Official, requested assistance from the City of Chanhassen to inspect damage to homes in Shoreview that resulted from the storm on Friday, May 15, 1998. Chanhassen provided one inspector on Monday. May 18, 1998 and two inspectors on Tuesday, May 19. 1998. Close to three hundred homes were damaged in the storm, some with severe damage, many others with roof damage. Over the course of the two days, we inspected over 100 homes with damage ranging om severe with complete construction necessary to minor roofing damage.,/iNot only were we able to assist a neighboring city and former fellow employee, but it also provided us an opportunity to gain experience should a disaster occur here. The system we had in place is a-result of our own emergency management plan. The speed limit sign is a regulatory sign intended to inform motorists of the statutory speed limit for a roadway. The "Blind hfeb uww.ci.chanhassen.mnus Curve"and "Children at Play"signs are advisory signs which are intended to warn motorists unfamiliar with the roadway of potential hazards. Requests are evaluated based on criteria established by both the Federal and Minnesota Manuals on Uniform Traffic Control Devices(MUTCD). Each of the signs you have requested are addressed as follows: 1. The statutory minimum speed limit in Minnesota is 30 mph on residential roadways. I will inform the Public Safety Department of the need for additional enforcement in the area to deter excessive speeding. 2. The "Children at Play"sign is no longer recognized by the MUTCD as an appropriate sign to use since studies have shown that the sign did not affect driver behavior. Additionally,this type of sign gives parents a false sense of security which may further endanger children. 3. According to the Minnesota MUTCD,curve signs are to be used only when "geometric and operating conditions show the recommended speed on the curve to be greater than 30 mph and equal to or less than the speed limit established by law...". Thus,a blind curve warning sign is not warranted in this situation. The City has found the most effective way to deal with excessive speeding through residential neighborhoods such as your own which experience little or no cut-through traffic is through a combination of enforcement and education. As noted earlier,additional enforcement in your area is being requested. I also recommend that your neighborhood homeowners'association address this issue through education of the residents in your neighborhood. I really, really think that tunnel or some sort of a bridge is critical because it is a dangerous highway and people are going to be reluctant.
