2018-04CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: January 8, 2018 RESOLUTION NO: 2018-04 MOTION BY: McDonald SECONDED BY: Campion RESOLUTION IN SUPPORT OF FUNDING THROUGH CORRIDORS OF COMMERCE PROGRAM FOR TRUNK HIGHWAY 101 BETWEEN PIONEER TRAIL (CSAR 14) AND FLYING CLOUD DRIVE (CSAH 61) IN CHANHASSEN, CARVER COUNTY WHEREAS, Trunk Highway 101 runs north and south through Chanhassen and plays a critical transportation regional role in connecting communities and for commerce in Carver County, Scott County and Hennepin County; and WHEREAS, Carver County is projected to experience a population growth from 91,042 people in 2010 to 161,240 people in 2040 with a corresponding increase in households from 32,891 in 2010 to 62,590 in 2040. The additional 70,198 residents are expected to generate an additional 212,373 trips per day in the region; and WHEREAS, the corridor crashes and severity rates are two times greater than those experienced on other rural section two-lane roadways in the Metropolitan area; and WHEREAS, Trunk Highway 101 at the bluff is very steep and has to be closed frequently in the winter; and WHEREAS, the current two-lane roadway and substandard design of the highway limits mobility and poses safety issues that will only be exacerbated as the population and traffic levels grow in the region; and WHEREAS, Trunk Highway 101 limits the ability of commerce to freely move through the region and restricts the area from developing; and WHEREAS, Carver County, the City of Chanhassen and the Minnesota Department of Transportation (MnDOT) completed environmental documentation and has officially mapped the corridor; and WHEREAS, the Trunk Highway 101 bridge over the Minnesota River was recently constructed to four lanes and raised above the 100 -year flood elevation and is one of only a few corridors crossing the Minnesota River in the southwest metro area. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Chanhassen, Minnesota, that the City of Chanhassen strongly supports the inclusion of funding from the Corridors of Commerce program to expand Trunk Highway 101 to a four -lane divided arterial from Pioneer Trail (CSAH 14) to Flying Cloud Drive (CSAR 61) in Chanhassen.
