EXECUTIVE SUMMARY
The applicant is requesting site plan review approval for a one-story, 46,152 square-foot, multi-
tenant office/warehouse building. It was brought out as part of the Planning Commission public
hearing that the applicant is requesting, for one of his tenants, the use of a fabric storage Structure
for the storage of straw erosion control blankets. The applicant has revised the plans to show the
location of this structure on the site. The storage structure is required to comply with building
codes and requires a building permit. However, this type of structure does not comply with the
city's design standards and should be denied. The developer can install a shed roof structure if he
needs to cover the storage area. Outside storage is permitted, if approved by the City Council as part
of the site plan review, subject to being completely screened.
Based on the review of the revised site plan, staff recommends the addition of the following
condition: A minimum six-foot high, opaque fence shall be installed in the landscape island around
the storage area.
ACTION REQUIRED
City Council approval requires a majority of City Council present.
PLANNING COMMISSION SUMMARY
The Planning Commission held a public hearing on September 6,2005, to review the proposed
development. The Planning Commission voted 6 to 0 to approve the proposed project. The
Planning Commission minutes are item la of the September 29, 2005 City Council packet.
RECOMMENDA TION
Staff recommends adoption of the motion as specified beginning at the bottom of page 7 in the
staff report dated September 6, 2005 with the stipulation that the fabric storage structure is
prohibited.

The 3D' Gothic Style house is the \vorkhorse of our product
line. It is an ideal year-round structure featuring 1.66" 14 ga.
bows spaced 4' on center. Bows may be spaced on 6' centers

Hello Bob and Commission members,
We are residents of a small neighborhood located directly off of Galpin Boulevard in Chanhassen and would like
express our grave concerns regarding the Minger Construction proposal currently being considered. We clearly
knew that the property in question was zoned industrial, and hence forth have no issues with the office complex
proposed for the site. However, we are deeply concerned and troubled with the "access point" to this
complex being located off of Galpin. We clearly would never have imagined this being proposed, yet alone
allowed. As you know, Galpin is a road comprised of residential neighborhoods. To have this office
complex with the vehicles used by workers and trucks used for deliveries also daily use Galpin is absurd. As this
is our neighborhood, our kids bike and walk along Galpin to get to and from school, parks, games, and friends
houses. Our five, six and seven year olds also stand out on Galpin every morning to catch the school bus. The
posted speed limit of 45 MPH is already extremely dangerous, and to add additional vehicles to this road is only
greater cause for concern for those of us who live here. It would seem logical that the "access road" to this
complex be located off of Lyman, which is clearly industrial verses residential. We realize this may mean a loss of
marketable real estate, but that is rather insignificant as compared to the safety of hundreds of families living
along Galpin. Please, please consider these items as you make your review, and support our children's safety.

The site has a high elevation of 968 in the northeast comer of the lot where trees are being
preserved, an elevation of 960 at the northern property line and a low elevation of 942 at the
southern property line. The proposed finished floor elevation for the northern two-thirds of the
building is 963. The equipment bays are 10 feet lower with a proposed floor elevation of 953.
The proposed development complies with the development design standards for Chanhassen West
Business Park. Staff is recommending approval of the site plan subject to the condition of this staff
report.

BACKGROUND
On August 22, 2005, the Chanhassen City Council approved the following:
Rezoning of the property located within the Chanhassen West Business Park from
Agricultural Estate District (A-2) to Planned Unit Development (PUD) incorporating the
development design standards contained within the staff report;
Preliminary Plat for Chanhassen West Business Park, plans prepared by Schoell & Madson,
Inc., dated June 17,2005; and
Wetland Alteration Permit to fill and alter wetlands within the development, plans prepared by
Schoell & Madson, Inc., dated June 17,2005.

GENERAL SITE PLAN/ARCHITECTURE
ARCHITECTURAL COMPLIANCE
Size Portion Placement
Three entrances are located on the eastern elevation of the building. Each entry has a red metal
canopy hung over the doors. Entrances have four-inch reveals projecting the entrances out from
the building. Entrance cornices are two feet higher than the building parapet.
Material and Detail
The building consists of 12-inch and 8-inch concrete block in burnished and rock-faced texture.
Red metal canopies are hung over each of the entries. The building fa~ade incorporates window
and entry patterning along its front with four-inch reveals at the entrances. Entrance cornices are
two feet higher than the building parapet.
Color
The primary building color is hickory (brownish-grey). Accent colors include antique white on
the upper portions of building entries and pilasters and concord red (dull red) at the bottom of
entries and the base of the pilasters. Entrance canopies are regal red. Accents are provided
through the use of four areas of red-glazed block above the entrances.

Height and Roof Design
Building height is 22 feet 8 inches to the top of the parapet at the building entrances which rise
above the rest of the parapet two feet. Each entrance will also be covered by a 4-foot wide
arched, red metal canopy which clearly identifies the entryways to the building. Mechanical
equipment must be screened.
Facade transparency
The proposed building includes a building elevation that incorporates three entrances, flanked by
two sets of double windows and then a triple window combination which are bracketed by
pilasters that frame the office areas.
Site Furnishing
Community features include landscaping, lighting, preserved trees ~nd a sidewalk system out to
the public street.
Loading Areas, Refuse Area, etc.
Service yards, refuse and waste removal, other unsightly areas and truck parking/loading areas
are screened from public views by the building and buffer yard plantings.
Landscaping
Minimum requirements for landscaping include 7,046 square feet of landscaped area around the
parking lot, 14 landscape islands or peninsulas, 28 trees for the parking lot, and bufferyard
plantings along the west property lines. Applicant's proposed as compared to the requirements
for landscape area and parking lot trees is shown in the following table.

WETLANDS
All wetland impacts should be mitigated in accordance with the Wetland Alteration Permit for
Chanhassen West Business Park.
All wetlands and proposed mitigation areas should maintain a 16.5 - 20-foot buffer strip around
the perimeter of the wetlands. Wetland buffer areas should be preserved, surveyed and staked in
accordance with the City's wetland ordinance. The applicant should install wetland buffer edge
signs, under the direction of City staff, before construction begins and must pay the City $20 per
sign. All structures (including parking lots) should maintain a 40-foot setback from the edge of the
wetland buffer.
GRADING. DRAINAGE AND EROSION CONTROL
The site will be mass-graded with the developer-installed improvements. After reviewing the
detailed grading plan submitted with the site plans, staff recommends that the swale in the
southwest comer of the site be filled in to reduce the height of or eliminate the need for the

retaining wall on the west side of the site. Retaining walls that exceed four feet in height must be
designed by an Engineer registered in the State of Minnesota and require a building permit.
Grade changes in this area will likely slightly change the storm sewer layout behind the building.
Based on grade changes on Lot 4, the developer's engineer may wish to reroute the storm sewer
extending from the low area on the southwest comer of Lot 5 (north of the Minger site) to
connect to the storm sewer behind the Minger building.
The grading plan must be revised to show that disturbed areas are restored to at least a 3:1 grade.
Due to the design of tractor-trailer loading docks, staff realizes that the paved surface grade will
exceed 5% in some locations adjacent to the building. Pipe bollards must be installed around
these locations.
Erosion Control
Silt fence should be installed ~long the west property edge behind retaining wall near flared end
section to minimize sediment erosion. Silt fence should be installed outside of wetland buffer
edges. The contractor should use a Wimco or similar catch basin erosion control BMP. All
erosion control measures should be installed and maintained in accordance with City, Carver
County Water Resource Management Area and MPCA permit requirements. The contractor should
inspect daily all erosion control measures and perform maintenance on BMPs as needed or required.
All exposed soil areas should have temporary erosion protection or permanent cover year round,
according to the following table of slopes and time frames:

These areas include constructed storm water management pond side slopes, and any exposed soil
areas with a positive slope to a storm water conveyance system, such as a curb and gutter system,
storm sewer inlet, temporary or permanent drainage ditch or other natural or man made systems
that discharge to a surface water.
The storm water pond on Outlot A should be constructed prior to or concurrent with the
development of this site. All storm sewer infrastructure between this site and the outlet into the
storm water pond on Outlot A shall be installed prior to or concurrent with this development.
This development is in the Carver County Watershed Management Area in which Paul Moline
and Carver County Planning and Zoning is the Watershed Authority. The plan should be
submitted to them for review and comment regarding the County Water Rules. The development
will be subjected to the filtration requirement and this plan does not reflect any filtration
location. It is unknown if the filtration requirement will be satisfied on other portions of the site.
A NPDES permit will be needed for the site and a completed SWPPP is needed for the site and
should be available at the preconstruction meeting and on site during construction.

SITE CIRCULATION
The main drive aisle through the site will be a private street since it serves multiple lots. As
such, the road must be a minimum of 26 feet wide, built to a 9-ton design, and enclosed within a
40-foot wide private easement. A cross-access easement must be obtained and recorded before
building permit issuance. The developer must submit testing reports verifying that the driveway
is built to a 9-ton design.
The proposed site plan generally provides good circulation for passenger vehicle and tractor-
trailer unit circulation. To better channel traffic, staff recommends that the access for Lot 5 (the
property to the north) align with the access to the Minger site. The eastern curb radius of this
access to Lot 5 must be adjusted to accommodate the turning radius of a small delivery truck.
Tractor trailer turning movements to Lots 4 and 5 for deli very purposes will be to the west of the
above-mentioned access. The proposed pavement configuration west of the building will
accommodate the tractor-trailer turning radius.
A sidewalk connection to the public street must be constructed. The sidewalk shall be installed
on the west side of the eastern site access and on the south side of the private drive.
UTILITIES
Public watermain and sanitary sewer will be installed within the shared driveway between Lots 4
and 5. The remaining utilities on the site will be privately owned and maintained, including the
storm sewer and the looped watermain.
LIGHTING/SIGNAGE
The applicant is proposing lighting of the site through the use of wall-pack type light fixtures
attached to the building. The lighting must be shielded to prevent off-site glare. Site lighting is
required to be directed to the interior of individual lots. Lighting shall be high pressure sodium.

Code requirements and would require a separate sign permit application.

Plan Planning Case #05-27, for a 46,152 square-foot office warehouse building, plans prepared
by Schoell and Madson, Inc., dated August 5, 2005, revised September 12, 2005, subject to the
following conditions:
1. The applicant shall enter into a site plan agreement with the City and provide the necessary
security to guarantee erosion control, site restoration and landscaping.
2. The building is required to have an automatic fire extinguishing system.
3. The plans must be prepared and signed by design professionals licensed in the State of
Minnesota.
4. PlY is required on the building water service.
5. No burning permits will be issued for trees tQ be removed. Trees and shrubs must either be
removed from site or chipped.
6. Fire apparatus access road and water supply for fire protection is required to be installed.
Such protection shall be installed and made serviceable prior to and during the time of
construction except when approved alternate methods of protection are provided.
7. A fire apparatus access road shall be designed and maintained to support the imposed load of
fire apparatus and shall be serviced so as to provide all weather driving capabilities. Pursuant
to Minnesota Fire Code Section 503.2.3.
8. Temporary street signs shall be installed on street intersections once construction of the new
roadway allows passage of vehicles. Pursuant to 2002 Minnesota Fire code Section 501.4.
9. A lO-foot clear space must be maintained around fire hydrants, i.e., street lamps, trees,
shrubs, bushes, Xcel Energy, Qwest, cable TV and transformer boxes. This is to ensure that
fire hydrants can be quickly located and safely operated by firefighters. Pursuant to
Chanhassen City Ordinance #9-1.
10. An additional fire hydrant will be required in the island off the northeast corner of the
building. Contact Chanhassen Fire Marshal for exact location.
11. Comply with Chanhassen Fire DepartmentfFire Prevention Policy #29-1991 regarding
premise identification.
12. Revise the lighting plan to incorporate shielded light fixtures. Lighting shall be high-
pressure sodium.
13. Space for recycling shall be provided in the interior of all principal structures or within an
enclosure for each lot developed in the Business Park.

14. All wetland impacts shall be mitigated in accordance with the Wetland Alteration Permit for
Chanhassen West Business Park.
15. All wetlands and proposed mitigation areas shall maintain a 16.5 - 20-foot buffer strip
around the perimeter of the wetlands.
16. Wetland buffer areas shall be preserved, surveyed and staked in accordance with the City's
wetland ordinance.
17. The applicant shall install wetland buffer edge signs, under the direction of City staff, before
construction begins and must pay the City $20 per sign.
18. All structures (including parking lots) shall maintain a 40-foot setback from the edge of the
wetland buffer.
1~. Silt fence shall be installed along west property edge b~hind retaining wall near flared end
section to minimize sediment erosion.
20. Silt fence shall be installed outside of wetland buffer edges.
21. The contractor shall use a Wimco or similar catch basin erosion control BMP.
22. All exposed soil areas shall have temporary erosion protection or permanent cover year
round, according to the following table of slopes and time frames:

These areas include constructed storm water management pond side slopes, and any exposed
soil areas with a positive slope to a storm water conveyance system, such as a curb and gutter
system, storm sewer inlet, temporary or permanent drainage ditch or other natural or man
made systems that discharge to a surface water.
23. All erosion control measures shall be installed and maintained in accordance with City, Carver
County Water Resource Management Area and MPCA permit requirements.
24. A NPDES permit will be needed for the site and a completed SWPPP is needed for the site
and should be available at the preconstruction meeting and on site during construction.
25. The contractor shall inspect daily all erosion control measures and perform maintenance on
BMPs as needed or required.

26. The storm water pond on Outlot A shall be constructed prior to or concurrent with the
development of this site. All storm sewer infrastructure between this site and the outlet into the
storm water pond on Outlot A shall be installed prior to or concurrent with this development.
27. The applicant shall increase the number of trees and islands/peninsulas in the parking lot to
meet minimum landscape requirements.
28. Tree protection fencing shall be installed at the grading limits prior to any construction and
remain until construction is completed.
29. The applicant shall locate additional landscaping at the southern end of the property. Native
species shall be used.
30. The existing swale west of the parking lot shall be filled in to eliminate or reduce the height
of the proposed retaining wall.
31. Retaining walls that exceed four feet in height must be designed by an Engineer registered in
the State of Minnesota and require a building permit.
32. If feasible, the proposed storm sewer west of the parking area shall be eliminated and
rerouted to the storm sewer system to the east.
33. Disturbed areas must be restored to a minimum 3:1 grade.
34. Pipe bollards must be installed around all locations where the pavement grade exceeds 5%.
35. The eastern access to Lot 4 must align with the eastern access to Lot 5. The radius of the
access to Lot 4 must accommodate the turning movement for a small deli very truck.
36. The grey line type shown in the legend should be labeled "by others", not "existing".
37. Verify that the storm sewer on the west side of Lot 4 will be constructed with the site plan
improvements for Lot 5 or adjust the line type accordingly.
38. The main drive aisle through the site will be a private street since it serves multiple lots. As
such, the road must be a minimum of 26 feet wide, built to a 9-ton design, and enclosed
within a 40-foot wide private easement. A cross-access easement must be obtained and
recorded before building permit issuance. The developer must submit testing reports
verifying that the driveway is built to a 9-ton design.
39. A sidewalk connection to the public street must be constructed. The sidewalk shall be
installed on the west side of the eastern site access and on the south side of the private drive.
The sidewalk shall include pedestrian ramps at all curbs.
40. A minimum six-foot high, opaque fence shall be included in the landscape island
around the storage area."

Application of Minger Construction for Site Plan Review for a 46,152 square-foot, one-story
office/warehouse building - Planning Case No. 05-27.
On September 6,2005, the Chanhassen Planning Commission met at its regularly
scheduled meeting to consider the application of Minger Construction for a site plan review for
the property located at Lot 4, Block 2, Chanhassen West Business Park. The Planning
Commission conducted a public hearing on the proposed site plan which was preceded by
published and mailed notice. The Planning Commission heard testimony from all interested
persons wishing to speak and now makes the following:
FINDINGS OF FACT
1. The property is currently zoned Planned Unit Development, PUD.
2. The property is guided by the Land Use Plan for Office/Industrial uses.
3. The legal description of the property is: Lot 4, Block 2, Chanhassen West Business Park.
4. Section 20-110: Requires that the proposed development:
(1) Is consistent with the elements and objectives of the City's development guides, including
the comprehensive plan, official road mapping, and other plans that may be adopted;
(2) Is consistent with Chapter 20, Article IT, Division 6 of the Chanhassen City Code;
(3) Preserves the site in its natural state to the extent practicable by minimizing tree and soil
removal and designing grade changes to be in keeping with the general appearance of the
neighboring developed or developing areas;
(4) Creates a harmonious relationship of building and open space with natural site features
and with existing and future buildings having a visual relationship to the development;
(5) Creates a functional and harmonious design for structures and site features, with special
attention to the following:
a. An internal sense of order for the buildings and use on the site and provision of a
desirable environment for occupants, visitors and general community;

b. The amount and location of open space and landscaping;
c. Materials, textures, colors and details of construction as an expression of the
design concept and the compatibility of the same with adjacent and neighboring
structures and uses; and
d. Vehicular and pedestrian circulation, including walkways, interior drives and
parking in terms of location and number of access points to the public streets,
width of interior drives and access points, general interior circulation, separation
of pedestrian and vehicular traffic and arrangement and amount of parking.
(6) Protects adjacent and neighboring properties through reasonable provision for surface
water drainage, sound and sight buffers, preservation of views, light and air and those
aspects of design not adequately covered by other regulations which may have substantial
effects on neighboring land uses.

incorporated herein.
RECOMMENDA TION
The Planning Commission recommends that the City Council approve the site plan
reVIew.

Request for a site plan review for an office/warehouse building on
Property located at Lot 4, Block 1 Chanhassen West Business Park.
Applicant Minger Construction
Planning Case: 05-27
I have reviewed the site plan for the above project. In order to comply with the
Chanhassen Fire Department/Fire Prevention Division, I have the following fire code or
city ordinance/policy requirements. The site plan is based on the available information
submitted at this time. If additional plans or changes are submitted, the appropriate code
or policy items will be addressed.
1. No burning permits will be issued for trees to be removed. Trees and shrubs
must either be removed from site or chipped.
2. Fire apparatus access road and water supply for fire protection is required to be
installed. Such protection shall be installed and made serviceable prior to and
during the time of construction except when approved alternate methods of
protection are provided.
3. A fire apparatus access road shall be designed and maintained to support the
imposed load of fire apparatus and shall be serviced so as to'provide all weather
driving capabilities. Pursuant to Minnesota Fire Code Section 503.2.3.
4. Temporary street signs shall be installed on street intersections once
construction of the new roadway allows passage of vehicles. Pursuant to 2002
Minnesota Fire code Section 501.4.
5. A IO-foot clear space must be maintained around fire hydrants, i.e., street lamps,
trees, shrubs, bushes, Xcel Energy, Qwest, cable TV and transformer boxes.
This is to ensure that fire hydrants can be quickly located and safely operated by
firefighters. Fursuant to Chanhassen City Ordinance #9-1.

6. An additional fire hydrant will be required in the island offthe northeast comer
of the building. Contact Chanhassen Fire Marshal for exact location.
7. Comply with Chanhassen Fire Department/Fire Prevention Policy #29-
1991 regarding premise identification. Copy enclosed.

General
Numbers or addresses shall be placed on all new and existing buildings in such a position
as to be plainly visible and legible from the street or road fronting the property. Said
numbers shall contrast with their background. Size and location of numbers shall be
approved by_ one of the following - Fire Marshal, Fire Inspector, Building Official,
Building Inspector.
Requirements are for new construction and existing buildings where no address numbers
are posted.
Other Reqllirement~ - C'weneral
1. Numbers shall be a contrasting color from the background.

2. Numbers shall not be in script.
3. If a structure is not visible from the street, additional numbers are
required at the driveway entrance. Size and location must be
approved.
4. Numbers on mail box at driveway entrance may be a minimum of 4".
However, requirement #3 must still be met.
5. Administrative authority may require additional numbers if deemed
necessary.

2. Building permits will not be finaled unless numbers are posted and
approved by the Building Department.
