01-10-2022 City Council Regular Meeting MinutesCHANHASSEN CITY COUNCIL REGULAR MEETING MINUTES JANUARY 10, 2022 Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of Allegiance. Mayor Ryan noted due to the increasing numbers of Covid, the City Council has once again opted for a remote option via Zoom. She reviewed guidelines for the meeting. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilwoman Rehm (via Zoom), Councilman Campion (via Zoom), Councilman McDonald (via Zoom), and Councilwoman Schubert (via Zoom). COUNCIL MEMBERS ABSENT: None. STAFF PRESENT: Laurie Hokkanen, City Manager; Matt Unmacht, Assistant City Manager; Kate Aanenson, Community Development Director; Charlie Howley, Public Works Director/City Engineer; Kelly Strey, Finance Director; Jerry Ruegemer, Park and Recreation Director; Rick Rice, IT Manager; Don Johnson, Fire Chief; and Kim Meuwissen, City Clerk. PUBLIC PRESENT: None. Mayor Ryan asked the City Council if there were any modifications or additions to the agenda. After the voice vote there were no changes to the published agenda. PUBLIC ANNOUNCEMENTS: 1. Commission Vacancies Mayor Ryan invited Chanhassen residents to apply for City Commissions, noting it is a great way to get involved and impact the future of the City. There are five Commissions: Senior, Parks and Recreation, Economic Development, and Planning. Applications are available on the City website and are due by Friday, January 28, 2022. ORGANIZATIONAL ITEMS: 1. Designate Official Newspaper Councilwoman Schubert moved, Councilman McDonald seconded that the Chanhassen City Council designates the Chanhassen Villager as its official newspaper. All voted in favor and the motion carried unanimously with a vote of 5 to 0. City Council Minutes – January 10, 2022 2 2. Appoint Acting Mayor Councilman Campion moved, Councilman McDonald seconded that the Chanhassen City Council designate Haley Schubert as the Acting Mayor. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 3. Appointments to the Fire Relief Association Board of Trustees Councilman McDonald moved, Councilman Campion seconded that the Chanhassen City Council appoint Haley Schubert to the Fire Relief Association Board of Trustees. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 4. Resolution 2022-01: Approve Audit Engagement Letter for Audit of 2021 Financial Statements Councilman McDonald moved, Councilwoman Schubert seconded that the Chanhassen City Council adopt Resolution 2022-01 to approve the Audit Engagement Letter with Redpath and Company for the audit of the 2021 financial statements. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 5. Resolution 2022-02: Declaring the Official Intent to Reimburse Certain Expenditures from the Proceeds of Bonds to be Issued by the City Councilwoman Schubert moved, Councilman McDonald seconded that the Chanhassen City Council adopt Resolution 2022-02 declaring the official intent to reimburse certain expenditures from the proceeds of bonds to be issued by the City. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 6. Resolution 2022-03: Authorization of Electronic Transfer of Funds Councilman McDonald moved, Councilwoman Rehm seconded that the Chanhassen City Council adopt Resolution 2022-03 delegating authority to the City’s Finance Director to make Electronic Fund Transfers for the current year effective until the first organizational meeting in 2023. All voted in favor and the motion carried unanimously with a vote of 5 to 0. CONSENT AGENDA: Councilman McDonald moved, Councilman Campion seconded that the City Council approve the following consent agenda items pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated December 13, 2021 City Council Minutes – January 10, 2022 3 2. Receive Planning Commission Meeting Minutes Dated December 7, 2021 3. Receive Park & Recreation Commission Minutes dated November 23, 2021 4. Receive Environmental Commission Minutes dated November 10, 2021 5. Receive Economic Development Commission Minutes dated October 12, 2021 6. Approve Claims Paid January 10, 2022 7. Consider Approving Agreement for Legal Services between the City of Chanhassen and Campbell Knutson, Professional Association 8. Approve a Massage Therapy Business License for Hand and Stone Massage and Facial Spa located at 858 West 78th Street 9. Approve Updated Municipal Legislative Commission Joint Cooperative Agreement 10. Resolution 2022-04: Approve Partial Release of Land from Stone Creek Town Offices Site Plan Agreement #2004-15, Execution of the Compliance Estoppel Certificate, and Approve a Resolution Accepting Outlot B, Stone Creek Town Offices Subject to Receipt of Clear Title. 11. Resolution 2022-04: Authorize Contract for Facility Cleaning Services 12. Resolution 2022-06: Approve Sale of 670 Creekwood Drive 13. Resolution 2022-07: Accept Public Streets and Utilities Improvements in The Arbors 2nd Addition, Project No. 2018-08 14. Ordinance 682: Amend Chanhassen City Code Chapters 1, 5, and 20 Concerning Private Kennel Licensing All voted in favor and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS. None. PUBLIC HEARINGS. None. GENERAL BUSINESS 1. Ordinance 683: Amendment to Chapters 3, 4, 5, 7, 10, 11, 12, 13, 14, 16, 17, 18, 19, and 20 of the Chanhassen City Code Concerning Fees Community Development Director Aanenson shared that some of the City fees are embedded uniquely in different chapters of City Code and the action tonight would create one fee schedule for transparency. City Council Minutes – January 10, 2022 4 Councilwoman Schubert moved, Councilman McDonald seconded that the Chanhassen City Council adopt Ordinance 683 amending Chapters 3, 4, 5, 7, 10, 11, 12, 13, 14, 16, 17, 18, 19, and 20 of the Chanhassen City Code Concerning Fees. All voted in favor and the motion carried unanimously with a vote of 5 to 0. 2. Ordinance 684: Establishing the City Fees and Charges for 2022 Councilwoman Schubert moved, Councilman Campion seconded that the Chanhassen City Council adopt Ordinance 684 establishing City Fees and Charges for 2022. All voted in favor and the motion carried unanimously with a vote of 5 to 0. COUNCIL PRESENTATIONS. None. ADMINISTRATIVE PRESENTATIONS. None. CORRESPONDENCE DISCUSSION. 1. 2021 Building Permit Activity December Year to Date Councilwoman Schubert moved, Councilwoman Rehm seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
