CC WS 2019 04 08CHANHASSEN CITY COUNCIL WORK SESSION APRIL 8, 2019 Mayor Ryan called the work session to order at 5:05 p.m. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilwoman Tjornhom, Councilman McDonald, Councilman Campion, and Councilwoman Coleman STAFF PRESENT: Todd Gerhardt, Chelsea Petersen, Todd Hoffman, Sharmeen Al-Jaff, Mary Blazanin, Jill Sinclair, Andy Brotzler, and Jason Wedel SENIOR COMMISSION MEMBERS PRESENT: Barbara Nevin, Dorina Tipton, Carol Buesgens, Jerry Cerchia, Mack Titus, Bhakti Moti, Lisa Lyon and Ruth Lunde ENVIRONMENTAL COMMISSION MEMBERS PRESENT: Don Vasatka, Keith Butcher, Kristen Fulkerson, Greg Hawks, Bill Chappell and Jeff Harken PARK AND RECREATION COMMISSION MEMBERS PRESENT: Jim Boettcher, Karl Tsuchiya, Meredith Petouvis, Joseph Scanlon, Matt Kutz, Sandy Sweetser, and Haley Pemrick JOINT MEETING WITH THE SENIOR COMMISSION. After introductions Chair Barbara Nevin reviewed goals regarding volunteering, mentoring, need for additional bingo cards for the 4th of July, charity opportunities, and transportation. Jerry Cerchia discussed Carver County Triad and their work in educating the public about senior safety. Mayor Ryan asked for clarification on who coordinates the Triad presentations. Dorina Tipton discussed the Act on Alzheimers program goals and achievements in the past year. Jerry Cerchia discussed the initiative to communicate with all senior citizens in Chanhassen to help with education on available services. Mayor Ryan suggested the Senior Commission look into a new publication called Neighbors of Chanhassen who are looking for additional content. JOINT MEETING WITH THE ENVIRONMENTAL COMMISSION. After introductions Keith Butcher reviewed the list of accomplishments over the past year regarding education, activities associated with Arbor Day and trees, articles in the Chanhassen Villager and Connection, and the Environmental Commission’s focus on social media. He discussed the Environmental Commission’s biggest initiative was joining the GreenStep Cities Program associated with the League of Minnesota Cities. Mayor Ryan asked for clarification on how the GreenStep Cities program operates. Keith Butcher continued discussing programs and activities that Environmental Commissioners were involved with and goals for the 2019/20 work plan. Councilman Campion asked about the Environmental Commission’s involvement with the Carver County Recycling Center. Todd Gerhard discussed options for residents using private City Council Work Session – April 8, 2019 2 haulers for recycling. Mayor Ryan requested some form of Minutes from Environmental Commission meetings. JOINT MEETING WITH THE PARK AND RECREATION COMMISSION. After introductions Jim Boettcher reviewed the list of accomplishments for the Park and Recreation Commission including lighting of the Lake Susan ballfield, Manchester Park, and completion of the park shelter initiatives. Future goals include design of the park associated with the Galpin property, park equipment replacement program, success of the 4 big community events, and asked for guidance from council members on how the Park and Recreation Commission should proceed in the coming year. Todd Gerhardt explained that the Galpin property will be a part of the CIP discussion for development of the property and trails around Lake Ann and Lake Lucy and possible partnerships with the watershed district. Mayor Ryan challenged the commission to use the Master Park Plan when planning for development of the Galpin property other than just trails. Jim Boettcher noted that being on the Carver County Park Commission, he explained that the Three Rivers Park District plans to add single track bike trails at Carver Park and discussed future development of Bandimere Park. Mayor Ryan asked about funding priorities. Jim Boettcher discussed completion of the Arboretum trail and park equipment replacement funding as being top priorities. Mayor Ryan, realizing there were no applicants, asked about outreach to get another youth commission representative. Councilman McDonald encouraged the commission to continue with development of Bandimere Park. Councilwoman Coleman asked if there is anything new associated with recreation programs. Mayor Ryan noted that residents are asking for a recreational ice skating rink at Pioneer Park. UPDATE ON HIGHWAY 101 IMPROVEMENTS, PIONEER TRAIL TO FLYING CLOUD DRIVE, PROJECT NO. 14-08. Todd Gerhardt introduced Andy Brotzler, Acting City Engineer; Jon Horn with Kimley-Horn and Associates, the consultant on this project, and Darin Mielke, Carver County Public Works who provided an update on the status of the project design with 60 percent completed plans. Jon Horn discussed open house meetings with affected residents, a map showing roadway improvements including construction of roundabouts, construction impacts, pedestrian and bicycle facilities, construction phasing and staging during 2020-2021, sanitary sewer and watermain improvements, right-of-way and easement acquisition including the Link property, estimated cost and funding breakdown, and schedule for next steps in the process. Mayor Ryan asked about additional approvals that are needed from different agencies, the status of the Link property easement acquisition, and trail design.
