Approve Trunk Highway 7 Year 2000 Safety Improvements Including Access
Closures!MnDOT - PW067D 1
The Minnesota Department of Transportation has a proposed safety improvement project
scheduled in the year 2000 for Trunk Highway 7 between Trunk Highway 41 in Chanhassen west
to St. Bonifacius. The primary scope of this improvement project includes shoulder paving, turn
lane construction at major intersections, and closure of some local street access points.
Within the city of Chanhassen corporate limits, MnDOT is proposing to close local street access
to Trunk Highway 7 at Leslie Curve, Cypress Drive, Washta Bay Road, and at the request of
some residents, they are also considering closure of Fir Tree A venue. The access at Oriole
A venue is proposed to be restricted to a right turn in and right turn out only.
Upon review of the MnDOT Trunk Highway 7 safety improvements proposed, staff would
support all of the proposed access closures with the exception of the Leslie Curve access. In
conjunction with the access closures, City approval shall be contingent upon the following
improvements being incorporated into the MnDOT project plans:
1. Reconstruct Access Points: The current plan designates the access points to be
reconstructed at Greenbrier, Arbor Lane, Sandpiper Trail, and Oriole A venue. In addition
to those access points, the access point at Dogwood and Leslie Curve shall be
reconstructed.
2. Street Signage: At al~ access points to remain open, green street designation signs shall be
added to increase visibility of the access points.
3. Leslie Curve: Right and left turn lanes shall be constructed.

4. Greenbrier: If Fir Tree Avenue is to be closed, the existing 12-foot right turn lane from
the closure of Fir Tree A venue should be converted to an acceleration lane for Greenbrier
and striped accordingly.
5. Dogwood: The length of the acceleration lane needs to be increased.
6. Arbor Lane: An acceleration lane should be added and in conjunction with the
reconstruction of the access point, the landing elevation needs to be raised to improve
visibility to the east.

7. Sandpiper Trail: An acceleration lane needs to be incorporated for right turns onto Trunk
Highway 7.
8. Oriole Avenue: tIn conjunction with the reconstruction of the access point to reflect the
right-in, right-out turn conditions that will be imposed, evaluation of the feasibility of
incorporating an acceleration lane for the right-hand turn on to Trunk Highway 7 needs to
be completed.
CONCLUSION
MnDOT's Trunk Highway 7 proposed safety improvement project may cause some initial
inconvenience to residents as they may be required to change their driving patterns to access
Trunk Highway 7. However, staff would concur with MnDOT that the potential increase in
overall safety will offset any inconvenience experienced.

Dear Resident:
Over the past few months you may have received information from the Minnesota Department of
Transportation (MnDOT) regarding a proposed improvement project scheduled for the year 2000 to Trunk
Highway 7 between Trunk Highway 41 in Chanhassen west to St. Bonifacius. The primary element of this
improvement project includes shoulder paving, turn lane construction at major intersections, and closure of
some local street access points. Within the City of Chanhassen corporate limits, MnDOT is proposing to

Representatives of MnDOT are scheduled to make a presentation to the City Council at their regular
meeting on January 26,1998 at 6:30 p.m. in the Chanhassen City Council Chambers and ask for city
approval of these closures. If you are interested in this matter and/or wish to give your opinion on any of
the proposed closures, you are invited to attend this City Council meeting. If you wish to submit your
comments or opinions in writing prior to the meeting, please address them to the Chanhassen City

Dear Nancy,
This letter is in reference to safety concerns at the junction of Fir Tree Avenue and State Highway
7. We are currently sending around a petition in hopes to close Fir Tree A venue to State
Highway 7 for a number of reasons.
1. Accidents resulting from vehicles from West turning into Shorewood Oaks and
vehicles from East turning into Fir Tree Avenue meet head on in the turning lane
on State Highway 7. There is only 200 feet between our entrance and Shorewood
Oak's entrance. I was informed from the DOT that it should be at least 500 feet
and this is not enough space to make quick decision when coming head on with
a vehicle.
2. The visibility from the West on State Highway 7 is obscured due to a curve in the
Highway and also due to brush and is even worse in the winter months with the
accumulation of snow.
3. This will decrease the number of left hand turns off of State Highway 7. Currently
there are 8 left hand turns within 1 mile west of Highway 41.
I have discussed this with the Depanment of Transponation and they strongly agree that this is
not safe. Neighbors, friends andfamily have had close calls in meeting vehicles in the turning
lane. It's occurred 3 times for me in the last 6 months and I've heard similar stories from
neighbors (attached is a comment that came back with a petition from a resident on Fir Tree
Avenue). Our solution could be to take another route, however, if this entrance/exit is not safe
it should be fixed or it shouldn't be open at all. Other options in fixing this problem could be
"Right turn in _ Right turn out". In reference to the obscured vision would be to continue to
clear the brush and snow throughout the year.

We (3 residential families) plan to bring this before the city council and I wanted to address this
issue with you before this meeting in hopes that you can help us with this safety issue.
In our neighborhood currently there are 5 entrance/exits to State Highway Z I know the DOT
is planning to close some of them (by the year 2(00) and they agree that Fir Tree should be one
closed off due to safety reasons.

November, 1976. \ole find no problem in using this entranoe
in our travels in the oommuni. ty in our vehioles and want it to
remain open and a.e an option for our travels.

Putting additional traffio on other streets and entranoes.
Continued fast reaotion by our polioe department, fire
department, and resoue units for residents on Fir Tree.
Snow removal vehioles and other large truoks tum around
would present a problem.

Some of my good neighbors beleave it would be a good thing if the city
closed Fir Tree Ave. to hy. 7 . I would like you to know that I am against
any proposal that would take away my direct access to my home street. I
don't agree with them when thay say its an unsafe intersection. I bel eave
the visibility is good both ways and that the center turn lane is working. I
think this is more about the kids. I think that the ones that are for this
would like to have less traffic on the street so their kids will have a safer
place to play. Parents must teach their children that the street is not a
safe place to play no matter what kind of street it is. This would also
increase the traffic on our other neighborhood streets making their street
less safe. this wouldn't be fair to our other neighbors. I do beleave that
the majority of the people who live on Fir Tree feel the same way i do.
When and if this issue should come up in the Console or any branch of
city government I would like you to know it's not a popular proposal.

The City of Chanhassen has received your comments regarding MnDOT's
proposal to close the Fir Tree access to TH 7. Your letter will be

Dear Mayor Mancino,
Greetings. We recently met with Paul Kachelmyer of MnIDOT. He shared with us six different
proposal so far as the proposed Highway # 7 Project is concerned and their effect on Holy Cross
Lutheran Church. We want to work with all concerned person, the community and of Course, the
Chanhassen City Council.
We have had a special congregational committee working for nearly a year to determine the
direction of Holy Cross Lutheran church. This Committee has decided we would like to remain
where we are geographically. Secondly, we have talked at length about the possibility of selling
about 3.5 acres of our land to a developer. We have had at least two proposals and several others
interested in this land. Should this land be sold, it would, of course, be returned to the tax role. I
have included a sketch of one plan.
Finally, we have asked our membership, at least those in attendance on one Sunday, to sign a
petition that we would have access to Highway # 7. I enclose a copy of that petition for your
information and consideration. We want to work with the City ofChanhassen whenever and
where ever we can. We are hopeful that our present access from Glendale could be retained and
an entry from Highway # 7 provided for in the master plan. Paul Kachelmyer said an entry from
Highway # 7 would have to be a "right turn only entrance and exit", which would be fine with us.

with us, we would like to have that opportunity. Thank you again for your assistance in helping

Dear Council Members,
I am writing to express my opposition to the closing of the Leslee Curve at Minnesota
Highway 7. Here's why I believe this is a bad idea:
. The Leslee intersection is safe. It has very good visibility - better than at
Minnewashta Parkway. I'm not aware of any accidents at this intersection during my
11 years in the neighborhood - whereas there have been several serious accidents
at Minnewashta.
. This is an easier intersection to get on to Highway 7 - in part because you don't
have to contend with opposing traffic as you do at Minnewashta (on Church Road).
During rush hour, the only feasible way to cross Highway 7 is to get on Highway 7
East at Leslee Curve and then turn left at Church Road.
. Closing the intersection will force all of the H91y Cross church traffic through the
Pleasant Acres neighborhood. In addition to Sunday church services, there are
events at the church that occur all throughout the week - including a preschool. All
of this extra traffic cannot help but increase danger to kids in the neighborhood.
. Closing the intersection will concentrate all of the neighborhood traffic down
Glendale on to Minnewashta Parkway, and congest the intersection of Minnewashta
and Highway 7 even more. Already there is much less delay to get on Highway 7 at
Leslee than at Minnewashta.
. In slippery winter conditions, it can be difficult to get up the hill from Minnewashta
on Glendale. The Leslee access to the neighborhood is flat.
In summary, there does not appear to be any good reasons for closing this intersection,
and a lot of reasons for keeping it open!

Dear Mayor Mancino,
I am writing to urge you to close the entrance to Leslie Curve from
Highway 7. This is a very dangerous and unnecessary entrance.
In order to turn into Leslie Curve, one must often come to a complete
stop to allow the oncoming traffic to clear. The speed of the cars
coming from behind would not allow someone to get out of the way
should a driver not notice there is a car stopped directly on the
highway.
Living on Country Oaks Drive and Country Oaks Curve there are over
25 children under the age of 5 who play in the neighborhood. By
allowing the entrance to remain open we are inviting more traffic
and endangering what was once a quiet and safe neighborhood.
All people living in the area can easily reach Highway 7 via
.tYIinnewashta Parkway. This route is no longer than the one through
our neighborhood.
Please do not improve or allow this entrance to remain open any
longer than necessary.

Dear Mayor Mancino:
I am writing you to let you know we agree with the Minnesota Department of Transportation on
the closing of the Leslie Curve entrance to Highway Seven. The entrance is extremely dangerous
and an unnecessary entry into the area for both incoming traffic and for the residents of the area.
It is a shortcut that routes too much traffic through a highly populated residential neighborhood.
A neighborhood that has more than 25 children under the age of five and continually growing.
We should all be using Miniwashta Parkway and Kings Road, the feeder streets to our
neighborhood. Miniwashta Parkway is especially important to use because it has a designated
turn lane, hence a safer entrance. The closing of Leslie Curve will also reroute commuter traffic
and construction traffic through both Miniwashta Parkway and Kings Road.

Dear Ms. Benson and Mr. Kachelmeyer:
Having received the letter notice from Charles D. Folch, Director of Public Works,
regarding the planned improvements along Minnesota Highway 7 and being
unable to attend the meeting scheduled for January 26th at 6:30 P.M., I hereby
submit the following written comments.
I am a resident of the City of Chanhassen at 6331 Minnewashta Woods Drive.
This neighborhood is serviced exclusively by access from Minnesota Highway 7
at Washta Bay Road, Sandpiper Lane and Oriole Lane. It is proposed that Washta
Bay Road be closed and that Oriole Lane be limited to right-in/right-out. This
would leave the only westbound Minnesota Highway 7 access a left hand turn
southbound at Sandpiper Lane. From personal experience, I consider this turn
to be dangerous.
(My personal preference has been to employ a left turn at Oriole Lane. It may not,
in fact, be less dangerous, but it would appear so for the presence of a highway
median divider immediately east of Oriole.)
The Trunk Highway 7 Corridor Study (executive summary) prepared for the
Minnesota Department of Transportation by B.R.W, Inc., February, 1996, notes
that the number of accidents along the corridor (Hutchinson to Excelsior)
increased as the number of access points increased; consequently. the present
proposal to reduce access points through road closures appears to be a logical
safety improvement.

I do not believe it is appropriate. however. that this entire neighborhood be given
no choice but to make a hazardous left hand turn from Minnesota Highway 7 to
gain access to their homes.
The executive summary notes that right angle accidents were the most frequently
occurring single intersection accident types accounting for 36.79% of the total
accidents followed by rear end accidents (20.73%) and left turning accidents
(12.95%). They note that the left turning accidents percentage for this corridor
is "noticeably greater than other similar state highways".
It would appear inevitable that if the only a~cess to this neighborhood continues
to be a left hand turn off of Minnesota Highway 7. neighborhood residents will be
at risk of collision while attempting to turn left off of Highway 7.
In short. MnDOT's proposal is half the answer. West 64th Street now needs to
be re-opened for motor vehicle travel and access to a new right-in/right-out
intersection with Minnesota Highway 41. In this way. those arriving from
Minneapolis and surrounding suburbs by way of Highway 7 can turn southbound
onto 41 at the controlled intersection and then make a right hand turn at West
64th Street to enter the neighborhood. This would improve safety for this
neighborhood of approximately 400 people by removing the need to make as many
as 100.000 left hand turns annually at an uncontrolled highway intersection (3
turns per family per day).
A copy of earlier correspondence (July 22. 1997) where I expressed concerns
regarding this safety issue is enclosed.

Recently. I moved from Excelsior to Minnewashta Woods Drive. Chanhassen and
consequently have become familiar with the traffic congestion and hazards
associated With entering this neighborhood on the north side of Lake
Minnewashta, a neighborhood accessible only from Highway 7.

That Executive Summary states that the intersections of Oriole Avenue and
Sandpiper Avenue currently operate at congested levels during the peak traffic
periods of an average weekday. (And, personal experience suggests congested
levels during weekends as well.)
The report adVises that in regard to accidents. half of the accidents in the studied

A reading of the Trunk Highway 7 Corridor Study suggests that the safety of
neighborhood residents may improve by creation of a non-left turn access to the
neighborhood. This mlght be achieved by reopening West 64th Street and the
creation of a right-in/right-out connection at 41. This would eliminate the need
for traffic arriving from the east to make a left-hand turn off Highway 7. It would
also support the closing of Oriole. which appears to be the most dangerous
intersection at which to make a left-hand turn.
At one time. West 64th Street connected with Trunk Highway 41. For reasons of
with which I am not familiar. that road was closed.
The reopening of West 64th Street would. of course. not solve the needs of traffic
arriving from the south on Trunk Highway 41. but in all likelihood it would
substantially reduce the number of vehicles which must make a left-hand turn
off of Highway 7 during peak congested periods.
Lastly. while offering an easterly exit/ entrance from the neighborhood. the
opening of West 64th Street would not. in and.ofitself. invite additional through-
traffic along Orchard as thru traffic would still be best served by the major trunk
highways.
As City staff continues to work with the Minnesota Highway Department. it is my
hope that further consideration will be given to the reopening ofVlest 64th Street.
