RESOLUTION IN SUPPORT OF FUNDING FOR TRUNK HIGHWAY 5
THROUGH CORRIDORS OF COMMERCE PROGRAM
WHEREAS, State Highway 5 runs west from Chanhassen through Victoria, Waconia, Norwood -
Young America and other communities and plays a vital role in connecting these growing communities;
and
WEHREAS, State Highway 5 is the primary corridor for emergency vehicles transporting
patients to and from Ridgeview Medical Center in Waconia; and
WHEREAS, this two-lane artery highway is becoming increasingly clogged with a current
average daily traffic (ADT) count of 25,000. With the population of the Twin Cities Metro Area
projected to grow by over 400,000 more residents over the next 20 years, we need to plan now to ensure a
safe, east -west connection along this corridor; and
WHEREAS, Carver County is projected to experience a population growth from 91,042 people
in 2010 to 161,240 people in 2040 with a corresponding increase in households from 32,891 in 2010 to
62,590 in 2040. The additional 70,198 residents are expected to generate an additional 212,373 trips per
day in the region; and
WHEREAS, the crash rate on Highway 5 is over 20 percentage points higher than the statewide
average, while the fatality rate for crashes on State Highway 5 is over 70 percentage points higher than
the statewide average; and
WHEREAS, over 450,000 visitors use Highway 5 to access and explore the Minnesota
Landscape Arboretum each year which is the largest public garden in the Midwest with more than 1,200
acres of gardens, exhibits, sculpture, model landscapes, and natural areas; and
WHEREAS, the current 2 -lane design of the highway limits mobility and poses safety issues that
will only be exacerbated as the population and traffic levels grow.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Chanhassen
strongly supports the inclusion of funding from the Corridors of Commerce program to expand Highway
5 to a 4 -lane divided arterial from Rolling Acres Road (CSAH 13) in Victoria to TH41 in Chanhassen.
