Liberty on Bluff Creek - Planning Case No. 05-11
Liberty on Bluff Creek was tabled at the August 8, 2005 City Council meeting.
The purpose of tabling this item was twofold: first, to discuss the potential loss of
industrial development~ and second, to have the developer make changes to the
plat and the appearance of the units. At the September 12, 2005 City Council
meeting, the potential loss of industrial land was discussed.
Following is a summary of the changes made since the applicant first met with
City staff over two years ago. Kevin Clark of Town and County Homes will be
at the City Council meeting to go through the changes in more detail.
Site Plan Changes
Site layout . There are no garage doors facing Audubon Road or the
main collector
. Internal mix of all housing types - the plat has been
modified to further integrate a mix of units in all areas of
the project
Number of units PUD Concept was 540 units. Current proposal is 444, or 96
fewer units.
Unit mix Originally there was a higher use of the "Chateau" product,
(176) This is the only back-to-back product. There is a
more balanced distribution of the housing types:
- Premier 62
- Majestic 146
. Chateau 120
-Regency 116
Collector Road Since the concept was submitted, the collector road final
design was determined. The road now takes additional
right-of-way from the eastern property line. The project has
been redesigned to match the road.
Amenities The original plan includes a swimming pool. A tot lot has
been added to the north side of the development, as well as
benches and additional landscape features
Grading The southeast corner of the site contained a 20-foot
retaining wall. The wall has been eliminated and the
grading plan revised.

Driveway length Driveways on some of the units were shown at 10 feet; they were revised
to 20 feet. This change eliminated units to accommodate the space.
Include 2.5-acre lot The JohnsonlJeurissen property was included in the development. A
separate driveway on Audubon was eliminated adding continuity to the
development.
Crosswalks Access to the association pool is provided through the main intersection
with pavers added to highlight the intersection crosswalks. Additional
sidewalks were added from the internal public street north of the pool.
Housing styles
Style There are four different housing types, two of which are new for
Town and County and have not yet been built in the City
(Regency and Majestic). The styles have been modified several
times since the first review. Modifications include additional
architectural detail, different colors and building material.
Colors Since the first level of review, staff has requested revision to the
colors. The developers have hired a color consultant and are
proposing all new colors on all the products. The deeper, richer
colors will provide a more upscale look. As stated in the design
standards of the staff report, all the housing types will provide a
variety of colors and material. There will not be similar units in
color or material next to each other.
Masonry Besides brick and split face block, the developer has added other
masonry material including stone. Again, no color or material
will be adiacent to each other.
Staff believes that this development cannot be compared to other Town and Country
developments because the City's multifamily design standards exceed their typical project.
The color and material changes will be presented at the meeting. Attached are the changes to the
site plan.
