The average number of June inspections for previous years is 974, with a high of 1369 in [994,

Building inspectors did not accompany the fire inspector and/or the fire marshal on any fire
inspections in June. The building inspector responsible for the building while it was under
construction goes along with the fire inspector. Their familiarity with the building is helpful in
determining if any changes have been made.
Inspections staff have assisted on a total of seven fire inspections during the first half of 1998.
Five planning inspections were made by Inspections Division staff in June. These inspections
involved signs, fences and structure setbacks.
Inspections staff did 19 planning inspections during the first half of 1998.
No engineering inspections, other than erosion control, were done in June. Inspectors
typically notify the Engineering Department of all damaged erosion control encountered
during normal inspections.
Inspections staff has done no engineering inspections other than erosion control during the first
half of 1998. Numbers of erosion control inspections, which are done during other scheduled
inspections, are not tracked.
PERMITS
474 permits were issued by the Inspections Division in June. The June average for previous
years is 354. The highest number of permits issued in a June was 543 permits in 1994.
2337 permits were issued in the first half of 1998, this highest since records have been kept.
The average for the first half of previous years is 1580. The next highest half year was 1994
with 2297 permits issued.

VALUATIONS
Valuation of construction for permits issued in June, 1998 was 57,936,400. The average of
June valuations from 1990 through 1997 is $5.631,075. The highest June valuation was
$9,438,300 in 1995.
The valuation of construction for the first half of 1998 was $38.896,500. This is the highest
first half valuation since 1990 when I started keeping records. The average tirst half valuation
for 1990 through 1997 is $26.588.224. The next highest first half valuation was $38,345,900 in
1995.

REVENUE
June permit revenue was $137,971. The average June revenue from 1990 through 1997 is
$66,699. This is the highest June revenue since 1990 when I started keeping records. The
previous high June revenue was $101,829 in 1995.
Permit revenue for the first half of 1998 was $611,054. This represents the highest first half
revenue since I began tracking it in 1990. The average first half revenue from 1990 to 1997 is
$301,240. The previous high first half revenue was $437,563 in 1994.

OTHER STAFF ACTIVITIES
Training
I. Two mechanical inspectors attended the June inspectors luncheon in Bloomington.
Enforcement uniformity and proposed code changes were the discussion topics.
2. Two staff members attended the June monthly inspectors luncheon in Medina. Vinyl
decking and fencing was the topic of discussion.
3. Two staff members attended the June Carver County Building Officials meeting in
Victoria. Requirements for structural engineering on tall, unsupported walls and
uniformity of enforcement on cantilever requirements were the discussion topics.
4. Jerry Mohn attended a two day seminar in June on personal computer troubleshooting and
repair. Jerry assists the city MIS coordinator when the need arises.
Enforcement.
I. Three projects were discovered underway without permits: a deck on Bluff Circle, a
basement finish on Flamingo Dr. and a retaining wall on Maple Shores. Permits were
issued on the same day for each job.
A STOP WORK order was issued on a fence under construction without a permit on Dakota
Ave.
3. Four failing septic systems were disclosed in June. Letters requiring repair and/or
replacement were sent to each homeowner.

I. A number of complaints were investigated in June: a housing complaint at an apartment
complex, two failing foundations and storm related water damage.

Car washes
I understand Councilman Senn inquired as to car wash expenses. Permit me to
respond. We have fourteen Public Safety vehicles that are to be kept clean to present
a positive reflection on the city, and more importantly, to maintain these vehicles
properly for maximum life. Our discount wash rates average approximately $5.00
per wash. So if vehicles were washed every other week, the cost would be $180.00
per month. In the winter, vehicles are generally washed once per week. and special
events in the summer (parades, Tot Lot programs, Neighborhood Watch meetings,
Safety Camp, Citizens' Police Academy, etc.) often necessitate vehicles to be
washed more than once every other week. We have included car washes in the
budget for a number of years because they are a cost effective means of vehicle
maintenance. Not only is the wash bay at the city shop oftentimes in use,
necessitating return trips or waiting time, but driving vehicles through an automated
car wash is much faster and (a concern with as many inspections as are being carried
out or to keep the officers on the road and available) and because washing a vehicle
by hand is rough on uniform appearance.

Dear Susan:
Congratulations on your appointment to the position of Interim Recreation Center
Coordinator. I am pleased that you elected to accept this challenging position.
The first day of your new job will be posted as August 10, 1998. Your new rate of
pay is $13.00 per hour. The position is effective through January 29,1999. As
agreed, your hours of employment are 8:00 a.m. - 4:30 p.m., Monday through
Friday, with every other Wednesday off.
I understand that you may also elect to work as a "fill in" for facility supervisor
shifts. I encourage you to do so, especially if you can stay under 40 hours per
week. Please refrain from working over 40 hours per week unless other options
are not available. Wark time over 40 hours will have to be paid at an overtime
rate.
The City provides full health coverage for all full-time employees and 50% of the
dependent's coverage. Medica is the City's current provider. If you elect family
coverage, your cost is $156.96 per month. Please see Chris Thibodeau to fill out
the necessary paperwork to ensure your enrollment.

For the past month there have been slalom waterski courses setup on Lotus Lake most
weekends and sometimes during the week. This, I believe, is not permitted by city
ordinance without a permit from the city, which to my knowledge has not been issued. This
issue was brought up in the City Council a number of years ago when permission for such a
course was requested. At that time the request was not approved, with the concensus among
the council that the configuration of Lotus Lake (long & narrow) did not lend itself to
that type of use. The fact remains that the boat traffic on Lotus Lake has at least
doubled since that time increasing the hazard. Other boats on the lake often are
reluctant to enter the slalom course area, therefore go between the course and the
shoreline, sometimes less than 30 feet from docks (100 ft min is required) .
Calls to the Carver County Sheriff have not resulted in any action that I am aware of,
only the explanation that the Sheriff's Water Patrol will be notified. This activity
usually begins arollnd 7 AM and is oftentimes done by noon, thus the hazard is avoided
during the busiest part of the day. But I still believe that this activity is not be
permitted and should not be allowed to continue.

PS: The acceptable hours for this activity in the urban setting should also be reviewed,
this is no less annoying than PWC's which are not permitted before 9:30 AM.
