REGULAR MEETING
SUMMARY MINUTES
JANUARY 14, 2019
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the
Pledge to the Flag.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilwoman Tjornhom, Councilman
McDonald, Councilman Campion, and Councilwoman Coleman
STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Kate Aanenson, Todd Hoffman and
Roger Knutson

OATHS OF OFFICE. City Attorney Roger Knutson administered the oaths of office to Mayor
Elise Ryan, Councilman Dan Campion and Councilwoman Julia Coleman. Council members
discussed their goals for 2019.
The City Council took a short recess at this point in the meeting to greet friends and
families and take pictures.
ORGANIZATIONAL ITEMS. Councilman Campion moved, Councilwoman Coleman
seconded that the Chanhassen City Council make the following appointments: The
Chanhassen Villager as the official newspaper, Councilmember Dan Campion as Acting
Mayor, Councilmember Julia Coleman and the Finance Director be appointed to the Fire
Relief Association Board of Trustees, and Resolution #2019- 01: Councilmember Bethany
Tjornhom be appointed to the Southwest Transit Commission for a 3 year term. All voted
in favor and the motion carried unanimously with a vote of 5 to 0.
City Council Summary – January 14, 2019
CONSENT AGENDA:
After clarification of item F(11), which was pulled by Councilmember Tjornhom, the following
motion was made.
Councilman Campion moved, Councilwoman Coleman seconded that the Chanhassen City
Council approve the following consent agenda items pursuant to the City Manager’s
recommendations:
1. Approve City Council Minutes dated December 10, 2018
2. Receive Park and Recreation Commission Minutes dated December 11, 2018
3. Resolution #2019-02: Approve Agreement with Hennepin County for Aerial/Pictometry
Service.
4. Resolution #2019-03: Water Tower No. 3 (2999 Water Tower Place) Rehabilitation
Project – Authorize Ad for Bid
5. Resolution #2019-04: Approve Purchase of a Replacement Fire Engine
6. Resolution #2019-05: Delegate Authority to the City’s Finance Director to Make
Electronic Funds Transfers
7. Authorize Payment for Pheasant Hills Park Trail Connection
8. Approve Temporary On-Sale Liquor License to Chanhassen Rotary Club, February
Festival on February 2 at Lake Ann Park
9. Approval of Temporary On-Sale Liquor License, St. Hubert Catholic Community, Cana
Dinner on February 9
10. Approve Stipulation for Settlement Agreements for Acquisition of Properties Located at
720 and 750 Vogelsberg Trail in Conjunction with the Highway 101 Improvements, City
Project No. 14-08
11. Approve Consultant Agreement for Minnewashta Parkway Rehabilitation Project
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS. Mayor Ryan discussed the implementation of a Citizen Action
Request Form that will be used during visitor presentations moving forward for residents
requesting additional action. Steve Scharfenberg, speaking on behalf of the Chanhassen Red

Birds, presented the City Council with a picture of the 2018 Class B State Amateur Champions
Chanhassen Red Birds.
ORDINANCE 638: PAISLEY PARK PUD AMENDMENT. Kate Aanenson presented the
staff report and Planning Commission update on this item. Mayor Ryan asked for clarification of
the procedures associated with special event permits at Paisley Park.
Councilman Campion moved, Councilwoman Coleman seconded that the Chanhassen City
Council approves the PUD amendment allowing liquor sales in conjunction with the
temporary event permit at Paisley Park Museum. All voted in favor and the motion
carried unanimously with a vote of 5 to 0.
COUNCIL PRESENTATIONS. None.
ADMIISTRATIVE PRESENTATIONS. Todd Gerhardt suggested council members provide
any changes to city staff regarding the Citizen Action Request Form.
CORRESPONDENCE DISCUSSION. None.
Councilwoman Coleman moved, Councilman Campion seconded to adjourn the meeting.
All voted in favor and the motion carried unanimously with a vote of 5 to 0. The City
Council meeting was adjourned at 7:52 p.m.
