You were notified of corrections for a final inspection before occupancy will be allowed. 1. A zone map must be provided for the fire alarm system with silencing and reset instructions. The zone map shall be placed at the main panel and at the annunciator panel locations. Chanhassen Fire Department/Fire Prevention Policy #01-1990. 2. The ground fault problem with the horn!strobe circuit as identified by the Simplex technician must be fixed prior to the final. 3. The sprinkler and fire alarm system monitoring must have UL 72 Certification. All signals going to the central station must be tested and witnessed by the Fire Marshal. The hydrant along the east side of the building in the hill must either be moved up or have the dirt dug out around it so that a wrench can properly open the connections on the hydrant. That's the third record breaking month in a row. Building inspectors accompanied the fire inspector and/or the fire marshal on fire inspections in four buildings in February: 8335 Commerce Drive, Power Systems 18410 West 77th St., Ver-Sa-Til 8020 Park Place, Mail Source 1500 Park Road, PMT The building inspector responsible for the building while it was under construction goes along with the fire inspector. Their familiarity with the building is helpful in determining if any changes have been made. Three of the four buildings had blocked exits; a problem that will be addressed by the Fire Protection Division. One planning inspection were made in February on Pontiac Circle as a result of a complaint. No action was necessary. Planning inspections are most typically sign inspections and setbacks. No engineering inspections, other than erosion control, were done in February. Inspectors typically notify the Engineering Department of all damaged erosion control encountered during normal inspections. PERMITS 305 penn its were issued by the Inspections Division in February. As a resident of five years, this is the first time I've heard of this disturbing lack of sirens. I've been concerned in the past when the sirens would go off and I have to open my bedroom window to determine whether that's actually what I'm hearing. I realize that the sirens are supposed to be in place to warn people outdoors, not indoors, but I also believe there is a baseline expectation as a citizen of this community that the city will provide sufficient warning systems to ALL residents. The excuses I heard on the news last night were unacceptable. This is not a question of improvements or "nice to have" items. This is a baseline requirement of public safety that every community has an obligation to provide to its citizens. When you make a decision to move to a community, you carry a reasonable expectation for safety, including access to fire fighters, emergency medical interventions, and severe weather warnings. It is NOT the individual citizen's responsibility to go out and purchase a weather radio when you live in a community like Chanhassen. I'm hopeful that you've been inundated with phone calls, e-mails, letters and people dropping by your office expressing their concern over this situation. I enjoy living in Chanhassen, and feel we have many fine systems and community services to be proud of. It was very disturbing to see our community on the news looking like our city frankly doesn't care about our citizens. While I as a citizen have seen many demonstrations of how the city cares, anyone watching the news last night certainly came away with a different pict~re. Let's remedy that, before we wind up on the news again. Anita Graves Page 1 To Mayor Mancino and Council April 3, 1998 Subject: Proposed Extension of Coulter Blvd. through Bluff Creek Wetland I understand you have a working session on April 6, and a council meeting on May 11, to vote on the proposed road through a wetland. T would like to make an input on the proposed project and ask you to take a bold stand and just say NO to any more destruction of our valuable wetlands. The reason T have taken this stand is because of my association with the environment, over many decades, and have observed the reckless destruction of wetlands. By and large the destruction was not deliberately done to harm the environment, it was done on one small piece at a time and always "this little bit" wilI only have a minimal effect. For brevity T have not discussed the many amenities of wetlands. Supporting a "no more wetland destruction" is not necessarily an interesting subject, for the general public has little interest in something they do not understand and how many can even conceive the concept of "how will this affect us in 20 or 30 years"? I believe as a council person you have the responsibility of balancing your decisions not only for immediate goals but also consider the result in long term goals. Ask yourself what effect this proposed road will have on your grand kids. Will they have a wetland to explore and look for frogs, salamanders, bugs and insects like down at Henderson, ? Will they even have a wetland available or understand what a wetland is? Ask yourself an additional question "will this road even be necessary after highway 5 is upgraded". If this road is approved don't expect the wetland to stay as is, history has shown the same process of "a little bit wilI have only a minimal effect" will keep on happening. Many little bits over time will corrupt another wetland. I spent too much time on the planning commission listening to these, soon to be forgotten promises, that this is the end of wetland invasion. . Please look at this as an opportunity to start a solid base to say no to any wetland destruction. Tfyou say no to this one, just think how every one will start looking for alternatives instead of asking for "wetland deviations". I will be sending a letter to the Villager asking citizens to call council people asking them to advise you of their opinion. However don't expect an abundance of calls, few people are that interested, especially looking 30 years out! Attached is a letter from the Carver County Auditor's Office regarding 1998 property tax statements. Public Safety Department . Chanhassen was well represented in emergency response efforts in southwest- ern Minnesota after recent tornadoes. We helped by ssending firefighters and equipment; police help; secretarial support; and building inspections help. Not only was it an opportunity to help those that we would call upon to help us if roles were reversed, but it was a fantastic opportunity to exercise our emergency response plan. I'm really proud of all that chipped in to help. . The Citizens Policy Academy, nearing the halfway point, is getting rave reviews. The class is having a lot of fun and learning a great deal. . Beth's helmet sales program is going great gruns again this year. The one change is that these helmets are "all purpose" sports helmets rather than just bicycle helmets (so they work great for inline skating, skateboarding, etc., too). I Planning Department ! . As you may have noticed on your i agenda, Monday's work session will begin at 5 :00 p.m. to allow review color samples for the cinema. Options will include previously approved construc- tion materials and those proposed by Mr. Copeland. . Mr. Homhompkins, President of Contractor Property Developers Com- pany is holding a neighborhood meeting on April 9th to introduce a single family development concept prior to official submittal to the city. You may recall this subdivision by its previous name, Lake Lucy Estates, which was proposed to be Updates from City Hall--Apri18, 1998 developed by Mike Byrne (see attached letter and map). . Don Guyer, a commercial fisherman working for Chanhassen, is continuing his efforts to remove unwanted fish species from Lake Susan. On Monday, he placed ten trap nets in ~4.e lake to further the city's effort to reduce the bullhead population. Nets will be collected next Monday. If you receive any calls on this, Don is a licensed commercial fisherman who has been permitted by the DNR for this type of 'activity. Next Wednesday, April IS, Tom Eberhart of Sweetwater Technology will be applying alum to Lake Susan. I recently put a fact sheet on alum in council member mailboxes (I apologize for the lack of an explanation) to assist in answering questions. Three applicants were interviewed for the Environmental Commission on Monday night, April 6, to fill four vacancies on the Commission. Three members have terms expiring at the end of March and one member resigned early in the year. Of the three whose terms are expiring, only one (Jack Atkins) is reapplying. Bill Coldwell and Susan Wright decided not to continue on the Commission due to scheduling conflicts. When the commission was first appointed, City Council members Steve Berquist and Mark Senn, along with then-Mayor Don Chmiel interviewed nine applicants. All applicants were appointed and the Commission became a total of nine members rather than six members as requested by staff. The nine members were assigned staggered 3 year terms, which meant that 3 members would be up for reappointment at the same time. The "~"C,, ~~ Commission has been in existence for two years and, in that time, three members have been reappointed following expira- tion of their terms. Also in that time, two members resigned due to personal time conflicts. One vacancy was filled and the other is one of the openings currently being applied for by the applicants. Having nine members on the Commission has worked. The group has benefited from having multiple points of view , increased creativity, and thorough discussions on any issues they have approached. Spring hydrant flushing continues during the hours of I I :00 p.m. and 5:00 a.m · The Street Department is currently switching the traffic signal red indicators to the lower wattage LED lights to save on monthly energy costs. The capital costs associated with this change over is being funded by a grant from NSP. · The first round of city-wide street sweeping is nearing completion. Administration · At their last meeting, the EDA requested a financial analysis of the estimated market values for the Oak Pond development to see what impact the building code violations may have had on each of the properties. Attached is a financial analysis of each valuation from 1996 to 1998. The percent increase column compares 1998 values to 1997 values. A local vendor, ComData, was utilized this year as an out source for the printing and mailing of the tax statements. The property tax statement has changed from the prior years' multiple copies to a single sheet. The statement is broken down into three areas with perforations to allow for a state copy, the main body with all pertinent tax information, and payment stubs to be separated and returned with payments for first and second half tax amounts. An example of the new statement is attached to help you respond to taxpayer inquiries. Please note the change in reporting Special Assessments on this year's statement. In prior years, the tax statement listed Special Assessments by type of assessment, followed by your code number assigned to the assessment, and lastly the dollar amount charged under each cOde. The. bottom of the Special Assessment box reported the total amount of interest and principal for all assessments (see example of old tax statement). This year's new format lists the Special Assessment type and the dollar amount. The total amount of interest and principal is listed above the individual assessments on line 13. The Payable 1998 property tax process contained many changes to the tax calculation process. Included was more in-depth breakdown of school tax, a new education homestead credit (maximum of $225 for residential homestead properties and the house, garage and one acre of homestead agricultural properties), a shift of tax burden from commercial/industrial properties to residential properties, more widely used market value based tax, continued changes in tax increment financing and fiscal disparities and the implementation of a new tax statement. The overall property tax calculation is a lengthy one and involves the cooperation and hard work of many organizations and individuals. As with all projects of this size, you hit a few bumps in the road but we are pleased with the overall process.
