Approve Contract for Final Design Services to Kimley-Horn
Associates for the 2005 MUSA Area - Project No. 04-05
REQUESTED ACTION
The City Council is requested to approve a Consultant Work Order with Kimley-
Horn and Associates in the amount of $366,000 for final design engineering
services for the 2005 MUSA Improvements.
BACKGROUND
On February 28, 2005, the City Council ordered the portion of the 2005 MUSA
Improvements that will not be constructed as a part of the TH 212 project. These
improvements include various street and utility improvements within the 2005
MUSA area as detailed in the August 2004 Feasibility Report prepared by
Kimley-Horn and Associates. The contract with Kimley-Horn and Associates
. was in the amount of $52,000. The contract was closed with approved billings
totaling $50,765.00
On March 28,2005, the City Council approved a Consultant Work Order with
Kimley-Horn and Associates for preliminary design services for the 2005 MUSA
Improvements in the amount of $ 86,500. Over the past four months, City staff
and Kimley-Horn have been working to further develop plans for the
infrastructure required to support development in the 2005 MUSA area.
On August 8, 2005 staff present the recommended design improvements for the
2005 MUSA area at the Council work session. These improvements include
various roadway, watermain, sanitary sewer, and storm sewer improvements as
described below.
1. Roadway Improvements
. East-West Collector Roadway between Audubon Road and Powers
Boulevard
. East-West Collector Roadway/Audubon Road Turn Lanes and Traffic

2. Watermain Improvements
· Extension of existing trunk watermain in Lyman Boulevard to the
proposed location of the East-West Collector Roadway
· Trunk watermain along the East-West Collector Roadway between
Audubon Road and Powers Boulevard
3. Sanitary Sewer Improvements
· Extension of trunk sanitary sewer from an existing lift station along
the south side of Lyman Boulevard east of Audubon Boulevard
. Trunk Sanitary Sewer along the East-West Collector Roadway
between Audubon Road and Powers Boulevard
4. Storm Drainage Improvements
· Storm sewer and ponding improvements along the East-West Collector
Roadway between Audubon Road and Powers Boulevard
The proposed improvements are generally consistent with those described in the
feasibility report; however, modifications have been made based upon additional
engineering analysis, new existing conditions/base mapping information, and
input from the area property owners. Based upon current estimates, the total
estimated project cost of these infrastructure improvements is approximately $8.5
million.
Staff has been meeting with the property owners in the area to review the
proposed preliminary infrastructure designs. This has included numerous
meetings with individual property owners and neighborhood meetings on May 16,
2005, June 22, 2005, July 6, 2005, and August 4, 2005.
DISCUSSION
The next step in the implementation of these improvements is to prepare final
plans and specifications. Some of the property owners in the project area are
anxious for the improvements to proceed to construction since they are necessary
for their pending development. Staff is considering two separate bid packages for
the project to allow some of the construction to occur in 2005. The following is a
description of the improvements included as a part of each bid package and a
proposed schedule for the design and construction of the improvements.
Bid Package #1 - Bluff Creek Bridge and Trunk Watermain and Sanitary Sewer
Improvements
The improvements included as a part of Bid Package #1 are as follows:

. Installation of trunk watermain along the east side of Bluff Creek between
Lyman Boulevard and the East-West Collector Roadway.
· Installation of trunk sanitary sewer along the east side of Bluff Creek between
Lyman Boulevard and the East-West Collector Roadway.
· Installation of trunk watermain along the East-West Collector Roadway.
· Installation of trunk sanitary sewer along the East-West Collector Roadway.
· Construction of a Bebo bridge across Bluff Creek including the realignment of
a portion of the creek channel.
These improvements are proposed to be constructed during the late fall/early
winter months of 2005 to take advantage of frozen ground conditions and low
flows in Bluff Creek.
Bid Package #2 - Roadway, Storm Sewer and Trunk Utility Improvements
The improvements included as a part of Bid Package #2 are as follows:
. Construction of the East- West Collector Roadway between Audubon Road
and Powers Boulevard.
. Improvements to the Audubon Road and East-West Collector Roadway
intersection including the installation of a traffic signal.
. Installation of storm sewer along the East-West Collector Roadway including
the construction of a stormwater pond along the south side of the roadway at
Bluff Creek.
These improvements are proposed to be constructed during the summer of 2006.
A preliminary schedule for the improvements is provided below:

The final design and construction of the improvements will need to be closely
coordinated with the adjacent property owners. This coordination may require
changes in the schedules detailed above.
Staff has solicited a proposal from Kimley-Horn & Associates for the final design
tasks described above. It is staff's opinion that the final design services should be
performed by Kimley-Horn & Associates due to the following:
. The quality of their previous services for the 2005 MUSA area.
. Their knowledge and background of the project area.
. Their knowledge of the property owners in the project area.
. The tight schedule required to allow these improvements to proceed to meet
the needs of the area property owners.
. Their familiarity with the TH 212 project.

Requests for proposals for the 2005 MUSA Feasibility Study were solicited in
2004 for this work. Kimley-Horn & Associates was the low bidder. Also, the TH
212 design verification and inspection contract was competitively bid which
Kimley-Horn & Associates was the low bidder. In addition, the AUAR contract
for this area was competitively bid which Kimley-Horn & Associates was the low

bidder. Recently, Kimley-Hom & Associates designed and inspected the
Northbay Trunk Watermain improvements. Their work on this job was
acceptable and they were within the budgeted amount for the approved contract.
The hourly rates Kimley-Hom & Associates are proposing are almost the same as
for the feasibility study contract and are very competitive with other consulting
firms. Kimley-Hom & Associates is proposing to perform the work on a time and
materials basis not to exceed $366,000. This is less than 6% of the total estimated
construction cost of the improvements which is well within industry standards for
final design phase services. They will be required to submit time sheets verifying
the hours worked on the project and expense sheets. Staff will review the
invoices and expense sheets for accuracy and conformance to the contract.
Funding for final design services will be provided primarily by assessments to the
benefiting property owners as identified in the 2005 MUSA Feasibility Study.
Funding for the rest of the engineering work will come from MSA, and the utility
funds.
