BACKGROUND
The City of Chanhassen is a part of the Consolidated Pool for 1998-99 allocation
for CDBG funding. Because the city's allocation was under $50,000, we have to
compete with twenty-eight other communities for funding. This is the second
year Hennepin County has established the pool. This is the first year Chanhassen
has been in the pool.
If this city's project is selected for allocation, staff is recommending that the
money be used for housing rehabilitation (Rental and Supportive Housing),
which is the rehabilitation of existing units for low income housing (less than 50
percent of median income). Attached is a list ofHUD estimated of 1998 median
Income.
ANAL YSIS
As you are aware, CDBG dollars have national objectives that each activity must
meet including:

Hennepin County has given the following priorities that should be used as a guide
for the use of CDBG funds. These priorities include:

Housing
Rental and Supportive Housing: planning, site acquisition, related infrastructure
for development of new units and rehabilitation of existing units for low-income
households (less than 50 percent of median income).
Home Ownership: planning, site acquisition, related infrastructures, down
payment assistance for low-income, first-time home buyers, and rehabilitation of
existing units occupied bY low-income households.
Community Development
Neighborhood redevelopment/revitalization, senior centers, removal of
architectU'ral barriers/ADA compliance, lead-based paint abatement and planning
activities to address community revitalization needs.
Public Services
Services to senior citizens, disabled persons and youth, child care assistance and
transportation services.
The Senior Center remodeling will meet the Community Development and Public
Services priorities of the county. In addition, the allocation will benefit low and
moderate income persons.
RECOMMENDATION
Attached is a resolution for the Council's consideration that approves the submittal

Below are the current Section 8 income limits for low-income (80% of median) and very low income (50% of median)
households. In addition, income for households at 60% and 30% of median income are provided. These income limits are
based on HOD estimates of 1998 median household income. U.S. median family income increased to $45,300. Minneapolis!
St.Paul MSA median income increased from $57,300 to $60,800. U.S. median family income is used as a cap in calculating
income for households at 80% of median income.
These income limits must be used in calculating household income eligibility for all HOD funded activities that need to
document low/moderate income benefit. These income limits are effective until further notice.

Sample Resolution
The 1998 Urban Hennepin County CDBG Program allocation is $3.462 million. This is approximately 3.6
percent less then the 1997 grant. Recaptured 1995 CDBG funds totaling $24,234 have been added to the
community planning allocations. All cities that had funds recaptured have been notified.
CONSOLIDATED POOL
This is the second program year under the 1997-99 Joint Cooperation Agreement. Under the agreement,
planning allocations to communities that would receive $50,000 or less have been placed into a Consolidated
Pool. In accordance with this agreement, a total of$378,300 in CDBG funding has been made available for
Consolidated Pool communities. Twenty-eight communities are included in the Pool and are identified on the
enclosed map.
SELECTION COMMITTEE
A selection committee, comprised of nine representatives from Consolidated Pool cities, has been created to assist
with the 1998 application process. The committee will review applications and prepare funding recommendations
to the Hennepin County Board of Commissioners.

APPLICATION PROCESS
All applications must meet HUD eligibility criteria and must be consistent with the endorsed Hennepin County
housing and community development priorities. The selection committee has established review criteria, by
which all applications will be ranked. A copy of these criteria is attached. Communities are encouraged to review
these criteria carefully in preparing their applications.
The following procedures have been established by the selection committee to simplify the application process:
1. Single-family residential rehabilitation has a set-aside of $90,000. This figure equals the annual average
amount programmed for rehabilitation by the 28 Consolidated Pool cities over the last three years. This
amount will be available to assist households in any of the Consolidated Pool communities on a fIrst-come,
first-serve basis. Only households living in the Consolidated Pool area will be eligible for these set-aside
rehabilitation funds. If a city wishes to target rehabilitation funding as part of a neighborhood revitalization
effort, they may apply for separate funding.
2. Public services and public service organizations will be applying directly to the Consolidated Pool
selection committee for CDBG funding. A public service set-aside of $75,000 has been established.
Eligible public services include services to senior citizens, disabled persons and youth, child care assistance
and transportation services. Only nonprofit agencies providing eligible services to residents living in the
Consolidated Pool are eligible to apply for these public services funds.
3. The balance of funds, $213,300, will be available for CDBG projects initiated by individual cities or
clusters of cities. Only those 28 communities which comprise the Consolidated Pool are eligible to
compete for these funds. The minimum project cost is $25,000. Individual communities may submit
up to three project applications, but the accompanying resolution must indicate council-assigned
priority.
4. Communities are strongly encouraged to develop joint initiatives to address mutual needs by
consolidating their resources into cluster projects. This is particularly true where several communities
may join together on affordable housing initiatives.
CONSOLIDATED PLANNING
This is the fourth year the CDBG Program is being developed under the Consolidated Plan process. HUD
instituted this process as a replacement for the independent planning and submission for the CDBG, HOME,
Emergency Shelter Grant (ESG) Programs and the Comprehensive Housing Affordability Strategy (CHAS). The
Plan is intended to guide communities in the preparation of a comprehensive vision of housing and community
development.
Using a separate solicitation process, the county is currently requesting proposals for the use of $2.453 million
in HOME funds and $137,000 in ESG funds. All cities received a separate notification for the HOME Program.

COUNTYWIDE HOUSING AND COMMUNITY DEVELOPMENT PRIORITIES
Below is a summary of the countywide priorities identified in the Consolidated Plan. The priorities were
developed using the results of the 1995 survey of participating communities (surveys were received from 26
cities, representing more than 85 percent of the urban county population), 1990 housing and demographic data
and comments from housing providers and advocates. A detailed list of priorities by type of activity is enclosed.
The countywide priorities should be used as a guide when you consider the use of CDBG funds to address local
needs. The county will consider the relationship of proposed projects to countywide priorities in the evaluation
of projects for CDBG funding. If you propose to use CDBG funds for a project that does not have a high
countywide priority, you must clearly demonstrate why the project has a higher priority in your community.
HOUSING

Homeownership: planning, site acquisition, related infrastructures, downpayment assistance for low-income, first-
time homebuyers and rehabilitation of existing units occupied by low-income households.
COMMUNITY DEVELOPMENT
Neighborhood redevelopment/revitalization, senior centers, removal of architectural barriers/ADA compliance,
lead-based paint abatement and planning activities to address housing and community revitalization needs.
General planning activities and the removal of architectural barriers will be considered a low CDBG
fundine: orioritv, unless the activity is directly related to an otherwise eligible housing and/or
community development activity. The purpose of this change, which began with the 1997 program,
is to focus funding on activities consistent with CDBG priorities.
LOWIMODERATE-INCOME BENEFIT
Seventy percent of the CDBG funds must be utilized for activities benefiting very low and low-income residents.
Hun allows Urban Hennepin County CDBG funds to be used for eligible area benefit activities in census tracts
where the percent of low and moderate-income persons are 37 percent or more. This is an exception to the
requirement that a majority of persons in an area must be low and moderate-income. Maps have been provided
to communities with qualifying census tract block groups. Please contact your CDBG representative if you need
a map or have a question about eligible low and moderate-income benefit activities.
AFFORDABLE HOUSING
As identified in the Consolidated Plan and other studies, there is a significant need in suburban Hennepin County
for affordable low-income households. Affordable housing, appropriate to the needs of different types of
households, has been identified as a high priority for the use of HUD resources in the Consolidated Plan.
Activities are encouraged that will develop or improve housing for low-income households, assist persons who
are homeless or at risk of becoming homeless, persons with disabilities, families with children and the elderly.
The CnBG Program is an important resource to assist communities in addressing the critical need for affordable
housing.
AFFIRMATIVELY FURTHER FAm HOUSING
As recipients of HUD funds, Hennepin County and each subrecipient community has agreed to affirmatively
further fair housing. HUD has initiated measures encouraging recipients to become more pro-active in addressing
conditions that create impediments to fair housing choice. As a potential condition to receiving future funds, HUD
expects recipients to undertake specific activities that will serve to further fair housing choice.
In 1997, Hennepin County allocated $30,000 of its administrative budget from the CDBG and HOME Programs
for fair housing services including; fair housing choice outreach, counseling and referral services, training and
education programs and enforcement of fair housing laws and ordinances. It is anticipated that a similar amount
will be allocated from the 1998 program administrative funds.
SUBMISSION REQUIREMENTS
COUNCIL ACTION
Prior to March 13, 1998, each community wishing to apply for Consolidated Pool funding must pass a council
resolution on the proposed use of CDBG funds. A sample resolution is enclosed. The resolution includes
language authorizing the signature of 1998 subrecipient and third party agreements. A public hearing is not
required if a community is submitting an application for CDBG Consolidated Pool funding.
PROJECT PROPOSALS .
1. A completed Consolidated Pool application must be completed for each project. The application and
corresponding council resolution must be submitted to this office by March 13, 1998.
2. Hennepin County staff will review each application for completeness and to determine CDBG eligibility,
program benefit and the relationship to countywide priorities. If information is missing, of it there are other
difficulties, staffwill contact you and assist with revisions.
3. Completed applications will be reviewed by the selection committee against the county's priority needs and
Consolidated Pool applications review criteria.
4. Upon ranking the applications, the committee will prepare and submit a funding recommendation to the
Hennepin County Board of Commissioners.

Definina Need Levels:
The level of need is defined as follows:
Hiah priority: Funding for these activities will be heavily pursued during the five-year period.
Medium priority: If funds are available, activities to address this need may be funded by the city dUI
the five-year period.
Low priority: The city will not fund activities to address this need during the five-year period.
No such need: The city finds there is no need or that this need has already been sub stant
addressed.

CnBG ELIGIBLE ACTIVITIES
Federal statutes and regulations determine what activities are eligible under the CDBG Program. Generally,
three steps are involved in determining if CDBG funds may be used to assist a proposed activity.
1. Determine if the proposed activity meets one of the following national objectives of the program:
Benefiting low and-moderate (L/M) income persons,
Prevention or elimination of slums or blight; or
Meeting a particularly urgent community development need.
2. Determine if the activity is included within the listing of eligible activities in the CDBG regulations,
as modified by statutory amendments. A general list of eligible activity categories follows:

Review Criteria for 1998 Applications
To assure that projects meet CDBG eligibility, program benefit and other requirements, all applications will first
be reviewed by Hennepin County staff. The selection committee will then utilize the following criteria as a guide
in reviewing applications and in formulating funding recommendations to the Hennepin County Board of
Commissioners.
