The feasibility ~eport for this project was received by the City Council at their
regular meeting on March 23, 1998. A public hearing was also held at that time.
At the public hearing there were no relevant questions or concerns which required
further investigation at that time; however, since a four-fifths vote of the City
Council is required, no action was taken at the March 23 meeting.
Staff recommends that the City Council formally approve the feasibility report
dated March 15, 1998 for the Lake Lucy Road Improvement Project No. 98-1 and
authorize the project consultant engineer, RCM Associates, Inc., to prepare the
project plans and specifications.

Preparation of Plans and Specifications - Project No. 98-1
This is the public hearing on"l:he feasibility study for the Lake Lucy Road Improvement Project No.
98-1. This proposed improvement project is being initiated by the City in an effort to complete the
Municipal State Aid route. With this improvement project, the existing 350-foot uncompleted
segment of Lake Lucy Road between the Woodridge Heights and Brenden Pond developments will
be construct,cd. The primary project elements consist of roadway, trail and .storm sewer
construction. Also included are street lighting and landscaping improvements which will match the
established patterns in the Woodridge Heights and Brenden Pond developments.
The feasibility report includes a detailed cost estimate, proposed preliminary assessment schedule,
and construction schedule. The total project cost is estimated to be $119,000. TIns project is
proposed to be financed by a combination of special assessments to the benefiting property,
Brenden Pond 31'11 Addition, Municipal State Aid street funding, and storm water management
(SWMP) funding. TIns project is considered feasible from botl1 an engineering and financial
standpoint.
As required by law, notification was made to tl1e property owner proposed for special assessments
and publication has been made in tl1e Villager newspaper. The sole property owner proposed to be
assessed for tl1is project is tl1e developer of Brenden Pond 31'11 Addition, Gestach-Paulson
Construction. A copy of tl1e draft feasibility study has been provided to Mr. Gestach and Mr.
Paulson for comment. The project engineer, Mr. Michael Foertsch of RCM (Rieke, Carroll, Muller
Associates, Inc.), will be present at tl1e public hearing to provide a presentation of t11is feasibility
report and respond to any pertinent questions which may arise. At tl1e close of the public hearing if
there are no relevant questions or concerns which would require furtl1er investigation, it is
recommended that the City Council formally approve the feasibility report dated March 16, 1998
for the Lake Lucy Road Improvement Project No. 98-1 and authorize tl1e project consultant
engineer, RCM Associates, Inc., to prepare tl1e project plans and specifications.

LAKE LUCY ROAD IMPROVEMENT PROJECT NO. 98-1
NOTICE IS HEREBY GIVEN that the Chanhassen City Council will meet in the City
Hall Council Chambers located at 690 City Center Drive on Monday, March 23, 1998 at 6:30
p.m. for a public hearing on the Lake Lucy Road Improvement Project No. 98-1. This project
deals with the construction of the final segment of Lake Lucy Road (between the Woodridge
Heights and Brenden Pond developments) to an urban roadway section with concrete curb and
gutter, storm drainage facilities, and trails. Said improvements are proposed to take place within
Section 3 of the city and are proposed to be financed by a combination of municipal state aid
street funds, stormwater management funds, and special assessments. The total project cost of
said improvements is estimated to be approximately $119,000.00.
All interested persons may appear and be heard at said time and place.

INTRODUcnON
The Feasibility Report has been prepared and is submitted in accordance with an agreement between the City of
Chanhassen and Rieke Carroll Muller Associates, Inc. (RCM). The report was authorized by the Chanhassen City
Council at its regular meeting February 2, 1998.
The report outlines the project scope for completing street, storm sewer and trail improvements in Lake Lucy
Road between the Brenden Pond and Woodridge Heights subdivisions (see Figure 1). An estimate of project costs
has also been included in this report.

EXISTING CONDITIONS
Lake Lucy Road between Trunk Highway 41 and Galpin Boulevard is part of the Municipal State Aid Street
system (MSA) in the City of Chanhassen. The majority of this roadway has already been constructed. A portion
of the roadway was completed in 1996 as part of the Brenden Pond, Phase I development. Another segment was
completed in 1997 with the Woodridge Heights development. Storm sewer improvements and a bituminous trail
were installed in conjunction with the roadway improvements for each development. At present, a 350-foot gap
exists between the two segments of roadway (see Figure 1). With development pending for another phase of
Brenden Pond, construction of this missing segment of roadway is imperative.
The City's Surface Water Management Plan, dated November 1994, identified the need for storm sewer piping
and water quality ponding in this area. While most of the ponding requirements have been met by development
of the Woodridge Heights subdivision, additional ponding is necessary to protect mitigated wetlands created by
the same subdivision. As part of the same subdivision, a short segment of storm sewer pipe was installed to
convey stormwater runoff across the proposed alignment of Lake Lucy Road.
Sanitary sewer and watermain facilities have already been constructed through this uncompleted roadway
segment.
PROPOSED IMPROVEMENTS
Proposed improvements for this uncompleted segment of Lake Lucy Road include placement of roadway
materials at widths and thiclmesses which match those of the adjacent segments (see Figure 2). An 8-foot wide
bituminous trail is proposed for the north side of the street and will also match the trail locations of adjacent
segments. The proposed .roadway alignment meets State Aid design criteria and it effectively connects the
segments already constructed (see Figure 3).
Stonn sewer improvements will be constructed to meet State Aid requirements for a IO-year frequency rainfall
event. An existing culvert near the common boundary of the Brenden Pond and Woodridge Heights developments
will be extended to meet piping requirements indicated in the City's Surface Water Management Plan. A small
water quality pond will be constructed to treat stormwater runoff and to protect nearby wetlands.

· A portion of the roadway will incorporate a 4-inch diameter drain tile on each side of the street beneath the curb
and gutter. The drain tile will convey subsurface water which accumulates in the granular subbase into proposed
storm sewer improvements.
Street lighting and landscaping improvements which match established patterns will be incorporated into the
project.
A portion of the road right-of-way bas been dedicated with the platting ofWoodridge Heights. The remainder
of the road right-of-way and necessary drainage easements will be dedicated through platting of Brenden Pond,
3rd Addition.
ALTERNATE ALIGNMENTS
Alternate alignments were not considered for this report, as the proposed alignment is fixed by existing
improvements on both ends of the project.
POTENTIAL WORK SCOPE ADDITION
Depending on fmal platting of Brenden Pond 3rd Addition, an additional sanitary sewer and water service may
need to be added to this project. The cost associated with this work would be 100% assessable.

A portion of the project costs are considered to be of benefit and assessable to the developer of Brenden Pond,
3rd Addition. The proposed assessments are based upon a front footage cost consistent with the previous Lake
Lucy Road (phase I) project 92-12 with a construction cost index (CCI) factor added. Municipal State Aid Street
funds and Surface Water Management funds will be used to finance the remaining project costs. The following

CONCLUSIONS AND RECOMMENDATIONS
1. The project is feasible from an engineering and a financial standpoint.
2. The project is necessary to complete a vital link in the overall transportation plan for the City of
Chanhassen. It also addresses the need for storm sewer and ponding improvements identified in the City's
Surface Water Management Plan.
3. The City of Chanhassen is obligated to complete the roadway in order to comply with Municipal State
Aid requirements.
4. Construction of recommended improvements in 1998 will closely coincide with housing construction in
the area, resulting in minimal disruption to the neighborhood.
5. Sanitary sewer and watermain improvements are not needed for the project, as these improvements have
already been installed.

Dear Anita & Charles,
This letter is to summarize what was discussed in our confrence call late Thursday afternoon,
March 5, 1998.
Both Leland Paulson & myself do not want either the Lake Lucy Road ex1ension or the Brenden
Pond 3rd Addition to proceed without first resolving the important issue of wetland borders on our
property as delineated by Svoboda Ecological Resources.
We contracted with Frank Svoboda because he & his firm are recognized as experienced,
knowledgable & respected professionals in their field, also very capable of delineating wetland
borders as per regulations govern. We submitted Svoboda's report dated June 20, 1997 and
received a response from Phillip A. Elkin, Water Resources Coordinator dated March 3, 1998
rejecting the same Svoboda Ecological Research report on their testing. We have contacted
Frank regarding the situation and faxed a copy of Philip's letter to him, so he can persue this
difference of opinion and resolve it in a timely matter.
As you know, there are severe financial concequences on the use of the land in which it can be
used and as I have stated (as a horse person) we want to put "the horse in front of the cart". on
this issue.
We regret any inconveniences that this delay may cause your work in this area, and hope that
the problem can be resolved soon, as we hate to waste anybody's valuable time.
