The public improvements will consist of the construction of Coulter Boulevard from its current terminus at the west end of the Autumn Ridge development west to the intersection with Century Boulevard. Based on input staff received from Council, there will be trail on one side of the roadway only (the south side) and street lighting will be shoebox-type with 150 watt luminaires spaced at 300 feet on the south side of the trail. The boulevard trees will be a mixture of deciduous, coniferous and ornamental trees with the seeding mix being a dry prairie mix on the upland slope and wetland mix directly adjacent to the wetlands. Also included in the design is a storm sewer collection system which will convey road runoff to nutrient removal (NURP) and sedimentation ponds to be constructed with the project. The estimated construction costs for this project are in line with the feasibility report for Project No. 97-1. Specifically, the feasibility report provides a project cost estimate of $791,000 for the street construction. The proposed schedule is as follows: Council approved plans Plans to bidders Bid opening A ward contract Begin construction Complete base paving Final project completion May 11, 1998 May 26, 1998 June 16, 1998 (9:30 a.m.) June 22, 1998 July 6, 1998 October 2, 1998 July 1, 1999 A complete set of project plans and specifications are available in the City Engineer's office should any of the Councilmembers care to obtain more detailed information. Don Ashworth May 5, 1998 Page 2 As indicated above, the City Council authorized the preparation of plans and specifications for this improvement project on February 9,1998. The focus of an agenda item to approve project plans and specifications would normally entail reviewing the consistency of project plan elements as compared with that originally authorized by the Council at the feasibility hearing. EstiIl)ated project costs are also verified to be consistent with the previous estimates. With these criteria being met, the project plans and specifications are then approved and the project is put out for bids. This particular project is somewhat unusual in that it has drawn out some late (11 th hour) controversy as to whether or not the project should proceed. (It is important to note that public hearings were held last summer and fall.) A number of letters, both pro and con, regarding this proposed project have been received since the City Council authorized the preparation of plans and specifications. These letters have been included in the Administration Section of this City Council packet. The transportation analysis related to this proposed improvement project has confirmed the findings of previous local comprehensive transportation studies which have concluded that this road is a vital element of the City's local transportation system. The ramifications of not building this road are significant, however, for those not well versed in the transportation field, the magnitude of resulting problems for this community may be difficult to comprehend. As such, the plans will be submitted to State Aid for their approval. The specifications are the standard City specifications. The construction plans include lighting, landscaping, and trail revisions requested by the City previously. The plans also include wetland enhancement provisions as discussed at your meeting with Ismael Martinez and John Smyth. These provisions include weirs to raise the water level of the north wetland and a wildlife passage pipe as recommended in the Bluff Creek Watershed Management Plan.
