THROUGH CORRIDORS
OF COMMERCE PROGRAM FOR TRUNK HIGHWAY 101 BETWEEN
PIONEER TRAIL (CSAR 14) AND FLYING CLOUD DRIVE (CSAH 61) IN
CHANHASSEN, CARVER COUNTY
WHEREAS, Trunk Highway 101 runs north and south through Chanhassen and plays a
critical transportation regional role in connecting communities and for commerce in Carver
County, Scott County and Hennepin County; and
WHEREAS, Carver County is projected to experience a population growth from 91,042
people in 2010 to 161,240 people in 2040 with a corresponding increase in households from
32,891 in 2010 to 62,590 in 2040. The additional 70,198 residents are expected to generate an
additional 212,373 trips per day in the region; and
WHEREAS, the corridor crashes and severity rates are two times greater than those
experienced on other rural section two-lane roadways in the Metropolitan area; and
WHEREAS, Trunk Highway 101 at the bluff is very steep and has to be closed
frequently in the winter; and
WHEREAS, the current two-lane roadway and substandard design of the highway limits
mobility and poses safety issues that will only be exacerbated as the population and traffic levels
grow in the region; and
WHEREAS, Trunk Highway 101 limits the ability of commerce to freely move through
the region and restricts the area from developing; and
WHEREAS, Carver County, the City of Chanhassen and the Minnesota Department of
Transportation (MnDOT) completed environmental documentation and has officially mapped the
corridor; and
WHEREAS, the Trunk Highway 101 bridge over the Minnesota River was recently
constructed to four lanes and raised above the 100 -year flood elevation and is one of only a few
corridors crossing the Minnesota River in the southwest metro area.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Chanhassen, Minnesota, that the City of Chanhassen strongly supports the inclusion of funding
from the Corridors of Commerce program to expand Trunk Highway 101 to a four -lane divided
arterial from Pioneer Trail (CSAH 14) to Flying Cloud Drive (CSAH 61) in Chanhassen.

THROUGH CORRIDORS OF COMMERCE PROGRAM
WHEREAS, State Highway 5 runs west from Chanhassen through Victoria, Waconia,
Norwood -Young America and other communities and plays a vital role in connecting these
growing communities; and
WEHREAS, State Highway 5 is the primary corridor for emergency vehicles
transporting patients to and from Ridgeview Medical Center in Waconia; and
WHEREAS, this two-lane artery highway is becoming increasingly clogged with a
current average daily traffic (ADT) count of 25,000. With the population of the Twin Cities
Metro Area projected to grow by over 400,000 more residents over the next 20 years, we need to
plan now to ensure a safe, east -west connection along this corridor; and
WHEREAS, Carver County is projected to experience a population growth from 91,042
people in 2010 to 161,240 people in 2040 with a corresponding increase in households from
32,891 in 2010 to 62,590 in 2040. The additional 70,198 residents are expected to generate an
additional 212,373 trips per day in the region; and
WHEREAS, the crash rate on Highway 5 is over 20 percentage points higher than the
statewide average, while the fatality rate for crashes on State Highway 5 is over 70 percentage
points higher than the statewide average; and
WHEREAS, over 450,000 visitors use Highway 5 to access and explore the Minnesota
Landscape Arboretum each year which is the largest public garden in the Midwest with more
than 1,200 acres of gardens, exhibits, sculpture, model landscapes, and natural areas; and
WHEREAS, the current 2 -lane design of the highway limits mobility and poses safety
issues that will only be exacerbated as the population and traffic levels grow.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of
Chanhassen strongly supports the inclusion of funding from the Corridors of Commerce program
to expand Highway 5 to a 4 -lane divided arterial from Rolling Acres Road (CSAH 13) in
Victoria to TH41 in Chanhassen.
Passed and adopted by the Chanhassen City Council this 8ffi day of January, 2018.
