Mayor Furlong called the work session to order at 5:45 p.m..
COUNCIL MEMBERS PRESENT:

STAFF PRESENT:

UPDATE ON BIDS FOR THE EAST WATER TREATMENT PLAN, PROJECT 04-08.
Paul Oehme reviewed the three qualified bids that were received for this project, noting that bids
were above the engineer’s estimate but his belief that those bids reflect the current bidding
th
climate. Jim Norton with SEH reviewed his letter dated July 29 explaining the breakdown of
the bids, noting that even though the bids are significant, they’re still within 10% of the
engineer’s estimate and would not recommend rebidding. Greg Sticha explained how the new
numbers would affect the budget, stating they will work with Ehlers and Associate to review and
make recommendations on increasing utility fees, connection, hook-up fees, etc.. Todd Gerhardt
explained how looking at other revenue sources and minor changes to building would help
reduce costs. Councilman Peterson asked for specific examples of references for Madsen-
Johnson. Jim Norton also provided specific references for the sub-contractors. Councilman
Lundquist asked if staff or SEH had conducted a background check with Dunn & Bradstreet.
Todd Gerhardt stated that could be a condition of approval. Mayor Furlong asked for
clarification on adjustment of utility fees. Todd Gerhardt stated he would invite Jessica with
Ehlers and Associates to a future work session to discuss the rate study. Councilman Peterson
asked if there was any federal money associated with Homeland Security to assist with security.
Paul Oehme stated he would check as security is a separate bidding process.
DISCUSS FINAL RECOMMENDATIONS FOR 2005 MUSA IMPROVEMENTS,
PROJECT 04-05.
Jon Horn with Kimley-Horn gave a power point presentation similar to the one presented to area
residents. Councilman Lundquist asked for data analysis with round abouts. Mayor Furlong
asked for clarification of the Bluff Creek trail and issues regarding circulation, funding, location
and timing. Todd Hoffman explained the proposed park improvements, the key being the
connection to Bluff Creek. Paul Oehme reviewed the Lyman Boulevard Audubon intersection,
stating the County is recommending no improvements at this time. Councilman Lundquist asked
for a comparison between the AUAR study and what Carver County is recommending. Mayor
Furlong asked for clarification of the assessment process and timing of development.
