Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the
Pledge to the Flag.

Mayor Ryan: Thank you everybody and welcome to this very first meeting of 2019. We have a
full council chambers this evening. It’s exciting. To those of you watching at home on either
Mediacom city cable channel or those who are livestreaming from Chanhassen’s website,
welcome. For the record we have all City Council members present tonight so the first action of
approval, council members are there any modifications to the agenda as printed? If not we will
proceed with the published agenda. There are no public announcements tonight but we will
begin with administering the oaths of office.

Mayor Ryan: While Councilwoman Coleman is returning to her seat next we will have
comments from our council on looking ahead into the new year or some comments on their
newly held position. Councilman McDonald.
Councilman McDonald: Thank you Mayor. Well I look forward to the coming year. It should
be a very interesting year. I know we have a number of projects on our plate to go through and I
look forward to addressing all of those and again to do what’s right for the community. Thank
you.
Mayor Ryan: Thank you. Councilwoman Tjornhom.
Councilwoman Tjornhom: Yes I’m honored to be representing Chanhassen. This community
has so much to be proud of and my hope is that this community can have a City Council in City
Hall that they also can be proud of. My goal for this year is to work hard. Listen intently and
serve the community to the best of my ability. 2019 will be a year of challenges and I look
forward to working with the community on those challenges.

Councilwoman Coleman: Thank you. I’m just I’m inspired and humble. Those were the two
words that were at the forefront of my mind the entire time I campaigned and those two words
are exactly what I’m feeling tonight. Inspired by all of you and humbled by your support. I
moved to Chanhassen with my wonderful husband and over the last couple of years this
community has welcomed me with open hearts and open arms and for that I am forever grateful.
These people who welcomed me had dreams and visions that they wanted to see come true right
here and as someone who cannot sit still when I want to do something I decided to run to try to
give those dreams and those visions and those voices a home in these halls. I knew it was a long
shot at 26 and being relatively new by Chanhassen standards but the people of this community
and a wonderful husband encouraged me to run anyways. We fought hard. We worked very
hard and we did it and here I am today inspired and humbled and beyond thrilled to get to work
for all of you. I have an open door. I have an open mind and I want everyone who wants to
voice to please reach out to me. Through me you will have a voice on this council and I’m so
humbled and inspired to serve all of you. Thank you for this opportunity.
Mayor Ryan: Councilman Campion.
Councilman Campion: Alright. I would like to thank the voters of Chanhassen for giving me an
opportunity to serve for a second term. I would also like to thank my family. My wife Nikki and
my two children, Emma and Aiden for supporting me through the campaign and throughout my
time on the City Council. I know that it translates sometimes to missing a sporting event here or
there or other family activities but they’ve done so with smiles on their faces so thank you. And
I’m really looking forward to an active and eventful 2019 and I reaffirm my commitment to
consider the feedback from all residents as it is provided to us on the important issues that come
before us and I just really look forward to working hard to make Chanhassen an even more
vibrant community than it is today so thank you.
Mayor Ryan: Well again good evening everyone and thank you for this great honor to serve as
your mayor and represent the people of Chanhassen. As of any life accomplishment it was not
done alone. I have been so fortunate in my life to be surrounded by such incredibly supportive
family and friends. To my husband and two daughters, thank you for your love, for believing in
me and supporting me and to my two girls who always said mom you can do this. To my parents
thank you for your prayers, support and love. For encouraging me to dream big, work hard and
make the most of each day. Thank you to my in-laws and my dearest friends for supporting me
on this journey. Your belief in me and always making time for laughter along the way meant so
much. And to the countless people in Chanhassen, some of whom I knew, others who I had
never met before, thank you for the emails and the phone calls of encouragement. For asking me
questions and even challenging me with thought provoking ideas. I appreciate your engagement
and your interest and for being such an integral part of the election process. Thank you to all of
Chanhassen for this awesome opportunity. To my fellow council members, first
Councilmembers Campion and Coleman, congratulations but to all of council. I look forward to

working with you, learning from you and sharing you our mutual passion to serve this
community. Our Saturday planning session was a fantastic start with fresh ideas. I am confident
that that will continue and together we will achieve great things. To our city staff, thank you for
your continued commitment to serving the residents of Chanhassen. I am optimistic about the
successful relationship between council and staff, between City Hall and our residents and
success in all of us working hard together to accomplish the many opportunities that lie ahead.
We live in an amazing community. Our residents truly love where they live, care about the
decisions that are made and want to see Chanhassen thrive. As we look to the future of
Chanhassen I know that there will be many tough challenges and decisions that come before us.
There are development proposals that will need tough analysis and discussion. There are
funding needs that we need to address so we can invest in our infrastructure to keep up with the
demands of our growing city. There are environmental concerns with many lakes, creeks, bluffs
and vast open spaces that are impacted as we develop. With each issue that comes before
council it will require open minds, listening ears and a desire to work together to achieve the best
outcome for our city. I believe that there are five key elements at the core to successfully
address the future needs of Chanhassen. I call it the Five C’s. Community, communication,
collaboration, commitment to excellence and Chanhassen. Number one community.
Community is more than just a place on a map. It’s about feeling connected and having
fellowship with others. Our goal should to be always to recognize how the decisions that we
make impact our community, our neighborhoods and our businesses. We all want to feel pride in
the place we call home or run a business. Community is about you, the residents and the
business owners so I encourage you to help shape our community by getting involved. Be
committed to following what council is doing, the project we’re considering and the decisions
we are making. Consider for applying for a commission. There are 10 open seats on 4
commissions. Our Park and Rec Commission, our Planning Commission, our Senior
Commission and our Environmental Commission. They are a great way to be a part of the
process. And if not a commission then come to the many great events that are hosted by our city
throughout the year. I am asking you to be involved. To get involved. This is our community.
Participate. Number two communication. The most important part of communication is to listen
first and it is imperative that you, the people of Chanhassen know that you are listened to. Your
comments, feedbacks, suggestions and concerns will be listened to and considered as part of the
decision making process at City Hall. Come forward with your concerns. At the beginning of
every council meeting there is time for visitor presentations. Come. Share with us and speak to
your City Council. We are implementing a new process as part of the visitor presentation this
year so that we as council and city staff are clear on what information you are requesting and we
can effectively and in a timely manner respond to you. And while not all decisions will be
agreed on I am committed to sharing with you how and why we arrived at the decision that we
did. I’d like to reference a quote, a lack of communication leads to a lack of trust that leaves
room for doubt. I want us to work hard to earn your trust but to do so we need to have effective
and clear communication with the residents of Chanhassen. Number three collaboration. We
need you to be in the game. It is not the role of City Hall to make decisions in a silo so I’m
asking each of you again get involved. Follow what’s going on in your neighborhood. Bring
ideas to the city. There are many brilliant minds and innovative thought leaders right here in

Chanhassen that can and should contribute. In the Minnetonka School District there’s a program
called the Hunt for Big Ideas where teachers and parents are encouraged to be thought leaders by
bringing innovation into the classroom. This program needs to translate to our city. If there’s a
project in your neighborhood, go to that neighborhood meeting when they take place. I have
committed to our city engineer that I will try to be at every single one of those meetings so we
can listen and collaborate together. We need to hear your ideas and clearly understand your
concerns. Our city staff works very hard for the betterment of our neighborhoods and our city so
let’s work together. Let’s collaborate. Number four, a commitment to excellence. As City
Council and staff we must continuously strive to achieve excellence for our community. No
matter the task or topic we must work together to produce high quality results for Chanhassen.
Whether it’s project base or email correspondence with residents let’s aim for excellence. When
projects come before our city we need to challenge the developer to bring the highest quality
craftsmanship and product. We want to be in a thriving, desirable community. We do not want
mediocrity. We want excellence. Let’s demand it in all that we do. I am confident that it is
something that we can achieve. And number five, Chanhassen. This is us. We are a community
that communicates, collaborates, and is committed to excellence. We are young and old with a
wide range of experience and backgrounds. We have all chosen Chanhassen for different
reasons but here we are. Together, neighbors, community members. All wanting a local
government that is driven hard to work on behalf of the residents with the best interest in mind
when making decisions. I feel an incredible swell of energy from the people in Chanhassen.
There is undoubtedly an insatiable desire for change. Changing the way we look for
opportunities to try something new. Change in the way that going, change in the way that it’s
not going to be business as usual but instead be forward thinking and looking for opportunities to
innovate and find a new path forward. I see change as an opportunity to grow and evolve. I am
confident that this council will be unafraid to listen and I mean really listen to the people. Be
willing to slow down the process to make sure that what we are considering is right both for our
city now and well into the future. We need leadership that is unafraid to try something new. My
favorite quote that I reference often, a true leader has the confidence to stand alone, the courage
to make tough decisions and the compassion to listen to the needs of other. He does not set out
to be a leader but becomes one by the quality of his actions and the integrity of his intent. This is
not about one person. It encapsulates all of us. We need to listen. We need to lead and we need
to learn because this is our community. Chanhassen is our community so together let’s make it
the very best we can. Thank you again for electing me as mayor. I am humbled and I am
honored and I am very optimistic about the bright future of Chanhassen. Thank you. Thank you.
So and thank you again everybody for being here. We are going to take about a 5 to 10 minute
break so we can greet our family and take a few photos and then in about 5-10 minutes we’ll
reconvene and finish with the rest of the agenda. Thank you again.

ORGANIZATIONAL ITEMS.

Mayor Ryan: Next on our agenda we have organizational items where we do this at the first of
the year It’s a designation of the official newspaper. Appointment of Acting Mayor.
Appointments to the Fire Relief Association Board of Trustees and optional appointments to the
Southwest Transit Commission. Todd?
Todd Gerhardt: Yeah the first one is the designation of the official newspaper. The Chanhassen
Villager has submitted a request and does meet all the qualifications of the State Statute so staff
is recommending the Chanhassen Villager as our official newspaper.
Mayor Ryan: Great thank you. We did in our work session just prior to this meeting, had a
discussion amongst council who would like to, if they wanted to be appointed to the different
associations and so returning back now I look for any further discussion from council or an
action on this item. Anyone?
Todd Gerhardt: Mayor just for the public’s benefit. What we look for is an appointment to an
Acting Mayor in the absence of the current mayor. When she may be out of the country or out of
the state to act on her behalf. We also look for an appointment to the Fire Relief Association
Board of Trustees. It’s a members of the mayor or council member to serve on there and they
review the financial investments for the Fire Relief Association. There’s no decision making of
this board. All recommendations come back to City Council for their official action. And we
are also looking for one member to serve on the Southwest Transit Commission. Denny
Laufenburger, previous mayor had resident/council term which goes until 12/31/2020 and he has
opened it up to resign his position from the Southwest Transit Commission so we’re looking for
one individual from the council or direct staff to advertise for a resident to serve on that
commission which his position can hold a resident to serve on his, on behalf of that position.
Mayor Ryan: Thank you Mr. Gerhardt. Any comments or motion from council?
Councilman Campion: So we’re looking for a single motion for all the?
Mayor Ryan: Yes.
Councilman Campion: Okay. I will make a motion, so as we discussed in the work session prior
I propose a motion that the Chanhassen City Council make the following appointments. The
Chanhassen Villager as it’s official newspaper, Councilmember Dan Campion as Acting Mayor,
Councilmember Julia Coleman, and is that correct and the finance director?
Todd Gerhardt: Yes.
Councilman Campion: And the finance director be appointed to the Fire Relief Association
Board of Trustees and Councilmember Bethany Tjornhom to the Southwest Transit Commission
for a 3 year term.

Mayor Ryan: We have a valid motion. Is there a second?
Councilwoman Coleman: Second.
Councilman Campion moved, Councilwoman Coleman seconded that the Chanhassen City
Council make the following appointments: The Chanhassen Villager as the official
newspaper, Councilmember Dan Campion as Acting Mayor, Councilmember Julia
Coleman and the Finance Director be appointed to the Fire Relief Association Board of
Trustees, and Resolution #2019-01: Councilmember Bethany Tjornhom be appointed to
the Southwest Transit Commission for a 3 year term. All voted in favor and the motion
carried unanimously with a vote of 5 to 0.
CONSENT AGENDA:
Mayor Ryan: Are there any items F (1) through (11) that council would like to consider
separately?
Councilwoman Tjornhom: Mayer?
Mayor Ryan: Yes.
Councilwoman Tjornhom: I would like to consider item F(11).
Mayor Ryan: Okay. F(11) the approval of the consultant contract for Minnewashta Parkway. Is
there somebody here to address that or is staff available?
Todd Gerhardt: I will take that one.
Mayor Ryan: Okay.
Todd Gerhardt: Minnewashta Parkway, what we’re doing is asking for a consultant contract to
prepare a feasibility study. Minnewashta Parkway is a MSA route in the community. That’s our
Municipal State Aid roadway. We have designated funds for this project for 2020 and what
we’d like to do is to get the consultant on board to prepare that feasibility study. It does include
some assessments so we wanted to get the project started and communicate with the public on.
Mayor Ryan: Councilwoman Tjornhom do you have further questions?
Councilwoman Tjornhom: I do. Can we go back to the MSA funds. Can you kind of Todd
explain what those are, where they come from and how much exactly the City will be
contributing towards that if any?

Todd Gerhardt: The City will not be contributing. MSA funds are a municipal state aid that are
funds given back to communities through the gasoline tax that the State receives and they then
return that back to communities and we program out 5 years worth of projects out of those funds
and Minnewashta Parkway is our main project for 2020. We also are going to use, make some
improvements to the sanitary sewer and watermain improvements along the corridor where
we’ve seen several watermain breaks so we’d like to go in there and fix some of the water lines.
And then sanitary sewer, do some replacement of 8 inch to 10 inch PVC pipe and fix some I and
I problems that we have infiltration of ground water into the sanitary sewer lines. So we would
access monies from our sanitary sewer and water fund that is included in our overall rate study
that we did this past October in front of council and then also some stormwater improvements
which are also included in the rate study that we did this past October so there are sufficient
monies for those repairs.
Councilwoman Tjornhom: Thank you. My concern is, is this is almost a quarter of a million
dollars.
Todd Gerhardt: Yes.
Councilwoman Tjornhom: And so it’s a huge ticket item and we will be facing some serious
budget discussions when it comes to future road projects and I just want to make sure that we are
not putting the cart before the horse and spending money that we potentially might not have for
future studies and consultant so I just wanted to clarify that this quarter of a million dollars that
will be spent will not be coming directly out of anything from our city funds.
Todd Gerhardt: No general fund dollars will be used for this project. We have several miles of
municipal state aid roads. A similar project that we’re doing this year that we had a large
discussion was Lake Drive East which is a municipal state aid roadway and that is also state aid
dollars that will be used there No general fund dollars will be used for that project.
Councilwoman Tjornhom: Okay.
Todd Gerhardt: So it’s very similar to Lake Drive East.
Councilwoman Tjornhom: Alright thank you.
Mayor Ryan: Anything further?
Councilwoman Tjornhom: That’s it.
Mayor Ryan: Okay thank you. Thank you Mr. Gerhardt. So may I get a motion for the

VISITOR PRESENTATIONS.
Mayor Ryan: I know we have somebody, Mr. Scharfenberg is going to speak tonight for a
visitor presentation but I’d also like to share that after tonight, unless there’s somebody in
addition to Mr. Scharfenberg that wants to present to the visitor presentation, we will make
available a form that we ask that you fill out if you’re asking for any action by staff or council so
we are clear in what specifically you’re asking and we can address your concerns or issues in a

timely manner so this will be available on our website and part of our agenda as you go forward.
Are there any in the back, the draft?
Todd Gerhardt: There is not. I did share copies with the mayor and City Council members. It
says draft and City Council Citizen Action Request Form. We are going to be able to make them
available on our website and also on future agendas. There’ll be an icon that you can download
and print a copy and also submit it to us by email.
Mayor Ryan: Perfect. And this is not to make it cumbersome or inhibit anybody to come before
council but often times we get visitors that come before council and make requests and just to
make sure that the expectations are clear between residents and staff and council, we just ask that
you submit the form just so we are clear what information you are looking for from us or from
staff and then we can address that and share with you the timeline. Yes.
Councilwoman Tjornhom: Could we address? This is very new to me so I just have a couple
questions.
Mayor Ryan: Sure.
Councilwoman Tjornhom: As far as process because this is the first I’ve seen this or heard of it
so just a few questions. So if there is someone that has something they’d like to say during
visitor presentations do they fill this form out before they come up or do they fill it after? Can
they come up and not have to have this filled out?
Mayor Ryan: If they’re not requesting anything from staff or council and they’re just sharing
something it’s just a presentation but if they’re asking, often times when we get requests from
people that want follow up from staff or council and then we ask that they can either do it in
advance or following the meeting just so we are clear on what they’re asking because we’ve had
subsequent people come back and say you didn’t address our concerns or answer our questions
and this way we’re very clear on what they’re asking.
Councilwoman Tjornhom: I think it’s a great idea. I just want some clarification on the form to
fill out I guess to submit for my clarification but so if I am just sitting in the audience and I’m
listening to someone else that just gave a presentation and I think I’d like to chime in or I’ve got
something to say too, do I have to be on a pre-approved list in order to come up?
Mayor Ryan: No. Same process as always.
Councilwoman Tjornhom: Okay.
Mayor Ryan: It’s just, it’s truly for if there is further action asked for by the resident of city staff
or City Council that then they fill it out. They can do it in advance we’ll make it available if

they’re prepared but if not they can do it afterwards and they can even submit it after the
meeting. They don’t have to do it at the time of the meeting either.
Councilwoman Tjornhom: I think it’s a great idea. I really, really do. Will this be, if they do fill
this out before council and before they present do, as a whole does the council get this to see
before they come up or is it just staff?
Todd Gerhardt: If we get it ahead of time we can make it as part of the packet so not just the
mayor and council but the public can see what’s being requested.
Councilwoman Tjornhom: Okay.
Todd Gerhardt: So we an download it onto your packet just like we give you updates on
occasions.
Councilwoman Tjornhom: Yeah, okay. Great.
Mayor Ryan: So if they go, great question. So if they’re, if they go to our agenda and see the
visitor presentation there will be a link there that they can download that in preparation for the
meeting and then they could submit it to us ahead of time as well.
Councilwoman Tjornhom: Okay thank you.
Mayor Ryan: Yeah, good questions thank you. Mr. Scharfenberg? Commissioner

Steve Scharfenberg: Steve Scharfenberg, 1470 Lake Susan Hills Drive, Chanhassen, Minnesota.
Mayor Ryan, council members and city staff, I’m here tonight on behalf of the Chanhassen Red
Birds. As you know in 2018 the Red Birds were the 2018 Class B State Amateur Champions.
As an organization we could not have accomplished that goal without the assistance of this
community and organizations within this community. Tonight on behalf of the Red Birds Board
I’m here and would like to present to the City of Chanhassen a picture as a thank you of our
token of appreciation for what the City and Park and Recreation staff has done to promote the
Chanhassen Red Birds brand and the baseball team. We appreciate the efforts that are put
forward by Todd and his staff in putting up the boards for games and coming out and cheering on
the team so tonight we’re here with this picture and I would like to present that to the City of
Chanhassen.
Mayor Ryan: Thank you.
Steve Scharfenberg: In addition as you know the 2019 baseball season is right around the corner

and so a couple of dates to keep in mind for board members and the city. On May 4 will be the
Red Birds Rally at the Chanhassen American Legion. That will be from 6:00 to 9:00 p.m. Our

first game is Monday, May 19 at Hopkins. Our first home game is Friday, May 24 against

Forest Lake and our first league game is Sunday, June 9 against Prior Lake. Again thank you
for the City, to the City and we look forward to seeing everyone at the stadium this year. Thank

Mayor Ryan: Thank you Mr. Scharfenberg. And good luck to another season. We will be
looking for another big championship and we’ll look for Councilman McDonald to provide bi-
weekly updates on the Red Birds. Perfect, thank you very much.
ORDINANCE 638: PAISLEY PARK PUD AMENDMENT.
Mayor Ryan: Ms. Aanenson is this you?
Kate Aanenson: Yes it is. Thank you Mayor, members of the City Council. The applicant
PPark Management is requesting, located at 7801 Audubon Road is requesting an amendment to
the PUD. As you recall we gave an amendment to this PUD over a year ago at the time of the
football and Justin Timberlake out there so they did request a liquor license. So the PPark
Management PUD was put together because the intended purpose of that is to be a museum
which they do cater special events which we had put into the ordinance. The PUD ordinance that
they can do up to 12 special events per year and those are handled through our temporary use
permit which have been very successful operating with myself, the Fire Chief and they get their
own policing if they need it when they apply for the special event permit. But with that they
would like to consider instead of going through each one, this was asked at the Planning
Commission, it’s time consuming to go through the permitting process and to get a permit so
what they’re requesting is the opportunity to apply for a liquor license with those special events.
And again they would not be applying for them. There would have to be a catering license. That
would be someone that would be used if it’s a special event so in the past for example with Justin
Timberlake was put on by American Express. American Express would be doing that work so
the PPark Management would be doing that. Whoever is providing that special event so in the
last couple months they’ve had like the Timberwolves out there. That was non-alcohol ones so
not all the events are alcohol but again it really…in the past we’ve had a great relationship
working with the management team out there and we haven’t had problems out there. They’ve
been good managers on that so again I’ve included in your packet the special event permit.
Again that’s a good relationship of calling us ahead of time that there’s events and be giving a
permit in a timely manner and also there’s also a fire inspected by the Fire Chief and the Fire
Marshal. We’ve had those events because there’s different set up’s with each of those so again
we have a good relationship with them and with the public hearing that was held at the Planning
Commission there was no in attendance at that regarding any concerns that may have been there
so the Planning Commission did recommend unanimously again for the approval of the
amendment. Again the amendment still requires them to get a permit. They still have to get a
caterer’s license so there’s all those check in points and it is inspected prior to the event to make
sure it’s set up in a safe and timely manner and all those have happened to date on the events that

they’ve had to date so with that the Planning Commission and the staff is recommending
approval of the PUD amendment. I’d be happy to answer any questions you have.
Mayor Ryan: Thank you Ms. Aanenson. Council any questions? I have a couple. Some things
never change right. So just for clarification, I know that normally we allow per business 15
applications a year and this one is 12 or 13.
Kate Aanenson: You are correct, it’s 12.
Mayor Ryan: Okay.
Kate Aanenson: And you’re right the other ones are 15 and this was capped at the discussion
that the City Council had to 12 but yes other events can go up to 15.
Mayor Ryan: Okay. And then just to confirm it’s a, the caterer holds the liquor license. It’s not
Paisley Park that’s applying.
Kate Aanenson: That’s correct. That’s correct.
Mayor Ryan: Okay.
Kate Aanenson: Yeah and…again it’s not included to be a club. It’s a museum so they’re just
under the special event permit bring in the caterer. An approved licensed caterer for that event.
Mayor Ryan: Okay. And then just two more questions just for confirmation. If something does
happen what is the process or procedure? Do they just come back to staff? Does it get reported
to staff and then come to council?
Kate Aanenson: If there are problems with it? Yeah then I think if we had ongoing problems
with that we would report that back to you that that might be something that we want to revisit.
Mayor Ryan: Okay.
Kate Aanenson: And I think that’s, I think we’ve talked to them about some of the issues. There
are representatives here tonight that you know they’re moving through that process of you know
them finding what works for them and how we can manage that in a timely and effective manner
so.
Mayor Ryan: Okay, and I know we’ve received great reports. That there have been no issues at
Paisley Park so it’s not a questioning of their ability to do that. I just wanted to clarify the
procedure.

many events they do and what the response has been.
Mayor Ryan: Perfect and the fire department is still involved with…
Kate Aanenson: Yes absolutely.

Karen White: So again just really depends on what the event. A lot of people want to do the
authentic Prince pancake and orange juice thing so that seems to be the popular thing lately.
Mayor Ryan: Great.
Karen White: But it’s just, it’s nice, it would really be nice for us if we just knew that we could
book these things and then not have deadlines to meet with you to ask for permission so for
example the Timberwolves did want to have alcohol but we didn’t, there wasn’t a meeting in
time for us to do that so it just gives us the opportunity and flexibility to you know meet our
clients needs anyway depending on what they want to do for their event.
Mayor Ryan: Great. Well you bring a lot of folks to the city so we enjoy having you in the city
and what you have to offer so thank you for all that you for our community.
Karen White: Thanks. Well thanks for your support.
Tim Finch: Thanks, look forward to working with you.
