Annually the Park and Recreation Commission reviews and makes a
recommendation to the City Council concerning the city's outdoor ice skating
and hockey rink program. Outdoor skating reached its peak in the late 1970's.
Indoor ice arenas with refrigerated ice and climate controlled spectator areas
quickly eroded the popularity of outdoor skating. This being said, there remains
a segment of winter recreation. enthusiasts that appreciates the value of skating
outdoors.

Fifteen to twenty years ago, the city flooded approximately one dozen outdoor
ice sheets in various parks across the community. In that same twenty years, the
city's population has more than quadrupled. The same cannot be said for
outdoor ice sheets. Last year, the city flooded eight sheets of ice in four
locations. In addition to decreasing use, a stretch of mild winters has
contributed to the reduction in this program.

This past summer, four neighborhoods were involved in volunteer playground
installation projects. One outcome of these projects has been an increased
interest in neighborhood park programs. The Rice Marsh Lake Park neighbors
held not one, but two neighborhood block parties following the completion of
their new playground. In addition, they have scheduled a weekly play date at
their park drawing 30 - 40 kids and parents each week. With the coming of the
winter season, these residents expressed an interest in continuing to meet at the
park, but lacking the presence of the ice rink, recognized that it would be
difficult to continue their new found tradition.

At the September 27, 2005, Park and Recreation Commission meeting, residents
from both the Rice Marsh Lake Park and Chanhassen Hills Neighborhoods
voiced their desire to see neighborhood ice rinks reinstated. The minutes of that
discussion and a petition submitted are attached to this report. Having expressed
a desire to "test the water" on neighborhood ice rinks, the Commission asked
staff to bring this item back to the Commission at their next meeting with data
and a recommendation.

On October 25, staff presented a recommendation to the Park and Recreation
Commission to flood three additional ice sheets this season-one at Pheasant
Hills Park, one at Chanhassen Hills Park, and one at Rice Marsh Lake Park.
Records of the amount of use these rinks receive will be kept for use in
evaluating future ice skating programs. No additional overtime will be required
to provide neighborhood rinks at these locations. Neighborhood rinks require
the least amount of time to install and maintain. Hockey rinks are the most labor
intensi ve.
RECOMMENDA TION
Following public comment, the commission unanimously recommended that the
City Council approve the flooding of 11 ice rinks at seven locations as depicted
on the attached map for the 2005/06 ice skatinglhockey season. Approval
requires a simple majority vote of those City Council members present.

Recommendation Concerning 2005 Ice Skating Rink Locations
On average, the city's outdoor ice skating rinks have been available to residents for
55 days per winter season since 1982. Traditionally, our community park sites
receive the majority of use for skating, with "neighborhood" park sites being used
very little relative to the "community" rinks. This past season, the city flooded eight
rinks at four community park sites. As recently as 2000/01, we flooded fifteen rinks
at eleven different locations. In 2001/02 and again in 2002/03, the majority of our
low use rinks were not flooded due to a combination of warm winter temperatures
and low attendance numbers.
This past season, each of the eight rinks we flooded required an investment of $3000
in labor and materials. Spread that over an entire season and each rink requires an
investment of approximately $55 per day to operate. Divide this by the number of
skaters typicallYJoll~datac?mmunity ice rink andthecostperskateris very
reasonable. Considerlopations where days go by without a single skater showing up
and the same valueis notrealized.
The scenario of deleting rinks and then having residents attend a Park and Recreation
Commission meeting asking for them back is not new to the City. Rinks at
Minnewashta Heights Park and Chanhassen Hills Park have been deleted;. brought
back, and deleted again. The phenomenon of not missing something until it is gone
(even though you may not use it that much) is definitely at play in these instances.
Staff, like the Commission is not immune to the ,desire to provide a service to the
community when they request it. However, past experience h~ demonstrated that
outdoor ice rinks and outdoor skating activities are diminishing in pOlm.1arity.
RECOMMENDA.TION"
Understanding the desire of the Park and Recreation Commission to ()nce again test
the popularityofnei~l:>,orhood ice rinks, staff willsuppott tlle,~ooding of three
"test" rinks this coming season.. Based upon neighborhoOd requests and testimony at
your last meeting, it is recoIllIIlended that a falIlilyrinkbeflooded atChanhassen
Hills Park, Rice Marsh Lake Park, and Pheasant Hills Park. Prior to the start of the
skating season staff will develop a usage analysis model for implementation over the
2005/06 season. This model will inc1udereports from our maintenance department
and eyewitness counts of users tabulated by staff and the commission.

APPROVAL OF AGENDA: The agenda was approved as amended to include the reading of a
letter from Marty Walsh, Carver County Park Director regarding item 3, an update from Carver
County Parks concerning the off leash dog area proposal at Lake Minnewashta Regional Park.
VISITOR PRESENT A TIONS: Tony Schiller presented an update and slide show on the
Miracle Kids Triathlon and gave suggestions for things to do differently next year. Chairman
Stolar concurred with the idea of having multiple sites. Commissioner Kelly commented that the
packet pick-up on Friday was really well organized.

Michelle Laurent, 8115 Erie Circle, along with other neighbors, requested that an ice skating rink
be reinstated at Rice Marsh Lake Park this winter. Chairman Stolar stated this item would be
discussed under new business. Lori Strand, 8557 Chanhassen Hills Drive South, representing the
Chanhassen Hills Park neighborhood, requested that an ice skating rink be reinstated in their
neighborhood. Dan Brechko, 8038 Dakota Lane, representing the Chanhassen Estates
neighborhood, requested an ice skating rink in their park. Traci Yavas, 8102 Dakota Lane also
expressed her support of the request for an ice skating rink in the Chanhassen Estates
neighborhood. Annette Stock-Lind, 8104 Dakota Lane has two sons, 7 and 9 years old who play
hockey. She also requested that ice skating rinks be reinstated into the neighborhood park and
explained how the new playground equipment has brought their neighborhood closer together.
Theo Kelderman, 8620 Chanhassen Hills Drive moved to Chanhassen a year ago from Virginia
and has heard great stories about ice skating rinks in Minnesota so he and his family would like
the chance to skate.

Ice Skating Policy Concerning Rink Flooding
The following departmental policy concerning rink flooding has been
developed to better guide our department in establishing calendar dates of
when it is appropriate or not appropriate to flood skating rinks. Listed below
is the current policy.
